Description of the assignment: Technical adviser on coordination of national experts on adoption of
regulatory legal acts to approve the drafts of Kazakhstan and Almaty Oblast Natural Disaster Response
Preparedness Plan, the Concept of the National and Oblast Disaster Risk Situation Analysis and relevant
methodological materials, as well as training modules for disaster risk planning, evaluation and
management.

Background:
Ensuring the safety of the population and the environment is an essential condition for the development
of the modern society. Safety in emergency situations means the protection of individuals, society and
the environment from the excessively harmful effects of anthropogenic, natural and environmental
factors.
Prospects for the social and economic development of the regions of Kazakhstan are largely dependent
on the level of security of its population and territory.
These facts force us to seek new solutions to the problems of protecting the population and the
territories from emergency situations, to anticipate future threats, risks and hazards, and to develop
methods of forecasting and warning.
In order to take action to reduce the risks and mitigate the effects of disasters on the territory of the
Republic of Kazakhstan, it is necessary to study the main risk and threat levels of potential disasters,
analyze the legislation of the RoK in the area of prevention of disasters and liquidation of their
consequences, and develop proposals to improve the legislation. This will help increase the capacity for
the management of natural disaster risks and their secondary negative factors, based on long-term
planning.
The development of the mechanism of updating of the Kazakhstan Natural Disaster Response
Preparedness Plan, the development of the National and Oblast Disaster Risk Situation Analysis and
relevant methodological materials, as well as their regulatory assurance will provide a necessary
framework for the creation of the Disaster Risk Assessment Methodology and the National Management
Decision-Planning and Decision-Making System.
In this regard, there is a need to engage a technical advisor who would ensure that the work of the
national experts in 2015 on adjustment and finalization of the drafts of relevant methodological
materials, and their regulatory support are coordinated.
Objective:
The goal of the technical advisor in 2015 is the coordination of the national experts’ activities on the
adoption of regulatory legal acts to approve the drafts of the Kazakhstan and Almaty Oblast Natural
Disaster Response Preparedness Plan, the Concept of the National and Oblast Disaster Risk Situation
Analysis and the relevant methodological materials, as well as training modules for planning, evaluation
and management of disaster risks
Scope of work:
1. Coordination of the work of the national experts on adjustment and finalization of the following:
- the National Natural Disaster Risk Situation Analysis and relevant methodological materials;
- the Concept of the Oblast (Almaty Oblast) Disaster Risk Situation Analysis and relevant methodological
materials;
2. Adjustment and finalization of the content of the Concept of the National and Oblast Disaster Risk
Situation Analysis and relevant methodological materials on the basis of their consideration by the
Scientific and Technical Council of the Committee of Emergency Situations of the Ministry of Internal
Affairs of the RK and the Interdepartmental State Commission for Disaster Prevention and Response.
3. Coordination of the work of the national experts on the preparation of necessary materials and the
giving of training seminars in accordance with the project’s work plan for 2015.
4. Coordination of the work of the national experts on the development of training modules for
planning, assessment and management of disaster risks.
5. Coordination of work of the national experts on the development and adoption of the RLAs to
approve the following:
- The draft of the Kazakhstan and Almaty Oblast Natural Disaster Response Preparedness Plan;
- the Concept of the National and Oblast Disaster Risk Situation Analysis and the relevant
methodological materials;
- The training modules for planning, evaluation and management of disaster risks.
6. Provision of methodological guidance to national experts on the preparation of interim and final
reports according to the 2015 Terms of Reference and issuing an expert opinion on the content of their
reports.
7. Preparation of materials and conducting of meetings of the Interagency Project Implementation
Expert Group (IPIEG) in accordance with the work plan for 2015.
8. Preparation of the draft of the final report on the implementation of the project on the basis of the
analysis and generalization of the materials prepared by the national experts during the period from
2013 to 2015.

Duty station: home-based. Missions are foreseen when required, however, not less than 2 missions to
Almaty oblast during contract duration. Duration of each mission is considered to be 1 day; final dates of
travel will be agreed after contract signing.
Responsibility:
− The Technical Advisor coordinates activities with the project manager and reports to her/him.
− The work must be performed in accordance with the requirements specified in the terms of
reference, on time and at a high quality level.
− All requirements specified in individual contracts should be carried out unconditionally.
− Materials prepared during the execution of the works must be submitted to the project manager
for coordination and approval.
Knowledge and skills:

Higher technical education or higher education in the field of public administration.

No less than 10 years of experience in the disaster prevention and response, as well as industrial
and fire safety, including at least 5 years in senior positions in area of disaster prevention and
liquidation, industrial and fire safety, and legal work in the Ministry for Emergency Situations of the
Republic of Kazakhstan.

Experience in the development of regulatory legal acts (laws, standards, regulations, rules, etc.)
in the field of emergency prevention and response, industrial and fire safety.

Experience in concept development, sectoral programs, guidelines, recommendations and other
methodological materials in the field of natural disaster prevention and response, as well as industrial
and fire safety.

Knowledge of the official state language and the English language will be considered an
advantage.
Documents to be included when submitting proposals:
Interested individual consultants must submit the following documents/information to demonstrate
their qualifications:
(1)
Offeror’s letter to UNDP confirming interest and availability for the IC assignment with Financial
Proposal;
(2)
Filled and signed P11 form;
(3)
Detailed CV, including past experience in relevant field/area.
Financial Proposal:
The financial proposal shall specify a total lump sum amount, with travel-related costs, planned in ToR.
UNDP will pay in installments upon delivery of the services specified in ToR.
Travel:
All envisaged travel costs must be included in the financial proposal. UNDP do not accept travel costs
exceeding those of an economy class ticket. In the case of unforeseeable travel, payment of travel costs
including tickets, lodging and terminal expenses should be agreed upon, between the Project Manager
and Programme Officer and Individual Consultant, prior to travel and will be reimbursed.
Evaluation:
Individual consultants will be evaluated based on the following methodologies:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual
consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial
criteria specific to the solicitation.
