SUBJECT TO CALIFORNIA EXTERIOR QUARANTINE 3277
QUARANTINE REQUIREMENTS
Commodities and Items subject to California Exterior Quarantine 3277
Small grains such as barley, oats, and wheat; ear corn; straw and hay, including marsh hay
(Spartina patens), (pelletized hay is not covered); grass sod; grass and forage seed; fodder and
plant litter; used harvesting equipment or machinery; and cut or balled Christmas trees of
Scotch pine (Pinus sylvestris), red pine (Pinus resinosa ), and Austrian pine (Pinus nigra),
including all subspecies thereof.
Exemptions
1. Exemption for Klamath County into Siskiyou and Modoc Counties in California:
a. Regulated commodities and items covered by California Exterior Quarantine 3277 will
be allowed to move freely in the Klamath Basin growing area within Klamath County,
Oregon and Siskiyou and Modoc Counties in California as a contiguous growing area.
b. Regulated commodities and items covered by California Exterior Quarantine 3277 from
Klamath County, Oregon moving into California to counties other than Siskiyou and
Modoc, are subject to the requirements of California Exterior Quarantine 3277.
2. Exemption of Regulated Commodities from Oregon into California:
The following commodities are exempt from all restrictions of California Exterior
Quarantine 3277.
a. Grain sorghum, shelled corn, and soybeans.
b. Small grain seed, grass seed, and forage seed when cleaned and shipped in bags or small
packages (see clarifications).
c. All straw and hay that has been used as bedding for animals during shipment and all
compressed baled hay and straw (see clarifications).
d. Small grains shipped during the period of February 1 to April 30 inclusive, each year.
3. Regulated Commodities and Items Admitted into California if Treated at Origin.
a. Commodities and items covered are admissible into California from the area under
quarantine provided each lot or shipment is officially certified by an authorized
representative of the ODA or the United States Department of Agriculture affirming that
the lot or shipment was treated prior to shipment under official supervision in a manner
approved by the Secretary of the California Department of Food and Agriculture and was
not exposed to re-infestation.
Clarifications
1. For the purpose of this quarantine small grains are barley, oats, wheat, ear corn, rye. For the
purpose of this quarantine the following are not considered "small grains" and are exempt
from the quarantine: millet, rice, sesame seed, flax, grain sorghum, shelled corn, soy beans,
and buckwheat.
2. Straw and hay means straw and hay from the small grains, it does not include alfalfa hay, or
straw from any grain not listed as "small grains." Hay or straw made into wreaths would be
considered a processed product and would be exempt from the quarantine.
3. For the purposes of this quarantine, bales of hay may be inspected and released if no signs of
cereal leaf beetle are found. All compressed baled hay shipments into Califronia must be
inspected at a Border Station and found free of the pest (CLB adults and larvae).
4. For the purpose of this quarantine "seed when cleaned and shipped in bags or small
packages" is exempt from all quarantine restrictions when shipped in bags or packages of
100 pounds or less, regardless of the number of bags per shipment. Bags or packages larger
than 100 pounds would require applicable certification.
Oregon Special Permits for Shipment of Regulated Commodities into California
The ODA has been issued a SPECIAL PERMIT to allow the shipment of bulk small grains
subject to the quarantine into California after 30 days of approved storage for growers and
shippers under a Compliance Agreement with ODA.
In addition, the ODA has been issued a SPECIAL PERMIT to allow the movement of cleaned
seed in closed bags of any size into California.

ODA has staff located in Klamath Falls to witness treatments of equipment, hay and grain and
issue certificate of treatment for entry into California. Services should be schedule in advance
to minimize delays in shipments. Fees for witness verifications will be applied at the scheduled
rate of $60.00/hour with a four-hour minimum when performed during the regular work hours,
after hours, Saturday and Sunday is overtime.
