Besco International at the bank, for the benefit of the above-mentioned complainee for
an amount of Dirhams One Hundred Thousand (200,000) provided that the same is
presented on a specified date, which is 15.06.1996. (Copy attached)
3- On 15.10.1998, the complainee presented the cheque to the bank
and requested the value of the same. Upon perusal, it appeared that
there is a clear alteration on the due date specified on the cheque.
Therefore, the bank refused to pay the value of the cheque (Original
attached).
4- In addition to the above-mentioned, the issuer of the cheque, Besco International, did
not have a credit balance on the date when the cheque was presented, but was
indebted to the bank for an amount that exceeds the value of the cheque.
7- One of the persons, who signed the approval of the cheqe on behalf of the complainant
bank, left the service at the bank since 1996, and the other one left the said branch
since 1996 and has been transferred to the branch of the bank in Qatar since April 1997.
The book from which the cheques were drawn has been given in 1995.
The complainant bank sees that the act of the complainee in seeking taking over the
bank’s money in the said manner is considered a violation to Articles 216 and 399 read with
Article 34 of the punishment law.
Therefore, the matter requires taking the necessary procedures in pursuing the complainee
and anyone proved to be involved in approving such fraud manner.

NOTICE
I, Mr. Dayal residing at Flat No.19, Malkani Mahal, Self-Help Co-operative Housing Society, 261,
Dr. Annie Besant Road, Worli, Mumbai – 400 030, India, hereby serve upon you as follows:-
1) I say that in the litigation between Besco International and my firm, you were appointed
as Accountants by the court of law to conduct auditing of various accounts and other
documents and to arrive at conclusions about the amounts due between the litigants.
On the basis of final report submitted by you to the Hon’ble court at Dubai, an adverse
judgement was passed against us. During the period from February, 2002 to February,
2006 our family was in Australia due to which we were unable to concentrate on final
aspects of the report and we were unable to pursue the litigation. Upon our obtaining
legal assistance from experts in India as also some of the Non-Government
Organizations (NGO) who assist Indians having business overseas, serious irregularities
in your report were brought to your notice. Therefore this notice is being issued to you.
2) As you were court appointed accountants, you were required to act in fair and
transparent manner with all clear, due diligence expected from the officers of the court.
As the future of the litigation heavily depended on your findings, it was crucial for you to
exercise utmost care not only in receiving various documents and data but also in
properly analyzing the same.
3) Apart from receiving and analyzing data, you were required to exercise extraordinary
care in matters where you were duty bound to expose and bring on record the correct
factual position in the interest of justice.
4) However to our dismay and shock, it is clearly observed that you have conducted the
entire job in a casual and non-serious manner. Instead of going into the roots of the
problem, you have merely added and subtracted various figures and arrived at some
amount for the sake of coming to conclusion.
5) In the conclusion of your report, incorrect statement about non-availability of proper
accounts is found. By your own admission, the appellant company did not have proper
records, however, so far as the respondent was concerned, all records including audit
reports have been listed. In this situation how such a sweeping statement was falsely
included is a matter of doubt.
6) The onus of proof was with the appellant. Surprisingly the appellant did not co-operate
with you and in fact created hurdles. Your own conclusion states that the appellant
company was not even functional. In contrast to such assertion, our lawyer in Dubai
now informs that the appellant has suddenly become active after judgement and is
trying to enforce its rights. Such type of selective persuasion of a case is against the
basic rules of justice. If the appellant was not functioning and if he was non-cooperating
you ought to have arrived at conclusion adverse to the appellant. Instead of doing so,
you went on exercising simple mathematical addition and subtraction. In doing so, vital
information was contracted or conclusion was overlooked. For example, in the criminal
case, involving the very same parties with regard to the cheque of bank guarantee
wherein forgery was initially alleged, Mr. Raj Bernard made payment over and above
the figures which are reflected in your calculation chart. The fact of such payment also
appears in your report. However, no further investigation is made as to what was the
reason for making payment if Mr. Raj was disputing the debt. If he was claiming surplus
payment to us, he should have insisted for refund of this amount as well. It is clear that
he was disinterested in referring
to the transactions underlying the criminal
proceedings only and only because of his apprehensions that he would be opening a
pandora’s box. Thus the appellant was not merely dysfunctional, he was intentionally
suppressing a number of vital information from you and on this ground alone, you
should have recommended to the Hon’ble Court to dismiss the pleas of the appellant.
There was a letter on letter head of Besco International which is signed by Mr. Raj
wherein amounts received by him to the tune of DHM. 1.4 Mio. has been clearly
acknowledged. These payments received were in addition to the initial loan amount of
DHM. 4, 00,000/- For reasons best known to you, you ignored this letter which was
placed before you. This amount should have been added to the amount of DHM. 4,
00,000/-. Secondly, it was an admitted fact that the transaction between parties was an
interest bearing transaction. Nobody was doing charity to each other. Initial loan of
DHM. 4, 00,000/- was duly recorded in agreement and tie-up arrangement with the port
authorities was also duly documented. Subsequent payments were proved on the basis
of two documents viz. entries in the bank accounts showing transfer and the letter from
appellants acknowledging the amount. Once our case was proved on these two grounds,
and once the appellant failed to demolish these two grounds, there was no option for
you but to recognize this amount of Dirh.1.4 Mio. with interest.
7) We say that on this amount of DHM. 1.4 Mio., you must have added interest as per the
previous contractual rate. Thus for the plain reason that the fact about transactions
being interest bearing transaction was an admitted position. It is also admitted that the
appellants did not have proper accounts and the respondents had all along co-operated
by furnishing every possible piece of paper. The data of respondents in Australia was
