Job Purpose
Ecorys has a long track record of assisting the European Commission and UK Government
departments in public policy communications. Our work covers a wide range of areas including
education and training, employment and social affairs, civil society, justice and home affairs,
innovation and technology, entrepreneurship and SMEs, media, culture, sports, youth and EU affairs.
This post will work with members of the Business Development and Communications team, other
Ecorys colleagues, partner organisations, experts, subcontractors and associates in the UK, across
Europe and beyond to:
 deliver TAD’s projects, particularly communications assignments under Framework
Contracts and other communications work as it arises; and
 take forward new business development opportunities in order to win new work for Ecorys’
current and future communications services in EU28, Enlargement and Neighbourhood
markets.
Dimensions
Financial
The post does not constitute a budget holder.
The post holder will be responsible for the effective use of financial and other resources in respect of
dedicated projects that they are involved in, including the delivery of these to agreed budgets.
The post holder will be expected to deliver fee income and win work pro rata the senior consultant
band.
Staff
The post holder will be responsible for:

Coordinating and managing the inputs of staff in respect of writing proposals and project delivery
for TAD’s communications and other contracts.

Forming and managing strategic alliances with staff from across Ecorys' divisions and Ecorys’
operating companies, partners and subcontractors that provide expertise and resource.

Managing pools of associate experts and working with experts across Europe.
Other
The post holder will be expected to contribute to business planning. The post holder will also be
expected to raise the company's expertise and profile in respect of its markets at national, European
and international levels.

Principle Accountabilities/Tasks
The job is based in London or Birmingham, and is to work as part of the Business Development and
Communications team within the Technical Assistance Division. The position reports to the Associate
Director. Key responsibilities include:
1.
Assist in successful delivery of contracts and Framework Contract assignments, particularly
in the area of communications:
a. Draft and present proposals and concept notes for awareness raising campaigns, highprofile events and PR activities, print and electronic publications, visibility materials, web
and social media with innovative ideas and in tight timeframes;
b. Develop communication/dissemination strategies and action plans;
c. Help in sourcing and appointing appropriate staff to activities;
d. Supervise and manage communication activities under contracts such as media
activities, events, competitions, PR and visibility activities, website and social media,
electronic and print publications;
e. Liaise and coordinate with the clients, partners, subcontractors and associates across
UK and Europe in order to plan and implement activities;
f. Ensure full quality control;
g. Ensure that all activities are delivered within allocated budgets;
h. Prepare regular and ad hoc reports.

Play a key role in the process of winning a stream of new contracts:
a. Identify up-coming opportunities in EU28 and international markets;
b. Coordinate full proposals for open and restricted tenders;
c. Write and lead on full proposals for new communications contracts ;
d. Undertake commercial feasibility studies to assess the appropriateness / potential
profitability of tenders to assist in decision making ;
e. Identify, in association with the senior management team, any specific skills or
infrastructure that we might need generally (or for specific bids) to be able to credibly bid
for and deliver the opportunities identified;
f. Develop, partnerships and consortia with appropriate organisations to ensure we have a
fully rounded bids;
g. Contribute actively to winning a stream of new contracts.
Qualifications, Skills, Knowledge and Experience
Qualifications
 Degree in a relevant field i.e. communications, media, public relations, journalism, political
science, sociology, psychology, languages, etc. – essential;
 Post graduate or professional qualification in a relevant field – desirable.
Experience
 Strong evidence of successfully delivering communications contracts and effective project
management including the co-ordination of inputs from partners, subcontractors, associates –
essential;
 Demonstrable experience of lead authorship in writing successful proposals, detailed concept
notes, information and communication materials, activity reports; and presenting them to
clients – essential;

Proven ability to acquire new national, European and international work and repeat business,
particularly in the area of communications– essential;
Hands-on experience in delivering multi-lingual information and communication materials and
activities – essential;
Proven ability to undertake commercial feasibility studies to identify commercial and practical
viability of tenders on which decisions whether to bid can be made - essential;
Strong evidence of sourcing appropriate delivery partners / staff for new communication
contracts through networks and open recruitment – essential;
Commercial awareness and evidence of a can do and entrepreneurial attitude from work in a
public and private sector consultancy environment – essential;
Experience in working with the European Commission and its agencies – desirable.

Organisation
The post holder reports to the Associate Director in the Business Development and Communications
Team. S/he is responsible for the co-ordination and management of staff inputs to business
development, work acquisition and project delivery where he or she is taking a managerial role.
The post holder liaises with other consultants/senior consultants/associate directors/directors across
the company in respect of activity at this level.
Additional Information
Salary dependent on experience and expertise (minimum salary starting from £33,000) plus
performance pay.
The post holder will be eligible to join the company’s private pension scheme and life assurance
policy, and entitled to an individual private medical cover.
The post holder will be entitled to 25 days of paid annual leave in addition to 8 days of bank holiday.
Holiday entitlement increases by 1 day a year after 2 years’ service to a max of 30 days.
The post holder will be expected to travel through UK and Europe, and beyond, and work outside
normal office hours, including nights away from home.
This is a full time post and based in our London and Birmingham offices. Additional £3,500 (London
weighting) is paid to post holders based in London.
