Data Analysis, Collection and Dissemination
Edmonton, Fire Rescue Services
What are other departments doing with their data? Is data used primarily for statistical
reporting or is there forecasting for future growth, development and efficiencies? How is this done?
How do other agencies collect and analyze fire statistics, and how are they used to inform policy
and regulations?




Large occupancy; consider additional engine company-> (extra center for space)
Funding mechanism; up to commissioners
Development charges (Ontario) response time model appealing; how do other
people look at development charges? Response time model getting 20 mil if
change response time model. (new builder subdivision single family homes&
high-rise)
Retirement-assistants impact fee based on type of call; assume it will generate
at least 1 call per 3 if they exceed fee is charged
Virginia Beach Fire Department
How are departments managing requirements for technical expertise in research and analysis?
Do you have outside/civilian GIS, Database Mangers, Analysts, Contractors, etc. (or buy
programs/applications)?


Q: Up staff; civilian and support staff suffering how to request support? How to balance
expertise?
A-Focus on staffing units; inadequate support staff; for every 10 people 1 support staff; Now
Identify number of support staff ratio (anything other than firefighters on unit = Support staff)
-2002 started on 1710 staffing; 4 personnel on them.
- Labor supporting notion that every 10 we need staff through Normal County.
-2 support staff a lot of utility levels of position with HR department
-Palm beach county (operational unit can choose to come to support; stick around longer
(longevity).
-Someone in charge of staffing; commitment of time
- Strategic business process (Wednesday) how it drove staffing
-8 people 3 analysts, have deliverables every month; all data coming from office, not able to
issue reports therefore it would be consistent (data include: any data that would get
outsourced)
-Joe Greggory Reports (overall knowledge able to understand data)
-GIS tech (program writer; helped from buying applications/ saving time)
Do you have any plans to grow your internal expertise in these areas or make a career track for
research and analytics? How robust is your current Research and Analysis capacity?

contract workers; battalion chief serve as advisor
employees who have retired; how to stress best work place environment MVP
Part time workers left capital one to work for fire dep. Exceptional analyst; couldn’t get full time
but were able to get part time
Hired internally from city background in product management speak their language; talk fire
could speak GI& IT language (helpful) a lot to do with language from IT & GIS
Data management tommy tucker went back to field; team up professionals with house per.
Firefighters trapped into fire prevention; Program go into admin training of fire prevention for 2
year comm. If they wanted out after two years they promised they could get out. Guys had
better understanding of budget and admin side. Include in weekly staff meeting. Internal
advantage to have uniform people within these positions.
Down side always leaving to go back; yet, they have awareness of knowledge they gained,
knowing they could go back out is that encourages them,
DC metro- Set up organization like federal Gov. (senior exec level) people who assist fire chief in
making critical decisions.
Staffing analysis- singular process
Develop performance analysis and report to fire chief monthly

prioritize data: Manhattan beach; truck labor units partnering up with other cities
Fairfax; talk about data, ongoing reports, statistics then take it as a creative process
What do we want to measure? Unit resource.
Response times
Trend lines to show what is going on. Analysis by season/time
Henrico County Division of Fire
How are other departments using “Unit Hour Utilization” measurements (or other means) to
acquire benchmark indicators for adding additional EMS and fire suppression units to their system?








550 civilian staff /
UHU data to add another unit (average call time determine UHU)
Q. Determining reliability with commitment time but can’t compare to other
A. Looking at other units, also looking at total commitment time & distribution. May have
something comparable/ similar methodology.
Getting standards to the way we measure because not everyone is doing it the same way. (1710
response time)
Everybody uses same terminology yet, looks at it differently. ?
How busy are they? Mandatory training, fitness times (down time small)
950 on Data: overall standard on data as oppose to 1710
Capacity issue if look at west response time is problem little to back up; look at number of calls
vs response time. Is response or capacity more important?
All about performance measures.
Lack of resources? Lack of concentration then improve on those points.





Target solution; reading policies and procedures
Company activity report at station level; input all activities (no calls but everything else i.e.
training )
Staffing report on a daily basis
Target solution: collect daily activities (installing smoke detectors)
Daily report includes: turn out time etc. (providing tools)
issue: equating appropriate time spent
City of Edmonton, Fire Rescue Services
What are other departments doing with their data? Is data used primarily for statistical
reporting or is there forecasting for future growth, development and efficiencies? How is this done?


Dark course analytics? Going over data and making impressive presentations. Census +
demographics etc.
New software: local universities looking for projects for students to look over census data
Fairfax County Fire and Rescue Department
Are you gathering "at patient side" or "agent applied" times as part of your operations
performance data? If so how are you using this data?









At patient side of the documentation; portable radio with time stamp
Trouble with compliance ;
EMS arrive on scene use terms “patient..” then “we gained access to patient” patient out of
vehicle “patient package and ready for transport”
AGENT APLIED
Toronto: “Contained to building of origin”
Issue with high rises: started recording A2 arrival times (5 ½ min)
Compliance with A2 up to 45%
Patient benchmark average 2 min
Pier horizontal high-rise ; at patient times improved
Downtown 2 min response time- traffic congestion moved to about 4 min
NOT ON AGENDA:
Q : How to get Old service plan to one that is using a 1710 or 1720? if so what are the challenges?
(Service plan / response times). 2005 based on local criteria How to go about changing?
 Based on Liability/Standards you set yourself, if you went to court it would be based on 1710.
What are people sharing as outcomes?
Embers (got it on video) not captured because it would be captured as automatic service. Don’t
show credit for service they provide.

Capture performance data, improving property laws
Time loss getting to back of room in intervening in sequence of events/ good quality of cpr
Delivering interventions earlier

Instance performance calls
Did they get ventilation properly?
Any time exceeds benchmark have to fill out form for response time and justify why the
response time was long (high rise, elevator out of service, traffic)

Discipline when writing report( get them engages in capturing data) helping kid learn how to dial
911

Non-Emergent Response Resources: To further right-size our deployment and improve response
reliability for high priority/acuity calls, we might need to stop trying to be everything to everyone. Could
it work to have a separate resource in the community that can field non-emergent calls that come into
the 911 system? Does anyone have such a resource in place?


When your department conducted a risk analysis of its community - in terms of probability and
consequence - did you relate probability to the likeliness of incident occurring in the community or did
you relate probability to the likeliness of that type of occupancy having an incident?








Canned Answer: Your local community needs to have some sort of way
High probability, low consequence
Vision product/software: population density, call data/volume etc.
There are no good software to help with the risk analysis
o Thinking of using call data as a predictor
Identify the structural risk, volume of incidents in a specific neighborhood
o There can be two neighborhoods that border each other and have two different risk
factors
Use risk analysis as a model to determine what resources will respond to a specific building
o Does not believe you can actually determine the true risk
Can you match a resource to the demand of a specific building/neighborhood/etc
