AT A WORK SESSION OF THE BOARD OF SUPERVISORS OF NOTTOWAY COUNTY,
VIRGINIA, HELD AT THE COURTHOUSE THEREOF, ON THURSDAY, THE 30TH DAY
OF AUGUST IN THE YEAR OF OUR LORD TWO THOUSAND ELEVEN AND IN THE
236TH YEAR OF THE COMMONWEALTH:

Chairman Simmons called the work session to order at 6:30 p.m.
Supervisor Bowen gave the invocation.
Chairman Simmons states the purpose of this meeting is to discuss the preparation of
several applications for grant funding through the Tobacco Commission and the possible sale of
public property.
Administrator Roark provides information for the Board relating to the projects seeking
the Board’s approval for application:
1 – Switch Grass/Biofuels project: The County has entered into contract with Fred Circle
on a facility to store bulk switch grass, of which he has contracted 1,200 tons to Piedmont
Geriatric Hospital; the application request would be for funding to construct a switch grass
processing plant
2 - Public Policy of Virginia, Charlottesville, VA: Interested in applying for funds to do
processing and assist landowners with the establishment of switch grass crops in the area
Supervisor Vaughn moves to apply to the Tobacco Commission for funding for the
Switch Grass project with Fred Circle. The motion carried as follows:

Administrator Roark informs the Board of new Department of Environmental Quality
regulations requiring financial assurance documents to include the removal of stock pile wastes
such as brush, tires, and white goods; Draper Aden Associates and Robinson, Farmer, Cox
Associates will be preparing the necessary documents.
Supervisor Bowen moves to enter into closed session under Section 2.2-3711A(3) – Sale
of Property, and Section 2.2-3711A(5) – to confer with legal counsel, of the Virginia Code. The
motion carried as follows:

The Board enters closed session at 7:25 p.m.
The Board returned to open session at 8:15 p.m.
Administrator Roark asks the Board to certify the closed session. Members were then
asked to certify the closed session, an affirmative vote meaning that no other subject was
discussed other than that allowed under the above code sections. The motion carried as follows:
