Call to Order – The meeting was called to order at 7:00 a.m.

Introduction of Guests – Richard Perry works for State Engineers’ Office, Nevada Division
of Water Resources. Prior to that he worked in the mining industry. Robin Bartlett is the
public relations coordinator for Robinson mine. She has also worked as a small business
counselor for the Rural Nevada Development Corporation.

Approval of Minutes – The minutes of the last GBC Advisory Board meeting on September
22, 2011 were approved with no changes.

Advisory Board Members’ Report
 Pamela Smith reported on Newmont activities at Lone Canyon. Drilling is still going
strong. Permits will take about three years. The mine should be in full production by
2017. There will be approximately 500-700 temporary construction people needed to
build the mine. When the mine is in full production there will be 300-500 full time
employees. The lifespan of the mine is expected to be 10-15 years. Most of the
mine employees will live in Wendover and Wells, but they will pull some people from
Elko/Spring Creek. Newmont is conducting a social impact assessment. The will be
soliciting input from public officials, educators and community members. Pamela
requested the contact information for the GBC coordinators in Wells and Wendover.

So far Pamela said that her impression is that people want to see more of a GBC
presence over there. Pamela reported that the Newmont has finished the
fundraising campaign for their Legacy fund. The employees donated $917,000.
With the Newmont match over $1.8 million will go back to local non-profits to benefit
the local area.
Don Miller reported that in talking with Lynn about the format of the meeting they
decided to change the format. Since GBC is already providing the written reports it
was decided that GBC needs to hear more from the advisory board members. We
also need to leave more time for questions and discussion at the end of meetings.
The new format should work better.
Matt McCarty reported on the lodging industry. We are entering into the slower
period. There will be a bump in January/February because of Cowboy Poetry. It has
been a good year for lodging in Elko because of pipeline project. Expectations for
lodging for 2012 are anticipated to be the same as this year. It is difficult to find a
room in Elko on Tuesday and Wednesday nights. Weekend traffic is down a little.
Matt reported on the Chamber of Commerce event: “Shop Local Saturday” that is
encouraging everyone to shop locally on Saturday, November 26th. December 15 is
the Elko Chamber Christmas party. The Snowflake Festival and Parade of Lights
are on December 10. January 13, 2012 is the installation of new officers for the
Chamber. There are seven new board members elected in October.
Jeff Zander, Elko County School District Superintendent, reported that the dual credit
program in English and History in Elko County has been a very successful program
for the past twenty-five years. He has been meeting with Mike McFarlane on a
college readiness partnership. They have been talking about readiness,
expectations and dealing with the national trend to make kids ready for college.
There is a push to for the Elko to become an ACT testing high school. It would give
us the ability to test students in their junior year. There is an expense that comes
with it. The long term goal is to do away with proficiency exams. The ACT tests are
more rigorous than the proficiency exams. Mike McFarlane added that GBC has
been working with all the school districts in our service area to offer the Accuplacer
tests to all juniors at our cost. Effort is across the whole service area to get students
ready for college. Jeff reported the school district has met with people from
Newmont on their social impact assessment. The district will be building another
school over in Wendover and expanding the high school. They want to put a culinary
a culinary arts program at the high school in Wendover. With Long Canyon going in
there may be a need for a diesel or welding program.
Dave Roden said that he has been working on a community capacity vision for
Winnemucca. They are taking sophomores and make them go through a course to
project ahead what they want to do. If the students are interested in diesel or nursing
or education then (with help from the mines) they are taken to visit the college (GBC,
TMCC, or CSN). It is on these visits that they can see where they need more
emphasis on a particular area of study. The program is getting a Vista volunteer. He
can have the Vista volunteer sit in the lobby of the US Bank in Winnemucca and
hand out the GBC information. Dave also reported that Winnemucca lodging
industry did well with because of the pipeline employees. Housing is tight. The
senior center is adding 30 more rooms and 60 more after that.
Wes Bowlen reported visiting with the mayor and city planning people. The planning
commission says they have infrastructure to add 1000 to 1200 more people with no
expense. Wells has space to grow. Wells will be looking to GBC for additional
classes and training. There is a new city hall over in Wells. There might be some

