Description
Currently, the DIP API manager ignores certain PVSS invalid bits state and publishes them
with GOOD quality in DIP.
We need to have the DIP publisher reflect the user bits that signal invalidity, marking the
publication as BAD, with a Quality String indicating that invalid user bits are active and their
significance (as far as possible).
We need to collect the "bad" invalid flag from the PVSS DPE, instead of only the "invalid" flag
as done currently ("bad" includes information about range invalidity for instance)
