As Joint Secretary, allocation and distribution of
foodgrains under Public Distribution System in
the country, formulation of policies relating to
food security, including reduction of hunger and

In food sector, overseeing of procurement of
foodgrains in the markets, their storage,
distribution
through
fair
price
shops,
transportation to other States etc. were under my
charge.
Food grains were also allocated under various
welfare scheme like Mid-day Meal Scheme for
primary school children, Annapurna Scheme
(foodgrains for indigent senior citizens), Food for
work programme (SGRY), etc. Foodgrains were
also allocated to World Food Programme (WFP)
for their different welfare schemes in the
country.
I
also
handled
International
Cooperation in the Department. All matters
relating to International Grains Council, FAO,
World Food Programme, SAARC, Food Security
Reserve, Inter-Governmental Working Group on
Right to Food, WTO, World Bank etc. were
handled.

As Industrial Liaison Commissioner, I was
responsible
for
aiding
and
advising
entrepreneurs in setting up industrial units in
Haryana. Also assisted the Government in
formulation of industrial policy and for
development of industrially backward areas.
Assessing growth potential of backward areas,
creating backward and forward linkages for the
success of enterprises were handled by me.
As MD of the Central Cottage Industries
Corporation, having a turnover of Rs.200 crores,
I was in-charge of the entire activities of
procuring, storing, quality control, export, sale of
Indian handicrafts and handlooms, through the
showrooms of the Corporation. It is the policy of
the Corporation to encourage the poor crafts
persons and weavers, who could not get
remunerative prices for their products by
procuring their products and marketing them
through the showrooms of the Corporation. I
was thereby able to maintain close liaison with
the poor crafts persons and weavers.
Approximately 20.17% of the countries
geographical area is lying as wasteland. To focus
on its development, a separate Department was
set up in 1992 by Govt. of India and I had the
privilege of working as the PS to Minister of
State in-charge of the Wasteland Development.
In that position all policy formulations, projects
for development, new initiatives, etc. were
handled by me with a view to assist the Minister
in taking decisions.

Strengths
Having put in 35 years of dedicated service in several fields, I have
gained experience in perspective planning, implementation and
monitoring of projects. I have worked in the field of Rural
development, Urban development, Food, Textiles, Home, Finance
and Industry.
As Sp Sec, Home, the need to revise out dated laws and make
amendments to new laws was handled and many amendments saw
the light of the day.
The ability to grasp and address key issues, prioritize work and
understand implications of policy decisions has sharpened with
experience.
Visits to several countries like UK, Rome, China, Thailand, Singapore,
Australia, France, Netherlands, Korea, Hong Kong, Germany, Austria,
Indonesia, Vietnam, USA etc and dealing with international
organizations has further enriched my experience.