space in the new city hall for GBC to utilize. Newmont did a very good presentation
on the mine potential and ore body on Tuesday night. They are extremely
enthusiastic.
Robin Bartlett reported that her company, QuadraFNX is exploring new deposits.
They currently have around 620 employees. Housing is also an issue in Ely.
Robinson Nevada Mining Company has brought in housing for some employees.
They are working with the county and state economic development authorities. Hotel
rooms are full too with all the contract workers. With the changeover to Quadra,
Robinson mine is also working on social and environmental impacts. The Chamber
of Commerce is working with tourism and recreation to bring people in. The
Chamber is hosting a lot of great events downtown with an artisan show starting on
November 25. There will also be a holiday fashion show, a Christmas bizarre and
parade. There will be a career fair at the high school in January. The goal is to
show kids there is opportunity in mining besides driving a truck.
Al Parker reported the Chamber elected four new directors on a board of seven.
Important thing on everyone’s mind is facilities in Pahrump. There is a very good
opportunity to move from the current site to a local elementary school that is no
longer being used. The move would be temporary until a permanent site could be
built at the BLM location. Mike said we have an appraiser lined up and an
agreement will be finalized soon. Mike and John Rice will be meeting with the BLM
on November 29. Lynn is looking forward to coming to Pahrump at the end of the
month.
Gene Wambolt said in addition to Dave Roden’s reported that Hycroft had $750
million in capital equipment. The Humboldt General Hospital will be doing a $20
million expansion. Amtrac is building a new train station in town. Housing is very
difficult to come by and very expensive. Winnemucca will need a lot of help from
GBC.

President’s Report – Lynn Mahlberg reported on her trip to Winnemucca. She met with
the mayor, Dave Roden, and the superintendent. The ACT testing will be a resolution at
the next Board of Regents’ meeting on college readiness. Lynn also had meetings in Ely.
She met with faculty staff and students. She also met with the superintendent. Lynn will
be making the rounds to Pahrump, Battle Mountain, Wells, and Wendover. She wants to
hear the good and bad. Lynn talked about the presidential search advisory committee
being formed. The first meeting will be November 21. Other items mentioned:
 Our campus café will be closing in December. Sonja is preparing for the bids to go
out. Please encourage anybody you know to think about putting in a bid.
 Board of Regents’ meeting in two weeks. Mission statement revision will be
approved. Admissions policy statewide – 16 year of age has been removed.
Qualified high school grad or its equivalent for degree or certificate seeking. We do
have alternative criteria. There will still be access. Talked about resolution on ACT
tests. Student fee increases – some of the deposits on housing will be increasing.
Foundation reports and the SGA finances will be reviewed.
 Implemented the “GBC Spotlight” in preparation of a new president coming in. Each
week will have a spotlight on what is happening in different areas.

Enrollment cancellation process is done on October 12. Official count goes in on
October 15. We have a lot of late starting classes is why. That’s also the mid
semester count, too. Lynn said this semester is even more cumbersome with the
new PeopleSoft because of the bugs to work out.
140 students dropped - is that on par with last year? Normally we lose about 20
FTE. This time we dropped more than in the past. It might be because we did not
know what the exact fee would be at the beginning of the semester. Our drop rate is
not as bad when compared statewide. We dropped less than across the state. We
did not hit the double digits. We had 12% fewer students and statewide it was 8%
fewer students.
Fraud rings. One from Mississippi applying for student aid online. There were a
triangle of cities were students were taking classes using same email. An obvious
“flag” came up when a 59 year old man enrolled in a Nevada Driver’s Ed class and
called wanting to know where his financial aid check was. When they default on the
student loans it negatively affects our default rating. Another fraud ring: an alert
employee noticed that a group from Las Vegas was using the same fax machine
number to send in documents. They were enrolling in the same classes and
applying for financial aid online.

 Board Vacancy – Ely nomination (Robin Bartlett) and Elko nomination (Richard Perry)
were presented by the nomination committee. The board elected Robin Bartlett and
Richard Perry to the board. Their terms will be three years.

