A MESSAGE FROM INTERIM CHANCELLOR RALPH FORD
At Penn State Behrend, you'll often hear talk of a unique "Behrend experience." At the core
of this are a number of distinctions or hallmarks that we think speak directly to what that
special Behrend experience is all about.

Quality: Quality is the ultimate hallmark of Penn State Behrend. We seek to achieve
the highest academic standards and quality, always striving to be better, never
settling for being "good enough." Measures of our success include our challenging
academic environment and our strong track record of excellence in teaching,
research, and outreach.

Student-Centeredness: We value close faculty-student interaction, small classes,
high standards for students, and a supportive living-learning environment. In this
environment, student success is our most important outcome. Faculty and staff

PURPOSE OF HANDBOOK
This handbook will provide, in one document, the information necessary to orient staff to
the University and college. Key areas covered include University and college structure and
organization, the college’s mission and vision, background on and history of the college,
information on facilities, briefings on the major college administrative and academic units,
and a guide to customer service.
UNIVERSITY-WIDE STAFF HANDBOOK
This handbook acquaints staff employees holding either a standing or fixed-term
appointment with the various policies, services, and facilities of the University which will
directly affect them during their careers with the University.
This booklet should answer the questions most frequently asked by employees. It is
prepared as a ready reference. However, it is not intended to be definitive on policy
matters, nor does it grant substantive contractual rights to University employees. More
precise definitions, special cases, and additional details must be obtained from the offices or
publications where materials for this handbook were gathered. The electronic version of the
Employee Handbook (http://ohr.psu.edu/assets/employeerelations/documents/StaffHandbook.pdf) is updated on a regular basis. The official source
documents for policies in effect at the University are in GURU (guru.psu.edu/).

ABOUT THE COLLEGE
At Penn State Behrend, more than 4,700 students benefit from the resources and
opportunities of a major research university provided in a welcoming student-centered
college environment. Students can choose from more than 40 bachelor’s, associate, and
graduate degree programs.
Penn State Behrend is consistently among the top public colleges and universities in
Pennsylvania on a number of important academic measures (based on data supplied to U.S.
News & World Report), and more than 90 percent of our graduating seniors surveyed say
they would recommend us to friends considering college.
Students and faculty enjoy the beauty of our 854-acre campus located only minutes away
from the heart of Pennsylvania's fourth largest city. Campus life is enriched by more than
110 clubs and organizations, 22 NCAA Division III varsity athletic teams (11 each for men
and women), 4 intercollegiate club sports, and 22 intramural sports. Nearly 1,700 students
live on campus in traditional residence halls, suite-style halls, and apartment buildings.
As part of a land grant institution, Penn State Behrend is uniquely positioned to advance the
economic, social, and intellectual welfare of northwestern Pennsylvania through research
and outreach. Annually, the college funds more than $350,000 in undergraduate research
opportunities and operates more than three dozen outreach centers, programs, and
initiatives for business and industry, area school students, and the community.
At the southeastern edge of campus is Knowledge Park. This 100-acre research and
development park houses knowledge-based companies that benefit from the site’s superior
technological infrastructure and Penn State’s strengths in applied research and technology
transfer. At the same time, it provides research, internship, and employment opportunities
for students and graduates of the college.

