Job Description 06/14 Senior Maintenance Engineer ERF 9 Level: GO9 Location Department Environment, Roads and Facilities Service Responsible to Flood Risk & Infrastructure Manager Staff (direct : indirect) Mochdre Offices Flood Risk & Infrastructure 3:0 Job Purpose To manage and monitor all projects and term contracts within the Flood Risk and Infrastructure Group, ensuring they are carried out within programme, budget and in accordance with current design standards and safety regulations. To arrange for coastal defences, watercourses, critical drainage infrastructure and all County Road structures to be inspected and maintained to minimise flood risk and ensure that their structural integrity is kept to a good and safe standard. Duties and Responsibilities - Job Specific The principal duties of the post are as follows: 1. Manage all Group projects, in accordance with the Council’s Project Management procedures, ensuring that all projects are completed within programme and budget. 2. Prepare reports, review the design for engineering works, produce contract documentation, engage in the tendering process and undertake contract administration in accordance with the Council’s Contract Standing Orders and Financial Regulations. 3. Organise and Chair project team meetings for Flood Risk & Infrastructure Group projects at regular intervals. 4. Manage, programme and monitor the work of the Flood Risk & Infrastructure Group and be responsible for checking the work of other members of the team. 5. Prepare final accounts and grant applications for Flood Risk & Infrastructure Group projects. 6. Prepare Business Cases and assist with the preparation of financial statements. 7. Organise and administer all Term Contracts and maintenance work for coastal, flood risk and County Road structures in accordance with current design standards. 8. Create and develop new procedures and systems to improve service delivery within the Flood Risk & Infrastructure Group. 9. Develop strategies for coastal defence (including maritime spillages) and land drainage functions of the Council and the provision of emergency arrangements. 10. Monitor team performance and quality of output. 11. Instruct, supervise and develop effective working procedures/ systems for the Response Unit relating to flood risk and coastal assets. 12. Provide members of the public and Elected Members with advice on flooding and drainage related matters. 14. Complete all necessary paperwork relating to timesheets. 15. Undertake the role of Flood Duty Officer. 16. Assist with the production of reports and respond to incoming correspondence. 17. Act as lead officer to ensure that all risk assessments, safe working procedures, method statements etc are in place for all office based and operational site activities relating to coastal, flood risk and County Road structures. 18. Provide advice and guidance to assist other members of the Flood Risk & Infrastructure Group to help deliver their projects within timescale and budget. 19. ERF 9 Requirements BTEC HNC/HND in Civil Engineering (or relevant qualification). AF/I Degree in Civil Engineering (or relevant qualification). AF/I The postholder will require extensive proven experience at a detailed engineering level as well as at a strategic level, over a number of years implementing coastal, drainage and highway structure maintenance solutions from small works to major multi-million pound projects. AF/I Chartered Engineer, or working towards becoming a Chartered through a professional institution. Knowledge & Skills How Identified I Extensive knowledge in the design and construction of Civil Engineering schemes. I/AF Good understanding and experience of contract procedure and site supervision. I/AF Comprehensive understanding of Health & Safety and CDM Regulations. I High level of intelligence, excelling at problem solving.
