Department of Animal Husbandry, Uttar Pradesh, Lucknow.
4 (1) (b-i)
The particulars of its organization, functions and duties;
Department of Animal Husbandry, Uttar Pradesh caters the basic Animal
Husbandry Services to the farmers of the State. The services viz. breeding,
feeding, disease control and improved animal management practices are rendered
to the livestock with the objectives of enhancing productivity of our livestock and
increment in the total production of milk, egg, wool and meat. A part from
productivity enhancement and food security, Department also helps in the
development of employment, general awareness and also generates self
employment for rural youths and poor.
Organization- Department have a vertical pyramidal structure with 2200
Veterinary Hospitals, 2575 Livestock Extension Centers and 268 'D' Class
Dispensaries at the gross root level. The basic Animal Husbandry services viz.
Disease Control including treatment and vaccination, improved breeding and
fodder development are rendered by these units at the village level. There are 10
livestock cum agriculture farms which helps in conservation and propagation of
indigenous livestock breeds, quality bull production and fodder production.
Simultaneously there is one sheep breeding farm and one farm exclusively mend
for Bhadawari buffalo production.
At the district level the Animal Husbandry infrastructure is headed by Chief
Veterinary Officer. There are 75 Chief Veterinary Officers who monitor the total
Animal Husbandry activities in the State and in the respective districts.
There are 18 regions in the State headed by Deputy Directors, Animal Husbandry
of region and who monitor the total Animal Husbandry activities in their respective
regions. For stream lining farm activities there is one Deputy Directors Farms who
monitors the farm activity in the department.
At the State HQs., Department is headed by Director, Animal Husbandry, Govt. of
Uttar Pradesh and supported by 3 Additional Directors and 5 Joint Directors in the
areas of Disease Control, Breeding, Fodder Development, Poultry Development,
Small Animals Development and Employment Generation.
Functions Development of all livestock including cattle, buffalo, sheep, goat, pig, pack
animals and poultry.
 Fodder Development activities including availability of quality fodder seeds to
the farmers and technical inputs for fodder development and nutritional
availability.
 Incorporation of improved breeding activities for cattle and buffalo with the
objectives of enhancement of milk production.
 Disease control activities viz. prophylaxis against livestock and poultry
diseases, treatment and diagnostic facilities including vaccine production.
 Distribution of quality chicks and improved piglets to the farmers.
 Establishment of Goat and Pig Rearing Units as employment generation
scheme.
 Employment generation through goat, pig and poultry units and deployment of
paravets as self employed youths.
 Training to the farmers for improved husbandry practices in the areas of goat,
pig and poultry rearing.
 Conservation and propagation of indigenous livestock breeds and production
quality bulls and fodder seeds through farm activity.
Duties Prophylaxis and treatment of animals.
 Disease diagnosis, containment and surveillance of Animal Diseases.
 To deal with Animal Disease emergencies and to minimize and mitigate the
effect of Natural Calamities on livestock and farmers.
 Improved breeding coverage through Artificial Insemination in Cattle and
Buffalo.
 Distribution of fodder seeds mini kits and technological inputs for fodder
production and increment in nutritional status of fodder.
 To help in establishment of goat, pig and poultry units as self employment
generating inputs.
 To act for welfare of animals and protection of animal rights.
4 (1) (b-ii) Powers and duties of its officers and employees;
Director- To monitor the overall animal husbandry development activities in the
State including the administration of the department and to maintain financial and
administrative discipline.
Additional Directors- To aid and assist the Director and to monitor the different
components including disease control, livestock development, departmental
planning including project implementation in all the components of animal
husbandry activities. Financial discipline and budgetary monitoring including
expenditures are taken Care of by Finance Controller.
Joint Directors- To aid and assist Director, Animal Husbandry for monitoring and
implementation of different components of animal husbandry activities including
breeding, feeding, disease control and employment generation through
establishment of different livestock units viz. goat, pig and poultry units. Director
is also assisted by one Administrative Officer of Provincial Civil Services Cadre as
Joint Director (Administration).
Deputy Directors- To monitor the animal husbandry activities in every region of
the State including administration of the department at regional level. Deputy
Director Farms monitors and administer the farm activity components in the State.
Chief Veterinary Officers- To monitor and administer animal husbandry
activities in each district of the State.
Veterinary Officers- To monitor and implement animal husbandry activities
including treatment, vaccination, castration, artificial insemination and fodder
development through veterinary hospitals. To help in control of animal disease
emergencies and to mitigate and minimize the effects of disasters and natural
calamities.
Livestock Extension Officers- These are the basic level workers who are deputed
at livestock extension centers (Stockman Centers) and D Class dispensaries. They
help in extension and publicity of improved animal husbandry activities at village
level and also impart minor veterinary services including vaccination and fodder
development.
Other supporting staff- Pharmacists are there to aid dispensing of drugs and
hospital management at every veterinary hospital. Also clerical grade staff and
other staff are deputed at different level in order to help in monitoring and
administering departmental activities.

