Accreditations And Certifications Of The University Police
2013 Commission on Accreditation for Law Enforcement Agencies (CALEA) Recognition - The
CALEA Accreditation Process is a proven modern management model; once implemented, it presents
the Chief Executive Officer (CEO), on a continuing basis, with a blueprint that promotes the efficient
use of resources and improves service delivery—regardless of the size, geographic location, or
functional responsibilities of the agency. CALEA Recognition represents the satisfactory completion of
a continuous process of thorough agency wide self-evaluation, concluded by an exacting outside
review by a team of independent assessors.
2007-2013 New York State Division of Criminal Justice Services (NYSDCJS) Accreditation – The
DCJS Accreditation Program is comprised of 133 standards and is divided into three categories.
Standards in the Administrative section have provisions for such topics as agency organization, fiscal
management, personnel practices, and records. Training standards encompass basic and in-service
instruction, as well as training for supervisors and specialized or technical assignments. Operations
standards deal with such critical and litigious topics as high-speed pursuits, roadblocks, patrol, and
unusual occurrences.
Federal Emergency Management Agency Incident Command System (ICS) – The Incident
Command System (ICS) is a standardized, on-scene, all-hazards incident management approach that:
Allows for the integration of facilities, equipment, personnel, procedures and communications operating
within a common organizational structure. Enables a coordinated response among various jurisdictions
and functional agencies, both public and private. Establishes common processes for planning and
managing resources. All University Police Officers have completed ICS level 100 and 200
certifications. All Police Lieutenants have completed at least ICS level 700 certification. University
Police Command Staff have completed level 800 certification.
State of New York DCJS Municipal Police Training Council (MPTC) – All University Police Officers
have completed the NYS Basic Police Academy which meets the criteria for certification established by
the MPTC. All University Police Lieutenants have completed the Course in Police Supervision which
meets the criteria for certification established by the MPTC.
NEW YORK STATE LAW ENFORCEMENT ACCREDITED AGENCY
Federal Bureau of Investigation National Academy (FBINA) – The FBI National Academy is a
professional course of study for U.S. and international law enforcement leaders that serves to improve
the administration of justice in police departments and agencies at home and abroad and to raise law
enforcement standards, knowledge, and cooperation worldwide. 5 members of the University Police
Command Staff (Chief, Assistant Chief and 3 Lieutenants) have completed the FBINA.
Federal Bureau of Investigation Law Enforcement Executive Development Association
(FBILEEDA) – The FBILEEDA Supervisor Leadership Institute is a cutting edge five day program built
especially for first-line supervisors and middle managers with the goal of enhancing leadership
competencies. 5 University Police Lieutenants have completed FBILEEDA.
Field Training Officer Course (FTO) – Fifteen members of the department (including Assistant Chief,
Lieutenants, Investigators and Officers) have completed the MPTC FTO course and are certified to
serve as Police Field Training Officers.
Instructor Development School (IDS) – Eighteen members of the department (including Assistant
Chief, Lieutenants, Investigators and Officers) have completed the MPTC IDS course and are certified
as basic topics instructors, and are utilized as instructors at the Erie County Police Academy as well as
in other numerous places. In addition Many Instructors have completed advanced subject instructor
certifications (including Firearms, Physical Training, and Defensive Tactics).
Association of Public Safety Communications Officials (APCO) – APCO training standards are
widely recognized as the national industry standard for basic telecommunicator training. The APCO
Public Safety Telecommunicator (PST1) course blends the knowledge and skill building information
needed for a basic telecommunicator with the most up-to-date information on the technology and
issues surrounding today's public safety communications center. All of the University Police Civilian
Dispatchers have completed APCO PST1 certification.