ACADEMIC AFFAIRS
 The accreditation steering committee continues to make progress. Currently, the committee is
working on revising the Year 1 report (Standard 1), writing Year 3 (Standard 2) & 5 (Standards 3
& 4) reports, and making revisions to the GBC mission statement, institutional core themes,
values, and objectives.
 The revised mission statement has been approved by Faculty Senate and President’s Council.
The next step in the process is for the Board of Regents to approve the item. The item will be
presented at the December meeting. The revised mission statement is as follows:
Great Basin College enriches people’s lives by providing student-centered, postsecondary education to rural Nevada. Educational, cultural, and related economic needs
of the multicounty service area are met through programs of university transfer, applied
science and technology, business and industry partnerships, developmental education,
community service, and student support services in conjunction with certificates and
associate and select baccalaureate degrees.
 The nursing department underwent an accreditation visit from NLNAC for the Associate degree
RN and the BSN. The programs were approved for accreditation for another eight years. There
were some recommendations that the department must follow-up on.
 Discussions have been held regarding the Nye County BLM property, Mount Charleston
Elementary School in Pahrump, and the conveyance of Pershing County to the GBC service
area.
 Recruitments for several faculty positions are in progress. Positions being recruited for are:

4. Computer and Networking Instructor
5. Economics/Finance Instructor
6. Diesel Technology Instructor
7. Academic Success Center Director
 The Continuing Education Department is sponsoring several travel opportunities, they are:
1. A journey to Greece and Turkey with Cynthia Delaney will take place June 11 through
June 23, 2012.
2. Discover Brazil and Argentina with Anita Franzoia November 2 through November 12,
2012.
3. Explore India with Cynthia Delaney in January of 2013.

 The second annual Father and Daughter Ball is scheduled to take place on November 18 at the
Red Lion. The event is a semi-formal event and will be filled with dancing, refreshments, and
prizes. The event is very popular with the community and is expected to sale out.
 Bold Blossoms: Photographs and Paintings by Trish Reynolds and Marti Bein are on display at
the Leonard Center for Student Life from October 17 through November 17, 2011. There will be
an artist reception on November 17 from 5-7 p.m.
 The Great Basin College Little Theatre is presenting the “The Good Doctor” by Neil Simon.

Ely Center – Mary Swetich, Center Director
Ely Center has begun advising students for spring and getting registration underway while also finishing
up preparations for the end of fall semester. Faculty will be submitting grades through the new
PeopleSoft program for the first time so we will be working closely with them as well. The Ely SGA is
always looking for ways to keep students involved at the Center, and they held their annual pumpkin
decorating contest in October--it gets more competitively fun! We will be administering math and
English placement tests to high school seniors next week. We invite them to the campus to contribute
to the "feel" of college and also to help them keep focused on the importance of the testing as it relates
to higher education.
Winnemucca Center – Lisa Campbell, Center Director
Registration for spring has begun and our academic advisor Heather McCoy has been busy advising
students in preparation for the spring semester. Center staff and SGA senators assisted with the local
College and Career fair as well as presentations at Lowry High School promoting the MTC scholarship
program.
President Lynn Mahlberg made a well-received visit to Winnemucca last week. She met with the HCSD
Superintendent and Assistant Superintendent, City Council, as well as with faculty, staff and students.
The meet and greet opportunities were greatly appreciated.
The Winnemucca Center will soon have an AmeriCorps Vista Volunteer on staff. Shari Hansen will
begin her year of service on campus next week and will focus upon community outreach and college
awareness activies in our community. Shari is a GBC graduate and is excited to begin her service. The
Vista program is sometimes compared to the domestic ‘Peace Corps’ furthering opportunities in local
communities.
SGA is sponsoring a Holiday Food Drive on campus. They will be collecting non-perishable, canned
food items to assist with local food bank programs. To motivate students they will include a raffle prize.
Pahrump Center – Diane Wrightman, Center Manager
The Pahrump Valley Center is gearing up for the end of the semester. We have a student appreciation
week planned the week of Dec. 6th and ending on Friday with the SGA Holiday Party. Tony Villalobos
has joined our team here and is helping with our Proctoring of Exams and window/phone traffic. We
are marketing new classes beginning in the Spring Semester at the Center of Emerging Technologies,
such as Recreational Vehicle Repair, Plumbing Installation, Private Pilot Ground School, etc…
Beginning of the month, V.P. McFarlane met with CCA and the Pahrump Valley High School Principal
to brainstorm ideas to initiate the CCA Scholarship focused on Criminal Justice.
The Tonopah Center is currently looking to recruit more from the high school, right now all of our
students at the center are single moms. Mineral Ridge reopened in Silver Peak so a lot of individuals
are working out there. The Solar Reserve project is in full swing, making Tonopah a pretty busy area at
the moment.

