Pursuant to Section 1.5 of the Berks County Regional Wide Area Network Request for Proposals (E-Rate
470 #160001444) this Addendum #2 contains modest changes to the original document. Addenda and
clarifications are posted on the procurement website (www.berksiu.org/rwan) and the E-Rate portal.
Items addressed in this Addendum are as follows:
1. In an effort to ensure opportunity for all vendors to present and submit best and final proposals,
section 1.5.5 has been amended to make the oral presentations and best and final process
obligatory instead of discretionary, as follows:

After the oral presentations, each respondent will have the opportunity to submit a best and
final proposal that answers outstanding questions, clarifies any specifications and offers final
pricing. The Buyers explicitly understand that best and final submissions may include changes in
price. The Evaluation Committee is committed to the process of entertaining oral presentations
followed by review of each best and final proposal to make award decisions. Best and final
proposals will be due by 3:00 p.m. on December 4, 2015.
Providers still must submit their original submission by 3:00 p.m. Eastern Standard Time (EST) on
November 16, 2015.
Strike the last sentence of section 1.5.5:

The Issuing Officer reserves the right to skip the best and final proposals process and have the
Evaluation Committee evaluate the original proposal submissions.