Practices base upon financial rules and regulations including Govt. orders
4(1) (b-vii) the particulars of any arrangement that exist for consultation with, or
representation by the member of the public in relation to formulation of its
policies or implementation thereof;
 Department have and exclusive committee for formulation of improved breeding
policies in the state. A committee has already been formed called State Livestock
Breeding Advisory Committee (SLBAC) for formulation and implementation of
improved breeding coverage. Two members of the public viz. two progressive
farmers/livestock breeders are the member of the committee. The committee
analysis and accordingly helps in formulation of need based breeding policy for the
state.
Also under the U.P. Livestock Development Board there are District District
Magistrate has also been constituted. Two persons from the public are the members
of the committee. This committee meets every six months and proceedings are
made.
4(1) (b-viii) A statement of the Boards, councils, committees and other bodies consisting of
two or more persons constituted as its part or for the purpose of its advice,
and as to whether meetings of those boards, councils, committees and other
bodies or open to the public or the minutes of the such meetings or accessible
for public;
The above committee on livestock breeding on state level and district level
meets every six months and proceedings are made. Proceedings help in
formulation of breeding plans and policies as per need. However, proceedings are
not circulated to the public though the implementation percolates to the common
public.

of execution of Subsidy - program including the amounts
allocated the detail of beneficiary of Such program
Under Self Employment, the assistance is being provided to schedule cast beneficiaries through
Ambedkar Vishesh Rojgar Yojna. Goat units, pig units and poultry units are established with the financial
assistance provided by Gram Vikas Vibhag. This is alone assistance based scheme financed by Nationalized
Banks. The project cost, subsidy ratio and beneficiaries share is as mentioned below Under this scheme Goat units are established with the total project cost of 22000 with the subsidy
component of 25% for general categories with the maximum of Rs. 7500/- while for schedule casts the subsidy
component is 33.3% of the project cost with the maximum of Rs. 10000/- per unit. Simultaneously the same
subsidy structure is also mend for establishment of Pig units with the project cost of Rs. 40000/- per unit and
Rs. 46500/- for poultry units. The subsidy to general category is 25% with the maximum of Rs. 7500/- per unit
and 33.3% for schedule cast with the maximum of Rs. 10000/- subsidy per units. The Department of Animal
Husbandry collaborates with the Gram Vikas Vibhag while financial assistance and monitoring of establishment
of these units is under the mandate of Gram Vikas Vibhag.

Under Departmental Scheme subsidy grant are being given for Integrated Goat Development, Pig
Development Scheme and Backyard Poultry Units. The scheme is mend for Integrated Goat and Pig
Development and establishment of Backyard Poultry Units by Self Help Groups /Registered Societies. The
grant of R.s 1.0 lac is given to each S.H.G/Registered Society as one time assistance and simultaneously the
funds will revolve as generation of self sufficiency to SHG's/Societies.

The scheme of goat development is functioning in 15 Districts viz. Sitapur, Hardoi, Kheri, Raibareilly,
Unnao, Bahraich, Gonda, Barabanki, Faizabad, Kannauj, Fatehpur, Pratapgarh, Aligarh, Badaun,
Azamgarh. Rs. 75.00 lac grant is being given to 75 groups / Societies of SC categories under assistance
from Samaj Kalyan Vibhag .
2.
The scheme of pig development is functioning in 8 districts viz. Aligarh, Lalitpur, Unnao, Sitapur,
Morodabad, Varanasi, Fatehpur and Barabanki. Rs 40.00 lac is being disbursed to 40 groups societies of
SC categories under assistance from Samaj Kalyan Vibhag .

In backyard poultry scheme R.s. 78.40 lac have been sanctioned as grant for the year 2005-06 for 25
district to 160 beneficiaries of each district .
4. (1) (b) (xiii) Particulars of recipient of concession, permit or authorization granted by
Department .
Permit
1.
The livestock transportation for export of Livestock to other State is given by concerned
District Magistrate on the recommendation of District Chief Veterinary officer.
2.
The permit for slaughter of animals for meat production is given for buffalo, goat, pig,
and poultry given by concerned V.O. in his jurisdiction.