The Battle Mountain Center will be adding two adjunct instructors in the spring. Jayson Cutler will be
teaching Math 91 and 95. Kelly Douglas will be teaching Math 96. We have cleaned out the ESL
classroom to be used for the live Math classes since we do not currently have an ESL instructor.
The Battle Mountain High School Career Fair was held on November 9th. Adrianna Mendez and
Heather Steele came from Elko. The Battle Mountain Center Coordinator and SGA Senator also
attended. We had a lot of students stop by and receive information. Immediately following the Career
Fair, there was a spike in high school students coming in to take the Accuplacer test and requesting
Dual Enrollment information.
We are collaborating with the school district to come up with an approved list of classes to be offered
for dual credit for Lander County and to offer all of the high school juniors the Accuplacer test in the
spring.
Since spring semester registration opened up, the center has seen an increase in traffic. Prospective
and current students have been coming in for advisement and course information. Most students are
electing to register themselves online and seem to be doing so successfully. Many are using the
computers on campus to register.
On Thursday, November 17th, the AmeriCorps Coordinator from Winnemucca will be at the center to
meet with anyone interested in open volunteer positions or future service. She will be giving people
information on the benefits of service, including the educational stipend.
The Battle Mountain SGA Senator wrapped up the coat drive and began a teddy bear drive. A box full
of coats will be donated to a family resource center and the teddy bears will be donated to a domestic
violence program.
STUDENT SERVICES
Student Services overview – Lynn Mahlberg, Vice President for Student Services
The past two months have been very busy with the beginning of fall semester, conversion from the
previous student information system to PeopleSoft (with challenges associated with a new registration
system) and changes in federal regulations in financial aid and veterans’ benefits as well as a proposed
admissions change for the December Board of Regents’ meeting.
In the admissions proposed changes, all degree or certificate students would qualify by being a
graduate of a high school or equivalent, or a qualified international student. Secondary students would
be admitted as usual. And, each college “shall establish procedures and requirements for alternate
admission.” The Vice President for Student Services chaired an institutional committee to discuss
alternative criteria; then, the three chairs of the northern community colleges came together to discuss
common alternative criteria.
If degree students don’t meet the requirement of being a graduate of a high school or its equivalent,
they may provide evidence of test scores at the ability to benefit levels that demonstrate college
readiness or official college transcripts from a regionally accredited institution demonstrating successful
completion of 6 credits in English, math, or any general education course.

Non-degree students (contract training, community service/education, professional and personal
development) are admitted as usual. Non-degree students moving to degree students must meet the
above criteria.

When enrollment opened, the tuition and fees were unknown and students were taking fewer credits.
The Vice President for Student Services is serving as the Interim President beginning November 1.
During the interim, please continue to contact the Vice President for Student Services Office (VPSS)
with questions or concerns. An acting VPSS or Administrative Officer will be appointed depending on
area of expertise required.
Admissions & Records – Janice King, Registrar
The challenges of the implementation of PeopleSoft (PS) continue. There have been many firsts this
fall: first semester working 100% in PeopleSoft, first enrollment cancellation (purge) in PeopleSoft,
gradual go-live of the PS degree audits, etc. New policies and procedures are being developed to
respond to the new Board of Regents Policy admission policy.
With the eight-week medical leave of the Manager of Student Data, the Admissions & Records and SIS
Ops Offices are working more closely than ever. As a matter of fact, PeopleSoft has brought all
departments (Financial Aid, Student Financials, etc.) closer, as close contact is essential as staff learns
to navigate and trouble-shoot in the new system.
The biannual residency audit of 10% new in-state students is currently going on. Per Board of Regents
policy, audited students are required to provide documentation supporting their claim of in-state status.
Environmental Health, Safety, & Security – Pat Anderson, Director
There was a delay in the startup of the Carillon emergency notification system caused by the need to
run additional fiber optic to the Security Office, so there will be a backup location. The project is moving
forward again and should be completed in the next few weeks.
The Director has completed Defensive Driver training for the Security and Buildings & Grounds
departments on the Elko campus. This is now required for those persons driving State vehicles as a
primary part of their job duties. The Director will be scheduling the centers for IAV training in the near
future.
The Director participated in the City of Elko fire prevention safety picnic in the Elko City Park. The
crowds were great with lots of kids and their parents having fun while learning about how to make their
homes safer.
The department is busier than ever with routine calls and campus events.