HISTORY OF THE COLLEGE
Penn State University consists of seventeen colleges, eleven of which are located in
University Park and six of which, including Penn State Behrend, are spread throughout the
state.
Since it opened its doors in 1948, Penn State Behrend has grown from 146 students on a
former farm estate into a thriving academic institution with more than 4,700 students, 50
buildings, and 25,000 alumni.
The Penn State Behrend campus was donated to the University in 1948 by Mary Behrend in
memory of her husband, Ernst, co-founder (with his father and brother) of the Hammermill
Paper Company, later acquired by International Paper. In donating her family’s Glenhill
Farm estate to Penn State, Mrs. Behrend was responding to the need, expressed by a
committee of prominent Erie residents, for a public, co-educational, non-sectarian university
presence in Erie.
The first students to enroll at what was then known as The Behrend Center could complete
only their freshman year at the center. When Penn State reorganized in 1959, the
Commonwealth campus system was established and The Behrend Center became the
Behrend campus of Penn State. Both the enrollments and the physical expanse of the
campus grew throughout the 1960s and early 1970s and, by 1971, more than 1,200
students were enrolled.
On January 20, 1973, the Penn State Board of Trustees granted four-year college and
graduate status to Penn State Behrend, making it the first Penn State location outside of
University Park to achieve such status. Today, the college is a dynamic and growing
institution, and in recent years has added a number of impressive facilities, including a
$10.2 million athletics and recreation center, chapel and carillon, observatory, three
residence halls, Knowledge Park at Penn State Erie, a baseball and softball complex a
soccer-lacrosse complex, and new track and field facilities. The $30 million Jack Burke
Research and Economic Development Center, which houses the Sam and Irene Black School
of Business and the School of Engineering, opened in 2006. The college is now led by Dr.
Ralph Ford, interim chancellor, named to the position in 2015.

EVENT MANAGEMENT SYSTEM
EMS offers a facility-scheduling program integrated with a Web-based calendar system. You
will be able to reserve facilities for events and activities on campus and have them posted to
the college's master calendar.

HOW TO REFER TO THE COLLEGE
On all references, it is Penn State Behrend. Hyphens are not to be used as part of the
college’s name.
LETTERHEAD GUIDELINES
When using pre-printed letterhead, all copy should be aligned with the left-hand side of the
mark’s shield. To achieve this, set the top margin at 2”, the bottom and right margins at
0.75”, and the left margin at 1.18”. This should ensure that the copy is aligned properly
with the left-hand side of the shield and does not exceed the end of the rule on the righthand side of the document.

PENN STATE BEHREND MARKS (LOGOS)
Penn State Behrend has its own signature version of the Penn State mark. The Penn State
Behrend signature mark includes the core Penn State mark with “Erie” under the rule and
directly adjacent to the right side of the shield. The mark cannot be altered in any way with
the exceptions of proportional resizing of the entire graphic and the lengthening of the
central line. The line may be extended to the right as long as needed or shortened to the
minimum dimension, which is no shorter than the word “Behrend.” Also, please note that
“Behrend” cannot replace “Erie” in the mark.

Reversed Penn State Behrend mark:
When the Penn State Behrend mark is reversed, as shown in white against a dark
background, the reverse artwork must be used to achieve the correct reproduction. The
correct reversed mark features a shield with a black background that is outlined in white,
with the lion and the 1855 also in white.
Simply reversing the regular artwork shown at the top of this page will result in an
incorrect version of the mark where the lion and 1855 are shown in black.

CONFIDENTIALITY OF STUDENT RECORDS
Student record information is confidential and private. In accordance with both federal law
(FERPA) and University policy (policy AD11), the University does not release student record
information without prior written consent of the student. The one exception to this is that
the University may release "directory information" items without prior student consent.
Directory information is defined as that information which would not generally be considered
harmful or an invasion of privacy if disclosed. Designated directory information at Penn
State includes the following:












Name
Address (local, permanent residence and electronic mail)
Telephone number
Class level (semester class or level: first-year, sophomore, junior, senior, etc.)
Major
Student activities
Weight/height (athletic teams)
Dates of attendance
Enrollment status (full-time, part-time, or not enrolled)
Date of graduation
Degrees and awards received and where received
Most recent educational institution attended
The following practices are intended as guidelines to safeguard all PSU IDs.
Good Practices
 Do file student records by last name, not by PSU ID number.
 Do insure privacy when asking for PSU ID number. When on the telephone, be sensitive
that the student may not be in a private environment.
 Do ask for only the last four digits of the PSU ID number on exams and other documents
when needed to identify different students with the same name.
 Do properly dispose of all papers and documents that contain the PSU ID number.
Bad Practices
 Do not ask for the PSU ID number on any document that will be viewed by anyone other
than a University employee with an educational need to know. Examples:
o On exams or homework, if other students may see the exams or homework of their
classmates
o On attendance rosters, especially if the roster is passed around the classroom
o On questionnaires, surveys, and other documents soliciting additional personal
information
o On checks payable to the University or to the student
 Do not include the PSU ID number in the subject line of e-mail messages or in the body
of e-mail messages.
 Do not ask for the PSU ID number in a face-to-face setting where others may hear the
student speak their PSU ID.
 Do not ask for the student ID number simply as a matter of convenience.
 Do not recycle any document or computer print-out that contains the PSU ID number.
Such documents must be properly destroyed by shredding.
 Do not release information over the telephone based on the caller providing the PSU ID
number. Do take additional steps to insure that the caller is whom they claim to be.