very clear and this acted as corroborative evidence to the above inferences.
8) You may observe that we are not making any fresh submissions. We are merely drawing
your attention to the documents that were in your possession and that in fact find place
in your report much before the judgement of the Hon’ble Court. Unfortunately, your act
of arriving at patently wrong and incorrect conclusions resulted in misleading the court.
The court of law acts on the basis of documents and submissions made by the parties
which are appearing before the court. When you drew incorrect and wrong conclusions
for the reasons best known to you, the fault is not that of the court of law. The court
heavily relied upon your report. This was naturally because you were appointed as
Accountants by the court of law. The court of law places its trust in you and this made
you trustee for justice. However, we regret to place on record that you failed and
neglected to perform your duties. We suspect that the attitude on your part was not
that of complacence but of complicity and that you have colluded with the opposite
party in a well planned conspiracy to mislead the court of law. We have decided to
initiate proceedings against you in the matter. However, before things are escalated for
the worse, we desire that an effort should be made for amicable resolution. If you even
now assist us in the matter by approaching the court and inform the factual position to
the court with an application to reopen the matter, the justice that is denied to us can
be restored. As on date we face a number of penal actions thereby creating a number of
legal handicaps for us to represent the matter. However, please rest assures that we
would not allow the matter to rest and we are determined to wash off the stigma on our
character and creditworthiness. NGOs in India have assured us that on our behalf they
will knock the doors of judiciary in Dubai. They are ready to provide us necessary legal
assistance and even involve Ministry of Foreign Affairs of the Government of India. This
matter does not involve any single individual or firm. This is a matter of prestige of the
judiciary of UAE. As you have misbehaved in the capacity of officer of the court, the
reputation of the judiciary is itself at stake. The economy of UAE was built up by citizens
of number of countries who made their fortunes on the soil of UAE and who shall be
ever grateful for their prosperity. The best of the talent from the world and from
countries such as India flows to UAE with the fond hope and confidence that it is a safe
heaven. UAE is not only a tax-free country but is a country wherein the role of law
prevails. For that matter I have no hesitation in submitting that throughout my 2 ½
decades in Dubai, I have always found it fair, just and safe place. Unfortunately, I was
back stabbed at a time when I was out of Dubai on business mission to Australia. The
conspiracy was so heinous that I was even denied the avenues for reopening the case
which would have been available to me if I was in UAE. This is the sole reason which has
aggrieved me.
9) It is due to your misbehavior and deliberate omissions that I am placed in this situation.
Therefore I shall have to knock the doors of the top authorities of UAE including top
government authorities. Unfortunately, for any reasons such as communication gap, if I
am compelled to take up the matter with International Human Rights forums, it would
be most unfortunate day of my life. I have enjoyed the prosperity and peace in Dubai
and it would be very painful and troublesome for me that the dirty linen is washed in
public at the international forums. I would like to avoid such situation due to my
personal ties with UAE. Therefore please be fully aware that before things reach such an
impasse, I will explore every possibility to expose your misdeeds before the top
authorities of UAE and if necessary knock the doors of all authorities in India so that the
matter is taken up at the highest diplomatic level.
10) I am fully aware of the fact that considerable time has passed and probably my advisors
would take advantage of this fact to highlight on my part. In this connection, you may
note that I am capable of adducing sufficient evidence in my support to convince the
authorities that I was really helpless on account of number of situations beyond my
control. I do not find it proper to elaborate these factors through this letter. However,
apart from these factors which I would like to explain in due course, is the single factor
that I am basically trying to wash the stigma by incurring further costs itself would per se
convince anyone that my intentions are honest and bonafide. I have been pushed to the
wall and I have no option but to fight. However, yours is a reputed firm having
extraordinary business and image. If some junior level employee has erred and put your
firm in the present predicament, it is for you to act with a wiser counsel and try to
remedy the situation. I am not suggesting what you ought to do and what you ought not
to do. You have number of options including taking up reopening of the case or using
your good office for arriving at an amicable settlement acceptable to all parties. May be
as on date there is no legal binding on you to explore these options. However, if in your
own interest you resort to amicable resolution of the problem, you may be saved from
future trouble.
11) I would like to add here that once I initiate action against you, it would be irreversible.
Once the government authorities in India and UAE are ceased of the matter, my locus
will be weak. If these authorities find that your irregularities are not worth pardoned,
then I would hardly be in a position to assist you or to restore the loss to your prestige
and reputation which may be created during the course of these actions.
12) Therefore in your own interest you must act quickly. I am ready to co-operate with you
and I am also open for negotiations. I shall provide every documentary evidence and
assist you in every possible way. What is expected of you is positive gesture to come a
step forward and initiate a _____ to fix up the problem. You are free to contact me on
the abovementioned address / phone number / email address. You may even get in

1. Last but not the least- with the great support and enthusiasm instilled in me by the
Human Rights’ activists in Mumbai, I have made up my mind and decided to return to
Dubai. I am not scared about arrest or any other actions. After depositing the amount
and coming with clean hands, it would be definitely expected from the judiciary in Dubai
that I must be given a fair hearing. Now since I am out of Dubai and I am in my own
country in India, there is no reason for me to place my money in jeopardy. Usually,

the instructions and forwarded the funds to JP Morgan who had acted as
the intermeditary bank for ICICI Bank in India.The transfers from your

