Why the project was necessary?

The EU has clear priorities relating to ICT in VET and in ‘Education and Training 2010’ it set
a target that all teachers should be skilled in the use of the Internet and multimedia resources.
The background information provided in the proposal suggested a strong need for the upskilling of the ICT capabilities of teachers in the VET area. The target population is clearly
defined, and evidence was brought to bear that there is a significant training deficit in many
countries, but most particularly in Ireland, inhibiting the wider effective use of ICTs in VET.
How did the project do this?

The project planned the following implementation:
1. Review best practice to inform product design & content.
2. Transfer the e-Cert programme to VET
3. Create an eTuition product as a progression from e-Cert VET.
The e-Cert course gives learners a practical knowledge and basic competency in everyday
ICT skills such as shopping, sending emails, online banking and booking holidays. E-Cert has
proven to be a highly effective vehicle for engaging learners who fear technology and have
little or no prior knowledge of ICT. E-Cert was designed to build confidence and to overcome
the fear barrier as well as delivering basic ICT competency. It will give teachers who cannot
presently use ICT both an ability to carry out everyday tasks and an appreciation of the
benefits within their own personal lives.
An eTuition product will be developed as a progression from e-Cert VET. It will focus on
eLearning e.g. accessing & developing content, the use of new technologies such as Web 2.0,
interactive whiteboards etc
The project is testing the products with 2 Education Authorities who will benefit by
developing the Continuous Professional Development systems (Castlereagh & Wicklow). The
project will test the products with 30 teachers in those organisations who will gain additional
professional competencies.

Teachers and Education Managers in VET in Ireland and the UK will benefit from a
Continuous Professional Development programme which addresses both initial introduction
to ICT and progression to eLearning. The products will be closely related to lifelong learning
concepts, knowledge sharing and peer learning.
