Dear Mr. Huis,
I hereby inform you that the Netherlands allows an exemption for products in column “k” of
Chapter 17 of the IBC code which includes a “T” for a specific product for which no suitable
vapour detection equipment is available on the market.
In the IBC Code it is recognised that for some of the “T” products in Chapter 17 suitable gas
detection equipment does not exist. For this situation item 13.2.3 of the IBC Code gives an
alternative provision and procedures. This exemption is based o n item 13.2.3 of the IBC Code.
This exemption is only valid when there is compliance with 14.2.4 when a ship has a cargo
pump-room and with 16.4.2.2 of the IBC Code.
In the exemption should be included “The responsibility to have appropriate measuring
equipment on board lies with the master of the vessel. When “test tubes” will become available
on the market, the exemption is no longer valid. Owners will need to check this before booking
and loading a “T” product”.