As the discussion on April 12,2010, I write down my employment background since 2006 , the
year I met Mr. Dayal Mansukhani in China.
1. October ,2006 ,I met Mr. Dayal Mansukhani in Shenzhen,China, I was salesman of the
Shenzhen winner electronics factory, Mr. Dayal Mansukhani was my client. Mr. Dayal
Mansukhani bought 600 kiosks which was designed as his request.
About the payment and condition: Total two times orders, Mr. Dayal Mansukhani paid the
order on time, the factory completed the order and sent the products to him on time.
2. May ,2007~ October,2007, I was hired by Mr. Dayal Mansukhani as general manager of
Shenzhen Free Ad Media electronic products Co. Ltd , which was registered by him in china.
About the payment and condition: My salary was 5000RMB per month and 5% company
profit share. He paid other Chinese staff salary through me on time. (He transferred the
money in his china bank account, gave me his bank debit card, I collected the money from
ATM and gave it to other Chinese staff). I transferred 20,000RMB from his china bank
account to my bank account for making my Indian visa, with his permission, then he allow
me take this same 20,000 RMB as my previous 4 months salary when I was in India. I
have given him all of the company expense payment receipt in India on February ,2008.
3. February, 2008~May, 2008, I was hired by Mr. Dayal Mansukhani as technician of Free Ad
Media Internet services in Dubai, I worked 1 month in India ,2 months in Dubai.
About the payment and condition: My salary was 10,000RMB monthly, I got my salary
before I left Dubai on May, 2008, from Ms. Pooja Mansukhani.
4. August, 2008~now, I was hired by Ms. Pooja Mansukhani as technician of Free Ad Media
Internet Services in Dubai.
About the payment and condition: as the internal deal which were made on August,2008, My
salary is 5000 with 500 incensement every year. Company held 1000 from my salary every
month for security. I have gotten monthly 4000dhs from August,2008 to August, 2009, and
monthly 4500 from September,2009 till March, 2010. Also gotten the payment for 45 days
vocation and return ticket. I have written the receipt to the company when I took the salary.
I trusted him and gave him money in advance so he returns back with what I require. We
also signed the agreement to let him go after 3 months as he wished for. But he did not
keep his side of the deal and also took the money for the container which I did not stop
him from. Now he has given me nothing in return for my money and wishes to flee without.
He has had his passport since day 1 and even went on vacation as he pleased. When he
returned, saying he has booked the container he gave me his container as a guarantee.
He has received all his payments on time and now it has become a legal issue. He cheated
me in China, and now is doing so in Dubai. He is trying to steal my idea and take it to
China while ruining me.
Mr. Guoyin from past 3yrs. has worked as a was my product’s supplier, as I am not good in
writing English.has writing My secretary I met him in china in 2006 when I ordered for product
manufacture. That time, I committed a a biggest mistake of paying full amount in advance
according to their agreement. And this advantage they took. I came to know about this, in china. I
knew they cheated me, by using cheap products, not the ones as invoiced, but because I dint
know anyone in china nor there was a Hindi speaking person easily available, in Shenzen. I could
not take any action. Even if I did my goods may get blocked, hence I used my brains and got
them delivered in Australia, in Jan. 2007 first container.
In Australia I faced a lot of technical problems for coin machines and LCD panels. Second
container I sent to Dubai. Similar problems we faced here. I suffered huge loss in Australia.
While I was in Australia my funds from Australian account, was illegally US $ 200K was
transferred to my Hong Kong account, in 28th March 2007. And through ATM money from Hong
Kong account within 2 to 3 days money was being withdrawn, while I was still in Australia.
I had opened bank accounts in China, Australia and Hong Kong.
19th April I reached Hong Kong and on 20th April in china. I came to know, that from 20th January.
2007 when I had left for Australia from china, the amounts in my Hong Kong and china accounts
had become empty.
I reported china and Hong Kong Police and forwarded complaints and stayed Until June 2007 in
china.
In this period of time zhang promised that with his help whatever goods we had in china we will
try to set-up business in china and market it, as per my project. Whatever defects I was facing
due to his partner (manufacturer) he will try to find solutions. I had no choice as I had invested a
wholesome amount. So I opened an office in china and opened separate account, with 8-10
employees too. I was waiting for the result from police for frauds that had happened, and while I
was in china the whole amount in Australian account, in Australia second time a fraud happened
and the entire money was gone.
After manufacturing this product in china, I kept getting involved in fraud issues and technical
issues of the product manufactured by Zhang and his partner. And in 6 months, even after having
a position of GM Zhang couldn’t do anything.
When in Australia and china I faced frauds, I finally thought to wind –up from everywhere and
send all the goods to Dubai.
The whole knowledge of this product Zhang had; its technicalities, its projected way of working.
He was a working partner of his Chinese manufacturer for my product and was earning Chinese
RMB 2k from his partner, monthly and on 25% profit.
Zhang, and I came to another deal, that he wishes to work on this project as he foresee a bright
future, and he will help me to eradicate the issues if time given, as he is a technical person, and
knows about the machines. So I engaged him once again with a hope of getting issues solved
and getting started with my business as projected, with zhang’s help. He came, for1 months to
India and even took some training for Linux prig. from my software programmer. And later he left
for Dubai, on mission visa I offered him to visit Dubai first time on mission visa to see and
understand the place and work, bore the cost of passport making and ticket etc. because he
computer technician and would solve technical problems.
We came to a deal that in this 3 yrs. of contract, he will find a technical solution for issues of coin
machines and lcd panels and make sure that whenever they are delivered, it would not face any
technical issues and would be delivered in faultless condition.
This deal was promised and we went on without any problems, he took care of issues and with
help of a Chinese software programmer from CA, USA which I had arranged for set Linux
programming, he was given training for my product's programming also.
Also took the money for the container which I did not stop him from. Now he has given me
nothing in return for my money and wishes to flee without. He has received all his payments on
time and now it has become a legal issue.

