The JLS Recreation Association (herein JLS) held its Regular Monthly Meeting on Thursday, April 16, 2015, at the Springfield Township Building. The meeting began at 7:03PM with the Pledge of Allegiance.

REPORTS

Secretary’s Report

Barb Sweitzer motioned and Melissa Hunt seconded to approve the March 19, 2015, Minutes. Unanimously

Approved.

List of Checks

Crystal Mueller motioned and Melissa Hunt seconded to approve a 10 % administration fee to be withheld from registration refunds to be approved on a case by case basis. Unanimously Approved

Dave Grove motioned Crystal Mueller seconded to approve the Soccer Registration refund request for Mary

McCartin less the 10% administration fee($40 + $35 – 10% = $67.50). The refund will be applied to the Summer

Recreation Program per Mary McCartin’s request. Unanimously Approved.

Crystal Mueller motioned and Melissa Hunt seconded to approve the April 16. 2015, List of Checks as presented for payment. Unanimously Approved.

Treasurer’s Report

Dave Grove motioned and Tom Wolfe seconded to approve the April 16, 2015, Treasurer’s Report as presented.

Unanimously Approved .

Executive Session

Upon Lori Starz’s request, Barb Sweitzer motioned and Tom Wolfe seconded to have an Executive Session at

7:17 PM for the purpose of discussing Personnel Issues. Unanimously Approved.

Barb Sweitzer motioned and Tom Wolfe seconded to reconvene the meeting at 7:21 pm. Unanimously Approved.

OLD BUSINESS

2015 Softball

Brian Crump stated there were not enough registrations for a 7U Team. JLS agreed that refunds would be issued to anyone who registered for 7U. Brian also stated there were 2 players registered that have decided not to participate. They may also be requesting refunds. Code of Conduct and Waiver Forms will be submitted to Lori Starz.

Brian also noted the Susquehanna League will be requiring Background Checks as of July 1 st

.

Barb Sweitzer motioned and Dave Grove seconded to pay Softball League Fees in the amount of

$4,375.00 (7 Teams @ $625.00) and the $25.00 Board Member fee. Unanimously Approved.

Barb Sweitzer motioned Dave Grove seconded to approve the updated List of Coaches and Assistant

Coaches conditioned upon the receipt of satisfactory background checks. Unanimously Approved.

Brian requested that 2 larger size catcher’s gloves be purchased for softball. He also noted that Jeff

McWilliams donated size 12 practice balls to JLS.

2015 Softball Cont’d.

In response to Brian’s question, JLS explained the purchase of a batting cage was not included in the

2015 Budget. The request will be reconsidered for 2016.

Brian stated the League Fees for Fall Softball will be $325.00 per team.

JLS approved selling 1 in-stock softball jersey to a late registrant. 2 the T has agreed to number the shirt for free. Brian stated he would pick up the softball uniforms at 2 the T.

Brian indicated the game schedule is available on the League’s Website.

Baseball/T Ball

An updated Coaches List was not available at this time.

Tom Bair questioned that, since the Cougars have placed a port-a-potty at the Loganville Elementary field, could the JLS port-a-potty be relocated to the Intermediate School. Lori Starz reported that it will cost

$40.00 to relocate the port-a-potty.

Tom Bair stated the School District (Duane Bahn) has approved the placement of a storage-box at the intermediate school. The box will be dug into the ground with rebar inside to discourage theft.

Barb Sweitzer motioned Melissa Hunt seconded to have the port-a-potty relocated as requested.

Unanimously Approved.

There will be 4 Baseball Teams and 8 T-ball Teams this season. It was noted that game schedules must be provided to all sponsors and JLS.

Dave Grove stated Sponsor Yard Signs have been ordered and should be received by May 15 th

. There is concern that the signs may not be here in time for T Ball Season.

Tom Bair asked if names could be added to players’ shirts. Barb Sweitzer stated that would have to be discussed with 2 the Tee. Parents would be responsible for the additional cost.

Barb Sweitzer motioned and Melissa Hunt seconded to waive the late fee for T-ball players registering for Baseball. Those players will be allowed to register at the $60.00 early bird fee. Unanimously Approved.

Crystal Mueller stated she feels that names should be added to all shirts or no shirts. The parents should make that decision.

Barb Sweitzer motion and Melissa Hunt seconded to approve a Mini Coaches Clinic and Meet the Team

Night to be held on April 25, 2015, at the Glenview Alliance Church. Unanimously Approved.

Tom Bair stated the Code of Conduct and Waiver Forms will be collected from everyone at Meet the

Team Night and delivered to Lori.

Dave Grove suggested having a Spring and Summer T-Ball and Baseball Program.

It was agreed that JLS should purchase additional equipment for more T-Ball Teams.

Due to the upcoming changes regarding background clearances, it was agreed to delay any consideration of developing a Summer T-Ball Program until 2016.