* Married & Family Housing and Griswold Hall are full (with 6 on the wait list). We are 92% at Resident
Suites--we have had a few move out and two evictions:
One eviction for Hayze/Alcohol/homemade marijuana pipe
The other for dropping all classes.
* September Luau was very successful with 64 attending.
* October Talladega was very successful with 59 attending.
* November Turkey Shoot promises to be just as fun and lively.
* Students this semester are very outgoing - talkative.
They "get" the rules and are abiding by them.
* RA's are active and doing their job.
* The new HVAC system on top of Griswold is all hooked up and working.
* Frontier is working on a new type of internet accessibility for the apartments.
Enrollment Management & Services for Students with Disabilities – Julie Byrnes, Director




The Enrollment Cancellation process (formerly known as Purge) was evaluated and updated to
encompass the requirements of the new student information system (People Soft).
The Enrollment Cancellation process was successfully run for the Preliminary Enrollment Report
on October 12, 2011.
o 428 students were contacted via phone and encouraged to pay fees or enroll for the
payment plan and pay the due payments. 294 students that had taken out payment
plans, but had not paid the payments, were contacted and encouraged to pay delinquent
payments. A total of 722 students were contacted.
o 170 students’ enrollment records were individually reviewed by the Director of
Enrollment Management for eligibility to be protected from Enrollment Cancellation.
o Through combined efforts of Enrollment Management, Financial Aid, Admissions and
Records, and Financial Services, the final Enrollment Cancellation was brought down to
233 students.
o 233 individual emails were sent out to inform students of the cancellation of their
classes. Students were encouraged to reinstate classes and then make arrangements
to pay fees. Ninety-three of these students have been reinstated and are now reenrolled.
The Strategic Plans for Enrollment Management and Services for Students with Disabilities
were reviewed and updated. Over the past year, 4 objectives and 19 tasks were completed.
Several new objectives and tasks were added as the plans were updated.
The Annual GED meeting was held. All examiners (6) attended the meeting and received
information concerning the new format for Computer Based Testing (CBT) for the GED. This
change is expected to be implemented in 2012 through 2014.

The Advisors and Success Coach that were trained on the Early Alert system were assigned
and contacted 288 students that were identified by instructors, as needing intervention to be
successful in class.
Office of Student Financial Services – Scott Nielsen, Director
The staff in the financial aid office continues to be very busy awarding students, and meeting federal
regulations and requirements. Awards are on-going for students’ financial aid that filed their Free
Application for Federal Student Aid (FAFSA) after the semester started. In our review of the students'
files we have come across potential fraud rings from the Las Vegas area and Mississippi. We have
turned over their information to the Inspector General's Office. We also completed the Fiscal Operation
Report and Application to Participate (FISAP) report which was due to the Department of Education by
the end of September. We finished our net price calculator and got that installed on our web site by the
deadline of October 28th which was the federal requirement. We continue to work in conjunction with
the Institutional Research department to gather all the information required by the Gainful Employment
regulations which is requirement to be posted to National Student Loan Database (NSLDS) by midNovember.
Admission Advising and Career Center – Pat Collins, Director
The Advising and Career Center advised 196 students during this time. This was an 11% increase from
this time last year.
The Career Center’s Student Employment was down slightly from this time last year, but the placement
numbers are staying consistent. Sixteen students were placed during this two month period.
We are getting comfortable with the new degree audit report for People Soft. And all of our handouts
are currently up to date as of the first of November...state statistics, programs of study, and community
resource guides.

The Director of Safety and Security and the Director of Student Financial Services have assisted with

 The iNtegrate2 Steering Committee and Finance subcommittee had their first meetings.
 Participating in NSHE-wide committee on Formula Funding Study.
 Registration opened on November 2 for the Spring 2012 semester.
 Began preparation on 1098T documents.