The world respects the UAE court awards that were given to me. That is why many other
courts called me to give their own award. These awards are worth billions of dollars
today. Because of these awards I embarked on a world tour that took me as far as USA,
UK, Canada, Australia and New Zealand. During said tour I received so many awards.
Afterwhich, I decided to come back to Dubai where it all started.
These cheques (awards) were as a result of the injustice system I am involved into right
now. I believe and respect Islam. Some respectable Muslims gave me some more awards.
I have blank cheques at the Dubai courts, some from the Queensland court in Australia.
They are open for any interested person to recover and donate to charity.
Before 1998 I had never been to any court but after those two awards, the law became a
weapon used by my enemies against me. May be if there was an International court in the
UAE at the time, that would have been different.
Mr.M D is victim of the attack 1998 from legal terrorism, he has realised that without the
legal assistance a person cannot live a single day in modern era.
Mr.M D works for 20 hours a day on his legal cases, there remains no time for his
business.
A legal eagle is born out of a business man.
It is ironic that Mahatma Gandhi who was a lawyer by profession became a social
political leader and advocate of peace and justice. Today a business man who uses to run
his business peacefully and legally has to shift his occupation and enter into legal services
provider.

Who gives bribe to ministers? Businessmen, without doubt - Contractors,
builders, product manufacturers, etc. They make products or give services
which are inferior in quality, and make money on that. With this they
bribe the ministers. This results in a complete loss to the government and
to the people.

Media is afraid of powerful people and cannot write anything bad about

Iranians in the UAE account for 8% of the country's population and have invested over $300
billion dollars into the country. However, a 2005 Merrill Lynch report estimated that there were
approximately 33,000 Indian millionaires living in the UAE.Indian entrepreneurs in the UAE have
established successful national franchises such as Jashanmal, Jumbo Electronics,Choitram's,the
Varkey Group, Alukkas, Lal's and New Medical By 1996, at least 150 Indian companies were
operating in the Jebel Ali Free Zone
(JAFZ),[7] and even today,more than 50% of work force are Indian only in one of the most

were engaged in manufacturing, transport and related professions, while 20% were engaged in
professional and technical fields.[8] A study conducted in 2004 found the median salary range of
Indian migrants to be between Dh 1,001—1,500 (between US$ 270—408) per month (or
US$ 3,240—4,896 per year), considerably below the national per capita income of US$ 55,200.
Only 9% of those surveyed earned a salary of Dh 5,000 (US$ 1,360) or more per month.[8]

India-GCC Relations
Introduction
The Gulf Cooperation Council (GCC) as a collective entity has tremendous significance
for India. The Gulf constitutes the “immediate” neighbourhood of India separated only
by the Arabian Sea. India, therefore, has a vital take in the stability, security and
economic well-being of the Gulf. As a group, the GCC has been increasingly determining
the economic, political, and security policies of its member States. The GCC countries
are moving ahead rapidly with their economic integration efforts. The GCC has emerged
as a major trading partner for India; it has vast potential as India’s investment partner
for the future. The GCC’s substantial oil and gas reserves are vital importance for India's
energy needs. The GCC countries are collectively host to a large Indian expatriate
community. In short, the GCC offers tremendous potential for cooperation in trade,
investment, energy, manpower, etc.
Economic
and
commercial
relations
India enjoys traditionally cordial relations and cooperation with the GCC. India’s old,
historical ties with GCC states, coupled with increasing imports of oil and gas, growing
trade and investment opportunities, and presence of 3.5 million Indian workers in the
region, are of vital interest to India. India’s economic linkages with the GCC have
increased steadily during 1970s, 80s and 90s, especially due to growth in oil imports.
These continue to make steady progress to-date. During 2002-03, India’s exports to
GCC were around US $ 5 billion. The bilateral two-way trade exceeded US $ 12.5 billion
and was growing at a steady pace. Information Technology exports to GCC stand at US
$ 170 million and were poised for a significant upswing. A table of India's trade with the
GCC states during 2001-02 and 2002-03 is enclosed.
Strategic relations
From the strategic point of view, India and GCC share the desire for political stability
and security in the region. The common political and security concerns of India and GCC
translate into efforts for peace, security and stability in the Gulf region and South Asia.
The emerging common security perceptions create further opportunities for GCC-India
cooperation in the future. The GCC states are going through important changes and
transformation; the process of understanding and integration is coming of age. Along
with it the areas for cooperation are also widening beyond investments, trade and
commerce and sharing and development of human resources to security. This envisages
jointly preparing to meet emerging domestic and regional challenges, foremost being
the common threat from terrorism and extremism.