Tom Bair suggested holding the programs in the Spring and Fall.

2014 Forfeit Fees - Baseball

Karen Amspacher received a refund of the $200.00 Forfeit Fees for the 2014 Baseball Season. Those funds have been deposited into the JLS account by Lori.

Soccer

Barb Sweitzer motioned and Dave Grove seconded to approve the March 31, 2015, updated List of

Coaches and Assistant Coaches presented by Lori conditioned upon the receipt of satisfactory background checks. Unanimously Approved.

Code of Conduct and Waiver Forms must be submitted to Lori.

2016 Written Uniform Quote

There was nothing new to report on the 2106 Written Uniform Quote.

Commissioner’s Guidelines and Background Checks / All Sports

Brian Crump has signed and returned the Commissioner Guidelines for Softball. Signed Guidelines have not been received for Soccer or Baseball.

Barb Sweitzer asked that Tom Bair present Karen Amspacher with a new copy of the Commissioner

Guidelines at the Meet the Team Night for her signature.

Lori will contact Jeff Sampson concerning the Guidelines for Soccer.

Background Checks for JLS Members

Dave Grove questioned the status of the background checks for the members of the JLS Association?

He just discovered that his background check expired on February 11, 2015. He will complete a new background check prior to the next meeting.

Tom Wolfe and Barb Sweitzer noted their background checks were completed in January, 2015.

Lori agreed to check on the status of the member’s background checks.

Pictures/Plaques/Inky’s Sport Photo

Barb Sweitzer motioned and Crystal Mueller seconded to use Inky’s Sports Photo for individual and team pictures; and, to purchase a 5x7 team picture on a wooden plaque for each T-ball and Baseball sponsor.

Unanimously Approved.

In response to Tom Bair’s inquiry, it was noted that pictures of players cannot be posted on the JLS

Website or on Facebook due to liability issues.

Easter Egg Hunt

The Easter Egg Hunt was held on April 4, 2015, due to the inclement weather (snow) on March 28 th

.

Approximately 100+ children attended. JLS received $15.00 in donations. More eggs were needed for the older age groups.

Kay Shue noted York Township requires pre-registration and a fee to participate in their Easter Egg

Hunt. They also have a nighttime flashlight hunt for the older children.

Dave Grove suggested using the Boy Scouts to help collect donations in the future.

Summer Recreation Program

JLS reviewed the flyer and discussed the programs proposed by Tiffany Vanik. There were a number of revisions recommended for the flyer Eric Behrmann, Wyatt Malone and Kaitlin Hyman will be returning

Counselors. Tiffany would like to have 2 substitutes to fill in as needed.

It was noted that a complete list of names and a recommendation for compensation must be approved by JLS next month. Those individuals must be appointed by the Township in June.

Dave Grove suggested doing a presentation on Bee Keeping. Barb Sweitzer agreed it sounded like an interesting program but expressed concerns about anyone with bee allergies.

Barb Sweitzer motioned and Melissa Hunt seconded to establish fees for the Summer Recreation

Program as follows: $15 for 5 sessions for 1 child, $25 for 5 sessions for 2 children, $35 for 5 sessions for 3 or more children. Any unused sessions may be carried over into the next week. Unanimously Approved.

Lori Starz stated Volunteens under the age of 18 are not required to comply with the background requirements.

Parents Night Out

Lori Starz noted Kelsey McFerran and Gabrielle Keeley will be available for Parents Night Out on May

9th.

Act 132 - New State Requirements for Background Checks

Lori Starz was directed to follow up with Protect Youth Sports concerning the new State Requirements for background checks. This issue will be continued to the May meeting.

York Township Basketball Program

There has been no additional contact concerning the York Township Basketball Program.

This item will be removed from the Agenda.

Proposal for JLS Logo

Nothing to report at this time.

On-line Newsletter

The JLS Newsletter will be updated by Lori Starz and posted on the JLS Website.

New Business

Tennis for Kids

Lori Starz stated a Certificate of Insurance has been received from Tennis for Kids. A signed statement from Tennis for Kids indicating that all the appropriate background checks have been completed will be sent to

JLS prior to the start of the program.

Rev’s Tournament at Jacobus Ball field

Crystal Mueller motioned and Melissa Hunt seconded that, due to a lack of volunteers, JLS will decline operating a concession stand at the Rev’s Tournament. Unanimously Approved.

5 K Color Run

Dave grove stated the 5K Color Run was a success. He feels that JLS should consider participating in some capacity if the event is held again next year.

Status of 2014 JLS Audit

The 2014 Audit is scheduled to be completed prior to the May meeting.

Batting Cage

Crystal Mueller suggested that the Baseball and Softball Programs consider having a fundraiser to purchase a batting cage.

Volleyball League

Tom Wolfe noted he was approached by someone concerning possibly forming a volleyball league.
