to the
Memorandum of Understanding
for the funding and management of calls for proposals on bilateral PolishFrench projects in cancer research
Call for Proposals
2008- 2011
The Ministry of Science and Higher Education (MSHE) in Poland with the National Centre for
Scientific Research (CNRS) and Institut National du Cancer (INCa) in France intend to support
bilateral scientific co-operation in cancer research thanks to the launch of the common call for
proposals.
The Programme is open to the common Projects developed in the field of cancer biology, as
specified in the MoU (sections 2 and 3).
The objectives of the Programme are to advance scientific progress in the field of the cancer
biology by using the synergy of collaborative research.
The experimental approaches will include Chemicals (drugs, gene transfer, science and
technology,
etc.),
Biosciences
(immunology,
immunotherapy,
cell
therapy,
biotechnology, bioengineering, biosensors, biochemistry, etc.) in view of applications for clinical
use. Thus, it is intended that the Programs will contribute to human quality of life by health
improvement.
Each Project should include:
- activities aimed at improving the understanding of molecular and cellular mechanisms of cancer;
- activities that aim at developing new bioscience based technologies and tools (biological,
biomedical research and chemical processes that can be utilized in the design of medicines,
devices etc. for health recovery, health protection and enhancement of life quality in the case of
cancer pathologies), and
- activities aimed at developing networking and synergies resulting from exchanges of studies,
methods and human resources in particular (students, post-doctoral fellows and/or researchers).
Each Project shall inter alia :
- contribute substantially to scientific progress in the respective field and must be original and
innovative;
- apply state-of-the-art methods and advanced technologies;
- be tackled in an interdisciplinary approach involving scientists with different backgrounds in
basic research or applied research related to cancer research;
- involve a mix of experienced and young scientists.
For each Project, a formal contract (a “Project Agreement”) involving the relevant French
Participating Institution(s) and the Polish Participating Institution(s) shall be drawn for each
Project. It shall comprise no less than the provisions set up in sections 8, 9, 10 and 11 of the
MoU.
For the Polish Participating Institutions to be funded, MSHE’s regulations for financing of
international projects, under the Act of 8th October 2004 on the Principles of Financing Science
will be applied. For the French Participating Institutions to be funded, CNRS and INCa funding
guidelines must be complied with.
For bilateral co-operation, teams composed of scientists from the Polish and French Participating
Institutions should be established. The teams may be supervised by experienced researchers, but
special stress shall be put upon the participation of young scientists as well as on cross-stays of
researchers between Polish and French Institutions participating in the Projects.
The evaluation of the applications shall be executed jointly by the Joint Selection Panel, assisted
by external international experts, if needed. The decisions of the Joint Selection Panel will be
validated by the Funding Institutions.
The Parties intend to fund up to 3 Projects in the framework of the MoU. Funding will be
provided for a period of maximum three years.
Level of total contributions from the Parties is set as follows:

for Poland, MSHE : up to 300 000 EUR for the duration of the Programme (100 000
EUR per year for projects lasting up to 3 years);
 for France: up to 600 000 EUR for the duration of the Programme (200 000 EUR per
year for projects lasting up to 3 years) :
INCa : 100 000 EUR per year, up to 3 years’ projects
CNRS : 100 000 EUR per year, up to 3 years’ projects
Depending on the financial requirement of each Project an annual amount from 30 000 to 100
000 Euro may be granted by the French Funding Institutions to the French Participating
Institutions. Only CNRS research units are eligible for the CNRS funding.
Funding may be awarded to cover the following types of expenditure: non permanent staff
(excluded from CNRS funding), consumables, travel and equipment.
Joint Polish-French proposals are to be submitted in English simultaneously to the following
entities:
 in Poland : Departament Współpracy Międzynarodowej, Ministerstwo Nauki

in France : CNRS, Life Sciences Department, 3, rue Michel-Ange, 75794 Paris Cedex 16,

The applications should also include a summary of up to 2.000 characters written in Polish while
submitted in Poland and in French while submitted in France.
The calendar of the call for proposals is proposed as follows:

the call for proposals’ opening – 9 June 2008 ;

deadline for submitting full joint applications – 31 July 2008 ;

final selection of Projects – 15 September 2008;

beginning of funding of selected Projects – October 2008.