The Gulf Cooperation Council (GCC) countries, viz. Bahrain, Kuwait, Oman, Qatar, Saudi Arabia
and United Arab Emirates, represents important trade and investment partners for India. Exim
Bank's latest study titled "GCC Countries: A Study of India's Trade and Investment Potential"
highlights the recent robust economic growth and higher investments in the GCC region which
present
opportunities
to
further
enhance
bilateral
commercial
relations.
The GCC, established in May 1981, formed a customs union with a common external tariff of 5%
with effect from January 2003. The importance of GCC countries as trading partners for India can
be assessed from the three-fold rise in India's total trade with the GCC countries in the last five
years
from
US$

Based on India's export capability and import demand in the GCC countries, various potential
items of export have been identified by the study and these include food products,
pharmaceutical products, machinery & transport equipment, ceramic products, articles of apparel
& clothing, cotton & woven fabrics, plastic & rubber products, essential oils, perfumery &
cosmetics and iron and steel articles. The study has also identified several potential sectors for
investment by Indian entrepreneurs, which include IT, software development, telecommunication,
education, training & healthcare services, tourism & hotel industry, banking & financial services,
oil, gas & petrochemicals industry, electricity, housing, development of road & railway networks.
The GCC countries are major destinations for India's overseas investment. More than 130 joint
ventures and around 260 wholly owned subsidiaries from India have been approved in the region
during the period 2001-2005 The major areas of operations included software development
services, engineering services, tourism, readymade garments, chemical products, agriculture &
allied
activities.
The GCC region also represents an important destination for India's project exports. This can be
seen from the fact that the region accounted for 42.5% (Rs. 85.34 bn) of the total value of
contracts secured by Indian project exporters during 2000-01 to 2004-05 (Rs 200.8 bn), with the
support of Exim India. Exim India also extends overseas buyers' credit directly to foreign entities
for import of eligible Indian goods and related services and for financing eligible turnkey projects.
In the GCC countries, Exim India has extended credit lines of US$ 30 mn to two companies in
Sharjah, UAE, for import of commodities from India, and US$ 3.5 mn to a company based in
Dubai,
UAE,
for
import
of
wire
ropes
and
strands
from
India.
In light of the potential to boost bilateral commercial relations, the study further suggests several
strategies and makes recommendations to enhance India's commercial presence in the GCC
region. These include: Enhancing project exports through local partnership; Focus on trading
activities and privatization program in the GCC region; Cooperation in the Banking/Financial
sector, Linkages with Investment Promotion Agencies; Effective dissemination of information
relating
to
trade
and
investment
opportunities;
Entrepreneurship
development.
Other measures to enhance commercial relations would include: closer cooperation with
development funds such as the Saudi Industrial Development Fund (SIDF) and the Kuwait Fund
for Arab Economic Development (KFAED); targeting Dubai and Kuwait as vantage points to tap
the opportunity of getting contracts related to Iraqi reconstruction; exploring the possibilities of
setting up technical and vocational colleges and coaching institutes for higher education, setting
up IT parks, hospitals, hotels and tourist facilities in the GCC member countries; sharing expertise
of Indian IT firms in providing software programmes and services for banks and financial
institutions in the region; increasing use of the locales of GCC countries for Indian media and
entertainment.

CURRENCY VALUE:
The dinar was introduced into circulation in 1932, by replacing the Indian rupee, which
had been the official currency since the British occupation of the country in World War I,
at a rate of 1 dinar = 13⅓ rupees. The dinar was pegged at par with the British pound
until 1959 when, without changing its value, the peg was switched to the United States
dollar at the rate of 1 dinar = 2.8 dollars. By not following the devaluations of the U.S.
currency in 1971 and 1973, the dinar rose to a value of US$3.3778, before a 5 percent
devaluation reduced the value of the dinar to US$3.2169, a rate which remained until the
Gulf War, although in late 1989, the black market rate was reported at five to six times
higher (3 dinars for US$1) than the official rate.[2]
After the Gulf War in 1991, due to UN sanctions, the previously used Swiss printing was
no longer available. A new, inferior quality notes issue was produced. The previous issue
became known as the Swiss dinar and continued to circulate in the Kurdish region of Iraq.
Due to sanctions placed on Iraq by the United States and the international community and
excessive government printing of the new notes issue, the dinar devalued quickly, and in
late 1995, US$1 was valued at 3,000 dinars.
Following the deposition of Saddam Hussein in the 2003 invasion of Iraq, the Iraqi
Governing Council and the Office for Reconstruction and Humanitarian Assistance began
printing more Saddam dinar notes as a stopgap measure to maintain the money supply
until new currency could be introduced.
Between October 15, 2003 and January 15, 2004, the Coalition Provisional Authority
issued new Iraqi dinar coins and notes, with the notes printed by De La Rue using
modern anti-forgery techniques, to "create a single unified currency that is used
throughout all of Iraq and will also make money more convenient to use in people’s
everyday lives."[3] Old banknotes were exchanged for new at a one-to-one rate, except for
the Swiss dinars, which were exchanged at a rate of 150 new dinars for one Swiss dinar.
These new banknotes led to a new industry of selling the new Iraqi dinar to oversea
investors who hoped to profit from Iraq's new currency when the economy improved.
The provisional government of Iraq has made this legal, but the banknotes are exchanged
at different rates by companies wanting to make profit. Due to the success of this
program, though, Iraqi dinar has been widely counterfeited. However, there are six
different security features on the 25,000 Iraqi dinar note that one can check for
authenticity.[4]
Although the value of the dinar appreciated following the introduction of the new
banknotes from 4,000 dinars per U.S. dollar, at the time of their introduction, to a high of
980 dinars per dollar, it is now held at a "program" exchange rate, as specified by the
International Monetary Fund,[citation needed] of 1170 dinars per US dollar at the Central Bank
of Iraq. However, there is not yet a set international exchange rate and so international
banks do not yet exchange Iraqi dinar. The exchange rate available on the streets of Iraq
is around 1200 dinars per US dollar.

The dinar was introduced in 1965 to replace the Gulf rupee. It was initially equivalent to
one pound sterling. As the rupee was fixed at 1 shilling 6 pence, this resulted in a
conversion rate of 13⅓ rupees to the dinar.
When Iraq invaded Kuwait in 1990, the Iraqi dinar replaced the Kuwaiti dinar as the
currency and large quantities of banknotes were stolen by the invading forces. After
liberation, the Kuwaiti dinar was restored as the country's currency and a new banknote
series was introduced, allowing the previous notes, including those stolen, to be
demonetized.

