Job Purpose

The Project Manager/Systems Analyst plays a key role in assessing, documenting and managing information system requirements and reporting databases across the campus to support ongoing project management and institutional reporting activities of the Office of Institutional

Planning and Analysis (OIPA).

Key Activities

Ad Hoc Data Requests;

1.

Extract appropriate data to support analysis, planning and decision making.

Project Management;

1.

Manage project initiation by developing a Preliminary Statement of Work (Business

Case) with Stakeholder input.

2.

Manage project planning with Stakeholders, the Project Management Team and the

Project Team which could include the following; Human Resource Plan, Communication

Plan, Quality Plan, Project Cost Plan, Scope Statement and Risk Management Plan.

3.

Manage Project Team members during project execution to ensure that the team members are on track and on target to meet deadlines.

4.

Monitor the release of deliverables to ensure compliance with the Scope Statement.

5.

Manage the closing of the project with Stakeholders, the Project Management Team and the Project Team.

Database Administration;

1.

Responsible for the design, implementation and maintenance of the OIPA MS-SQL server.

2.

Collaborate with colleagues across offices to facilitate the resolution of data issues and analyze potential impact on institutional reporting.

3.

Manage the office’s data dictionaries, data extraction/manipulation and diagnosing and resolving data integrity issues.

Business Intelligence;

1.

Responsible for evaluating and enhancing end-user reporting by building report templates and dashboards.

Committee Member;

1.

Member of the Core Data Stewards Group, Action Planning sub-committee, the Data

Elements sub-committee and the USER (Government reporting) Group.

Documentation;

1.

Responsible for creating and maintaining procedures and T-SQL scripts.

Analytical Reasoning

There are a number of data requests that require historical information from the student information system. The Project Manage/Systems Analyst is responsible for determining the appropriate method to extract the data and store it at intervals for historical purposes. The data is often required within short time frames and needs to be provided in a format that is user friendly and easily accessible.

Example: Application data is extracted at weekly intervals to allow senior management to track progress in recruiting students. The Application data must be extracted from the institution’s report server (ODS), transformed into meaningful information and loaded into the OIPA SQL server. The procedure includes determining correct table fields to be extracted, creating TSQL scripts to load and transform the data, creating Integration Services packages to run the scripts, building report models for the end user and creating jobs to run the packages on specific intervals.

Decision Making

The Project Manager/Systems Analyst is responsible for deciding how to best extract, transform and load data.

Example: The Project Manager/Systems Analyst determines the methodology for importing

Application data from the student information system into the SQL server with minimum impact on system and human resources.

Impact

OIPA provides administration and faculty with reports containing data and analysis to facilitate planning, policy formation and decision making. The Project Manager/Systems Analyst is responsible for extracting the majority of the data in the reports from a number of data repositories. The data is often confidential and due to the number of data repositories, much of the data must be funnelled into one dataset.

Example: The Project Manager/Systems Analyst provides application and accept data to senior management in order to track progress towards enrolment targets. Additional resources could be allocated towards specific activities based on analysis from the data provided.

Education Required

Honours University Degree (4 years) in a related discipline - Computer Science, Business, etc.

Project Management Institute (PMI) Certification.

A Microsoft Certified Technology Specialist (MCTS) or Microsoft Certified IT Professional (MCITP) designation in MS SQL 2005.

Experience Required

1.

Minimum 5 years of project management experience.

2.

Minimum 3 years of student information systems experience in a post-secondary environment (preferably Datatel).

3.

Minimum 3 years of Microsoft SQL 2005 Server, Integration Services and Reporting

Services experience.

4.

Analytical problem solving ability with a thorough understanding of relational database design and function.

5.

Demonstrated ability to use a variety of thinking skills to anticipate and solve problems.

6.

Ability to influence and motivate others to adopt a course of action.

7.

Communicates clearly, concisely and correctly in the written, spoken and visual form that fulfills the purpose and meets the needs of the audience.

8.

Ability to work as part of a team and to foster good working relationships with internal and external stakeholders.

9.

Ability to work independently with minimal supervision.

10.

Experience with managing multiple tasks within a rapidly changing environment; demonstrated ability to manage the use of time and other resources to complete projects.

Demonstrated ability to locate, select, organize and document information using appropriate technology and information systems.

12.

Advanced knowledge of the Microsoft Office suite of products.

The Project Manager/Systems Analyst is responsible for overseeing the Project Team’s work to ensure that deadlines are met and that the work is completed correctly. The Project Team is presently comprised of 6 individuals.

Communication

Internal:

Regular contact with colleagues in the Office of Institutional Planning and Analysis as

 well as IT Staff.

Regular contact with Registrar’s Office, Financial Services, IS, Graduate Studies, Financial

Aid, IT and other units for project related work.

Contact with external agencies for reporting requirements (Ministry of Training,

Colleges and Universities) and for project related issues (Datatel, 3 rd Party Vendors).
