Framework contract for the Instrument for Stability
EuropeAid/134757/C/SER/Multi
Remark: Expertise/Tasks listed under A. will apply to all lots of this framework
contract. Expertise listed under B. is only applicable in the Lot it refers to.
A. EXPERTISE COMMON TO ALL LOTS
Sector A1: Preparing needs assessments on predefined topics based on evaluation of the
operational environment.
Sector A2: Programme formulation.
Sector A3: Delivering direct and precisely targeted institutional support on national and
regional levels within the framework of the short-term projects.
Sector A4: Capacity building on national and agency levels based on international best
practices within the framework of the short-term projects.
Sector A5: Undertaking studies covering risk analysis, assessments, identification and
definition of needs, feasibility, analysis (not exhaustive list).
Sector A6: Enhancing the coordination between donors and beneficiaries
Sector A7: Identifying synergies with actions by other donors
Sector A8: Organising and facilitating workshops/seminars/conference/study visit
programmes with specialists gathered under consortia led by the EU MS (ensuring
experts' security is a key aspect). Services should also include flights booking,
assistance for visa, hotel booking, local transfers, conference facilities booking,
arrangements for interpretation services, secretarial support etc.); close
coordination with the EC Delegations concerned is of key importance.
B. TECHNICAL DESCRIPTION
Lot 1 Risk Mitigation
Sector B1.1.: Prevention of CBRN illicit trafficking and deceptive financial practices
Heading B1.1.1. illicit financing of proliferation activities;
Heading B1.1.2. strengthening the capacity of relevant authorities involved in combating
illicit trafficking and illicit financing;
Heading B1.1.3. illicit trafficking of CBRN materials, including in high seas;
Heading B1.1.4. export control of dual-use items.

Sector B1.2: Support for bio-safety and bio-security
Heading B1.2.1. assessment of safety and security aspects related to the infrastructure
design, operations and management of bio labs;
Heading B1.2.2. coordination and exchange of technical expertise with key international
organizations (WHO, Interpol etc).
Sector B1.3.: Redirection of former weapon scientists and engineers
Heading B1.3.1. study and identification of alternative redirection methodologies in
regions of interest.
Sector B1.4: Multilateral Nuclear Assurances
Heading B1.4.1. support for information and awareness on MNA purposes and
implementation.
Lot 2 Organised Crime
Sector B2.1. Illicit Trafficking/Organized Crime; Drugs, Arms and Trafficking in
Human Beings
Heading B2.1.1. illicit trafficking and effective control of illegal trade with particular
regard on drugs and drugs precursors;
Heading B2.1.2. illicit trafficking and effective control of illegal trade with particular
regard on firearms and explosive materials, small arms and light
weapons SALW);
Heading B2.1.3. illicit trafficking and organized crime with particular regard to
trafficking in human beings.
The expertise included in this Lot may also include (not exhaustively) money laundering,
integrated border control, information and intelligence cooperation and exchange, applied IT
and communication systems, land, sea and air-based anti-trafficking, relevant legal
international frameworks, falsified medicine; cybercrime.
Lot 3 Critical Infrastructure and Counter-Terrorism
Sector B3.1. Critical Infrastructure
Heading B3.1.1. support for measures to address threats to international transport,
energy operations and critical infrastructure, including passenger and
freight traffic and energy distribution, with particular regard on
maritime security and safety, piracy, cyber security, law enforcement,
Climate Change.

Sector B3.2. Counter-Terrorism
Heading B3.2.1. strengthening the capacity of law enforcement, judicial and civil
authorities involved in the fight against terrorism.
The expertise included in this Lot may also include (not exhaustively) terrorism financing,
radicalisation, terrorism prevention, relevant legal international framework, links with
organised crime, applied IT and communication systems, Civil Aviation.
The expertise included in this Lot may also include (not exhaustively) anti-piracy, maritime
surveillance and communication systems, linkages with organised crime and illicit trafficking,
law enforcement and relevant legal international frameworks.