To date five series of the Kuwaiti dinar banknote have been printed. The first series was
issued following the pronouncement of the Kuwaiti Currency Law in 1960 which
established the Kuwaiti Currency Board. This series was in circulation from 1 April 1961
to 1 February 1982 and consisted of denominations of ¼, ½, 1, 5 and 10 dinars.
After the creation of the Central Bank of Kuwait as a replacement to the Kuwaiti
Currency Board, new ¼, ½ and 10 dinar notes were issued from 17 November 1970,
followed by the new 1 and 5 dinar notes of the second series on 20 April 1971. This
second series was likewise withdrawn on 1 February 1982.
The third series was issued on 20 February 1980, after the accession to the throne of Emir
Jaber al-Ahmad al-Jaber al-Sabah, at that time in denominations of ¼, ½, 1, 5 and 10
dinar. A 20 dinar banknote was introduced on 9 February 1986. As a result of the state of
emergency after Iraq's invasion of Kuwait, this series was ruled invalid with effect from
30 September 1991. Significant quantities of these notes were stolen by Iraqi forces and
some have appeared on the international numismatic market. The "Standard Catalog of
World Paper Money" (A. Pick, Krause Publications) lists notes with the following serial
number prefix denominators as being among those stolen:

After the liberation, a fourth series was issued on 24 March 1991 with the aims of
replacing the previous withdrawn series as quickly as possible and guaranteeing the
country's swift economic recovery. This fourth series was legal tender until 16 February
1995. Denominations were ¼, ½, 1, 5, 10 and 20 dinar.
The fifth series of Kuwaiti banknotes has been in use since 3 April 1994 and include
high-tech security measures which have now become standard for banknotes.
Denominations were as in the fourth series.

Average Exchange Rate of Kuwait Dinar Against U.S. Dollar (Fils) [1]
From March 18, 1975 to January 4, 2003 the dinar was pegged to a weighted currency
basket. From January 5, 2003 until May 20, 2007, the pegging was switched to 1 U.S.
dollar = 0.29963 dinar with margins of ±3.5%.[2] The central rate translates to
approximately 1 dinar = 3.33745 dollars.
From June 16, 2007, the Kuwaiti dinar was re-pegged to a basket of currencies,[3] and is
now worth about US$3.45 (€2.37). It is the world's highest-valued currency unit.

HISTORY OF IRAQ
known in Classical Antiquity as Mesopotamia, was home to some of the oldest
civilizations in the world,[1][2] with a cultural history of over 10,000 years.[3][4] hence its
common epithet, the Cradle of Civilization. Mesopotamia, as part of the larger Fertile
Crescent, was a significant part of the Ancient Near East throughout the Bronze Age and
the Iron Age. Successively ruled by the Assyrian, Medo-Persian, Seleucid and Parthian
empires during the Iron Age and Classical Antiquity, Iraq was conquered by the
Rashidun Caliphate and became a center of the Islamic Golden Age during the medieval
Abbasid Caliphate. After a series of invasions and conquest by the Mongols and
Turkmens, Iraq fell under Ottoman rule in the 16th century, intermittently falling under
Mamluk and Safavid control.
Ottoman rule ended with World War I, and Iraq came to be administered by the British
Empire until the establishment of the Kingdom of Iraq in 1932. The Republic of Iraq was
established in 1958 following a coup d'état. The Republic was controlled by Saddam
Hussein from 1979 to 2003, into which period falls the Iran-Iraq war and the First Persian
Gulf War. Saddam Hussein was deposed in 2003 following the US-led invasion of the
country. After the invasion, the situation deteriorated and from 2007 Iraq has been in or
on the brink of a state of civil war.
Iraq was faced with economic disaster following the end of the Iran–Iraq War. Kuwait, its
small southern neighbor, had increased its production of oil, which kept oil revenues
relatively down for Iraq. The Iraqi government also claimed that Kuwait was illegally
slant drilling its oil wells into Iraqi territory, a practice which it demanded be stopped;
Kuwait rejected this claim. In August 1990, Iraq followed this by invading Kuwait. The
Iraqi military rapidly occupied the country, and Hussein declared that Kuwait had ceased
to exist, becoming Iraq's 19th province. This brought heavy objections from many
countries and the United Nations.
The UN agreed to pass economic sanctions against Iraq and demanded its immediate
withdrawal from Kuwait (see United Nations sanctions against Iraq). Iraq refused and the
UN Security Council in 1991 unanimously voted for military action against Iraq. The
United Nations Security Council, under Chapter VII of the United Nations Charter,
adopted Resolution 678, authorizing U.N. member states to use "all necessary means" to
"restore international peace and security in the area." The United States, which had
enormous vested interests in the oil supplies of the Persian Gulf region, led an
international coalition into Kuwait and Iraq.