 Prepared reporting information for the December 2011 Board of Regents meeting.
 Tony Villalobos, Student Account Specialist, resigned on 9/30/11. A search is currently
underway to refill this position.
Facilities/B&G – Mark Fraga
 Fall 2011 space utilization reports were reviewed, modified and submitted to System
Administration.
 Lundberg Hall – Foundation and structural repair project is approximately 40% complete and on
schedule. No change orders have been requested or issued to date.
 Griswold Hall – all exterior trim, fascia and soffits were repaired and repainted. UNR
Cooperative Extension wing vestibule flooring was replaced.
 Campus and housing boilers, heating systems, and furnaces were serviced and initialized;
evaporative make-up air cooling units and swamp coolers were winterized.
 All irrigation systems have been winterized.
 Campus and housing work orders: 153 received; 132 completed; 29 pending
Human Resources – Sonja Sibert
 Continue reviewing and updating policies and procedures.
 Recruiting for critical need classified and professional positions.
 Working on VETS100, IPEDS, and Affirmative Action Plan reporting.

Great Basin College Foundation
The Foundation staff performs the following duties on an ongoing basis:
o Regular processing of receipts to provide effective and timely donor stewardship
o Routine recording of receipts and disbursements, followed by prompt monthly reconciliations and
closings, demonstrating appropriate fiduciary responsibility
o Support for Board of Trustees and committee meetings including logistics, compliance with Nevada
Open Meeting law, and trustee correspondence (agenda, minutes, and supporting documentation)
o Staff focus on opportunities for continuous improvement in policies and procedures to enhance
fiduciary responsibility and donor stewardship
In addition to the regular work of the Foundation, the Fourth Quarter 2011 included the following:
o Continued formal work with The Clements Group on Major Gift Campaign: VISION 2020
o Selection & Enlistment Committee has been formed
o Initial phases of Family and Board Division campaigns
o Regular meetings with Planned Giving Committee
o Significant progress with campaign materials
o Participated in Student Relations Committee scholarship re-awards for Spring, 2012
Highlights:
o Accepted some planned gifts and some grant monies
Computer Services
o Server migration completed. All iPrint printers have been updated and installed on all Elko
workstations.
o Configuration of new backup software underway.
o Two new virtual servers setup and configured for academic and faculty. All student data has been
moved to the new servers and part of the faculty and staff data.
o Novell File System Factory was updated and configured to automatically move new and existing
accounts. Migration of faculty and staff data underway.
o Identity Automation project nearly complete. “Punch list” issues currently being managed.

Continuing with updates of Zenworks Configuration Manager server.
Sent all warehoused used computers to salvage. Several older faculty and staff computers
replaced.
All computers in Battle Mountain, Ely, Pahrump and Winnemucca have been updated to Windows
7. Updating Windows 7 on staff computers on the Elko campus ongoing.
All lab and IAV computers on all campuses were updated with the latest OS updates and software
this summer.
Installed 36 new computers in Pahrump’s lab and 64 on the Elko Campus in 2 classrooms and the
library.
Replacing all older faculty and staff computers that are over 7 years old with the new ones
purchased in May.
Legacy MS SQL server replaced. Data transfer complete.
A new set of network switches programmed and installed.
GroupWise server was updated from version 7 to 8 and client software is being updated computers.
Transferring GroupWise Server to 2 new virtual servers. The new servers will replace the old and
failing hardware. Transfer also upgrades security of service. Upgrades will also allow reimplementation of GroupWise access from mobile devices.
Moving and upgrading the VCenter Management Server for VMware to a new physical box to
upgrade the hardware.
New security policies drafted in response to NSHE security audit.
Computer Services took in 921 work orders since quarter began.
814 have been completed
o Of those yet to complete, 14 await assignment, 56 are assigned to technician, 29 are
pending, and 6 are on hold.

CLASSIFIED COUNCIL
Great Basin College Classified Staff held their 12th annual Chili/Soup Cookoff on Thursday October 20,
2011. The chili/cookoff proceeds benefit the Tony Salvatierra scholarship. This scholarship is for any
GBC student with a 3.0 GPA and is enrolled in at least 6 credits. The committee: Tami Potter, Tammi
Cavendar, and Michelle Phay diligently worked to bring the event back to the Elko campus. There
were 11 soups and 11 chilies entered and many donations of cornbread, deserts and crackers.
We had a great turn out of staff, faculty, students and individuals from the community. The food was
great, as was the participation. Classified staff raised $275.00 after expenses, for the scholarship
fund. Classified Council looks forward to hosting the event again next year!!
