Office of Management and Budget (OMB)
RESPONSIBILITY
 Coordinate the receipt and distribution of all donations.
 Act as Coordinator and Liaison for donations.
 Along with the Finance Department, administer funding and proper bookkeeping of
resources as they are received and dispersed by the City.

In the event that the management employee is unavailable to perform the tasks for his/her position,
an employee has been designated to fulfill the primary employee's responsibilities:
 Primary: OMB Administrator
 Secondary: OMB Budget Analyst
OPERATIONS PLAN
CONDITION 5: Tropical Weather Outlook – Monitoring Tropical Activity
 Review Disaster Plan with attention to specific duties and responsibilities and possible
alternatives in the event of an emergency.
 Update all listings of voluntary aid organizations, such as the American Red Cross,
Salvation Army, and local churches that may provide assistance throughout the
community.
CONDITION 4: Hurricane Alert - Advisory Indicating Potential Threat
 Office of Management and Budget Administrator to check all support equipment.
CONDITION 3: Hurricane Watch – Landfall Minus 48 to 36 Hours
 Prepare office space to function during Emergency Operations.
 Review policy on donated goods and services.
 Have telephone listings of all known aid organizations available for use.
CONDITION 2: Hurricane Warning-Evacuation Order-Landfall Minus 36 to 24 Hours
 Begin to secure facilities to protect records, equipment, and supplies from damage or
loss

CONDITION 1: Hurricane Warning Continued – Landfall Minus 24 to 12 Hours
 Along with the Finance Department Staff, maintain operation of financial services to the
Emergency Operations Center and coordinate available funding for re-entry operations.
 All essential personnel will report to assigned shelter upon winds attaining 40 mph or
upon recall.
LANDFALL MINUS 12 to 0 Hours
 The Office of Management and Budget Administrator will shelter in place at City Hall.
 Essential personnel will shelter in place at City Hall.
POST STORM / RE-ENTRY
 Assess current condition of respective personnel, equipment, and property and report
same to Community Planning Division.
 The Office of Management and Budget Administrator will coordinate all donations and
administer the bookkeeping of all donations received and dispersed by the City.