military deaths range from 8,000 to 100,000.[40]
The coalition forces entered the war with more advanced weaponry than that of Iraq,
though Iraq's military was one of the largest armed forces in Western Asia at the time.
Despite being a large military force, the Iraqi army was no match for the advanced
weaponry of the coalition forces and the air superiority that the coalition forces provided.
The coalition forces proceeded with a bombing campaign targeting military including an
occupied public shelter in Baghdad.[41][42][43]
Iraq responded to the invasion by launching SCUD missile attacks against Israel and
Saudi Arabia. Hussein hoped that by attacking Israel, the Israeli military would be drawn
into the war, which he believed would rally anti-Israeli sentiment in neighboring Arab
countries and cause those countries to support Iraq. However, Hussein's gamble failed, as
Israel reluctantly accepted a U.S. demand to remain out of the conflict to avoid inflaming
tensions. The Iraqi armed forces were quickly destroyed, and Hussein eventually
accepted the inevitable and ordered a withdrawal of Iraqi forces from Kuwait. Before the
forces were withdrawn, however, Hussein ordered them to sabotage Kuwait's oil wells,
which resulted in hundreds of wells being set ablaze, causing an economic and ecological
disaster in Kuwait.
After the decisive military defeat, the agreement to a ceasefire on February 28, and
political maneuvering, the UN Security Council continued to press its demands that
Hussein accept previous UN Security Council Resolutions, as stated in UNSCR 686. By
April, UNSCR 687 recognized Kuwait's sovereignty had been reinstated, and established
the United Nations Special Commission on Iraq (UNSCOM). Two days later, UNSCR
688 added that Iraq must cease violent repression of ethnic and religious minorities.
The aftermath of the war saw the Iraqi military, especially its air force, destroyed. In
return for peace, Iraq was forced to dismantle all chemical and biological weapons it
possessed, and end any attempt to create or purchase nuclear weapons, to be assured by
the allowing UN weapons inspectors to evaluate the dismantlement of such weapons.
Finally, Iraq would face sanctions if it disobeyed any of the demands.
Shortly after the war ended in 1991, Shia Muslim and Kurdish Iraqis engaged in protests
against Hussein's regime, resulting in an intifada. Hussein responded with violent
repression against Shia Muslims, and the protests came to an end.[44] It is estimated that
as many as 100,000 people were killed.[45] The US, UK, France and Turkey claiming
authority under UNSCR 688, established the Iraqi no-fly zones to protect Kurdish and
Shiite populations from attacks by the Hussein regime's aircraft.
In 1991, Maryam Rajavi as then leader of PMOI's army forces directly ordered the
massacre of Iraqi Kurdish people
On July 13, 2003, New York Times published an article that in 1991 when Saddam
Hussein used the People's Mujahedin of Iran (Mujahedin-e Khalq, PMOI or MEK or
MKO) and its tanks as advance forces to crush the Iraqi Kurdish people in the north and
the Iraqi Shia people in the south, Maryam Rajavi as then leader of PMOI's army forces
commanded:

"Take the Kurds under your tanks"[46]
”
On December 14, 2006, Time Magazine published an article about PMOI and reported:
"By the mid-1980s, the group (PMOI) had cozied up to Saddam Hussein, who provided
them with funds and a compound, Camp Ashraf, north of Baghdad. The U.S. government
has accused the group of helping Saddam brutally put down Iraqi Kurdish people in the
early 1990s, and of launching numerous attacks inside Iran."[47]
IRAQ’S ECONOMY
Iraq's economy is dominated by the oil sector, which has traditionally provided about 95%
of foreign exchange earnings. In the 1980s financial problems caused by massive
expenditures in the eight-year war with Iran and damage to oil export facilities by Iran
led the government to implement austerity measures, borrow heavily, and later
reschedule foreign debt payments. Iraq suffered economic losses from the war of at least
US$100 billion. After hostilities ended in 1988, oil exports gradually increased with the
construction of new pipelines and restoration of damaged facilities. A combination of low
oil prices, repayment of war debts (estimated at around US$3 billion a year) and the costs
of reconstruction resulted in a serious financial crisis which was the main short term
motivation for the invasion of Kuwait.[citation needed]
On November 20, 2004, the Paris Club of creditor nations agreed to write off 80% ($33
billion) of Iraq's $42 billion debt to Club members. Iraq's total external debt was around
$120 billion at the time of the 2003 invasion, and had grown another $5 billion by 2004.
The debt relief will be implemented in three stages: two of 30% each and one of 20%.[94]
At the end of 2005, and in the first half of 2006, Iraq implemented a restructuring of
about $20 billion of commercial debt claims on terms comparable to that of its November
2004 Paris Club agreement (i.e. with an 80% writeoff). Iraq offered to its larger claimants
a U.S. dollar denominated bond maturing in 2028. Smaller commercial claimants
received a cash settlement of comparable value.[citation needed]
Oil fire at the Rumaila oil field
Iraq has proven oil reserves of 143.1 billion barrels, the world's 2nd largest.[95] Iraq's oil
production is only about 2.5 million barrels per day.[96] On June 30 and December 11,
2009, the Iraqi ministry of oil awarded service contracts to international oil companies for
some of Iraq's many oil fields.[97][98] Oil fields contracted include the "super-giant"
Majnoon Field, Halfaya Field, West Qurna Field and Rumaila Field.[98]
In February 2011, Citigroup included Iraq in a group of countries which it described as
'Global Growth Generators', that it argued will enjoy significant economic growth in the
future.[99]
RE CONSTRUCTION
Nearly 30 years of fighting, against Iran in the 1980s and the United States after 1991,
had a detrimental impact on Iraqi economic growth. Oil production remains Iraq's chief
economic activity. The lack of development in other sectors has resulted in 18%-30%
unemployed and a depressed per capita GDP of $4,000.[100]
There have been attempts by the international community to improve and repair the
infrastructure of Iraq in the aftermath of the 2003 invasion. Iraq was governed, after the
2003 invasion, by the Coalition Provisional Authority and, after June 28, 2004, by a
series of Iraq-led governments (see Politics of Iraq). During this period, efforts were
made to repair and replace damaged Iraqi infrastructure, including water supply systems,
sewage treatment plants, electricity production, hospitals and health clinics, schools,
housing, and transportation systems. Reconstruction efforts have also encompassed the
promotion of economic development and government institutions such as the criminal
justice system.
While reconstruction efforts have produced some successes, problems have arisen with
the implementation of internationally funded Iraq reconstruction efforts. These include
inadequate security, pervasive corruption, insufficient funding and poor coordination
among international agencies and local communities. Many[who?] suggest that the efforts
were hampered by a poor understanding of Iraq on the part of the occupiers. As of 2010,
despite improved security and billions of dollars in oil revenue, Iraq still generates about
half the electricity that customers demand, leading to protests during the hot summer
months.[101]
Five years after the invasion, an estimated 2.4 million people were internally displaced
(with a further two million refugees outside Iraq), four million Iraqis were considered
food-insecure (a quarter of children were chronically malnourished) and only a third of
Iraqi children had access to safe drinking water.[102] Much reconstruction and
humanitarian work in Iraq has been carried out by the Iraqi people in their own
communities using local resources. Amongst the internally displaced, 58% rent housing,
18% live with host families or relatives, 24% live in public buildings and fewer than 1%
live in tented camps.
ENCIENT IRAQ
Iraq has the common epithet, the "Cradle of Civilization", as it was home to the earliest
known civilization on Earth, the Sumerian civilization, which arose in the fertile TigrisEuphrates river valley of southern Iraq in the Chalcolithic (Ubaid period). It was here in
the late 4th millennium BC, that the world's first writing system and recorded history
itself were born. The Sumerian civilization flourished for over 3,000 years and was
succeeded by the rise of the Akkadian Empire in the 24th century BC. Over two centuries
of Akkadian dominance was followed by a Sumerian Renaissance in the 21st century BC.
An Elamite invasion in 2004 BC brought the Third Dynasty of Ur to an end. By the 18th
century BC, a new civilization, Babylonia, had risen to dominance in central and southern
Iraq while a contemporaneous state, Assyria, had formed in northern Iraq.
In the 6th century BC, Cyrus the Great of neighbouring Persia defeated the NeoBabylonian Empire at the Battle of Opis and Iraq was subsumed into the Achaemenid
Empire for nearly four centuries. In the late 4th century BC, Alexander the Great
conquered the region, putting it under Hellenistic Seleucid rule for nearly two
centuries.[16] The Parthians conquered the region during the reign of Mithridates I of
Parthia (r. 171–138 BC). From Syria, the Romans invaded the region several times. The
Sassanid Persians under Ardashir I destroyed the Parthian Empire and conquered the
region in 224 AD. The region was thus a province of the Persian Empire for four
centuries, until the Islamic conquest of Mesopotamia in the 7th century.
CURRENCY VALUE:
The dinar was introduced into circulation in 1932, by replacing the Indian rupee, which
had been the official currency since the British occupation of the country in World War I,
at a rate of 1 dinar = 13⅓ rupees. The dinar was pegged at par with the British pound
until 1959 when, without changing its value, the peg was switched to the United States
dollar at the rate of 1 dinar = 2.8 dollars. By not following the devaluations of the U.S.
currency in 1971 and 1973, the dinar rose to a value of US$3.3778, before a 5 percent
devaluation reduced the value of the dinar to US$3.2169, a rate which remained until the
Gulf War, although in late 1989, the black market rate was reported at five to six times
higher (3 dinars for US$1) than the official rate.[2]
After the Gulf War in 1991, due to UN sanctions, the previously used Swiss printing was
no longer available. A new, inferior quality notes issue was produced. The previous issue
became known as the Swiss dinar and continued to circulate in the Kurdish region of Iraq.
Due to sanctions placed on Iraq by the United States and the international community and
excessive government printing of the new notes issue, the dinar devalued quickly, and in
late 1995, US$1 was valued at 3,000 dinars.
Following the deposition of Saddam Hussein in the 2003 invasion of Iraq, the Iraqi
Governing Council and the Office for Reconstruction and Humanitarian Assistance began
printing more Saddam dinar notes as a stopgap measure to maintain the money supply
until new currency could be introduced.
Between October 15, 2003 and January 15, 2004, the Coalition Provisional Authority
issued new Iraqi dinar coins and notes, with the notes printed by De La Rue using
modern anti-forgery techniques, to "create a single unified currency that is used
throughout all of Iraq and will also make money more convenient to use in people’s
everyday lives."[3] Old banknotes were exchanged for new at a one-to-one rate, except for
the Swiss dinars, which were exchanged at a rate of 150 new dinars for one Swiss dinar.
These new banknotes led to a new industry of selling the new Iraqi dinar to oversea
investors who hoped to profit from Iraq's new currency when the economy improved.
The provisional government of Iraq has made this legal, but the banknotes are exchanged
at different rates by companies wanting to make profit. Due to the success of this
program, though, Iraqi dinar has been widely counterfeited. However, there are six
different security features on the 25,000 Iraqi dinar note that one can check for
authenticity.[4]
Although the value of the dinar appreciated following the introduction of the new
banknotes from 4,000 dinars per U.S. dollar, at the time of their introduction, to a high of
980 dinars per dollar, it is now held at a "program" exchange rate, as specified by the
International Monetary Fund,[citation needed] of 1170 dinars per US dollar at the Central Bank
of Iraq. However, there is not yet a set international exchange rate and so international
banks do not yet exchange Iraqi dinar. The exchange rate available on the streets of Iraq
is around 1200 dinars per US dollar.