THE IMPORTANCE OF CUSTOMER SERVICE
Introduction
Good customer service is the lifeblood of any organization. Higher education, including Penn
State Behrend, is no exception. Whether you realize it or not, we must work hard everyday
to recruit or “sell” the college to our potential customers (students, parents, high school
counselors and teachers, etc.). And further, once “customers” have selected the college we
must continue to provide excellence in customer service in order to retain them, through
the provision of:
 high quality teaching;
 high quality facilities;
 high quality services through our support units;
 broad access to exceptional out-of-class experiences;
 and so on.
In case you weren’t aware, everyone at the college plays a key role in our success:
 the groundskeeper who makes the campus so beautiful and inspiring;
 the mailroom staff who make sure packages from home get to our students;
 the staff member who finds a new way to solve a problem;
 the technician who makes sure that labs and equipment are ready to use;
 the faculty member who challenges students, but at the same time provides an
appropriate level of support;
 and so on.
We must ALL WORK TO OVER DELIVER on our customers’ expectations.
We must ALL GO THE EXTRA MILE to assist our customers, whether in face-to-face,
telephone, online, or other interactions.
We must NEVER BECOME COMPLACENT – there is always a competitor somewhere that is
working harder than we are at excellence in customer service.
In the end, EVERY STUDENT WE RECRUIT OR RETAIN IS IMPORTANT TO OUR
SUCCESS.
So please work to make excellent customer service part of everything you do.
Following is a telephone tip sheet that should help you in your journey to
excellence in customer service.

GENERAL TELEPHONE CUSTOMER SERVICE TIP SHEET

Please remember that most of the telephone customer service tips listed below
apply in general to all interactions with customers – first impressions drive
customer perception and perception can fast become reality in the customer’s
mind – we may not get a second chance!

Always try to make the experience positive for you and the caller

Remember – you are the voice of Penn State Behrend to the caller, the first
impression in many cases – you set the tone for the conversation

Always answer promptly, within three rings

Use a standardized salutation for internal and external calls
o Penn State Behrend Division of Student Affairs, Mary speaking.

Try to use the caller’s name
o Thanks for calling, Jim, I’ll get that answer for you right away.

Use a pleasant voice

Give the caller your full attention – every call is important to the caller!
o Do not multitask during phone calls
o Use face-to-face skills
o Practice good listening skills
o Avoid interrupting (perhaps ask instead if you may interject)
o Minimize background noise and interruptions
o Ask if speakerphone is acceptable

Give the caller time to respond by using “wait time”
o Breathe in and out and then re-engage

Enunciate and modulate
o Speak clearly and adjust your voice and tone appropriately

Avoid jargon, acronyms, slang, obscure words
o Common Behrend acronyms: DUS, FTCAP, FAFSA, CE, User ID, SEET
o Obscure, “inside” words: bursar, drop/add, change of assignment

Remember time zone differences

Avoid blind transfers:
o Exceptions: when a caller simply asks for a specific office and asks no followon questions
o Always ask the caller if you may put them on hold for the transfer

Always announce the caller to the transferee by name so that the transferee
can greet the caller by name and always indicate to the transferee what the
caller is calling about
 Hi Pam, it’s Tracy here. A student, Joan Smith, is on the phone and
has a question about how to pay her bill.
If the transferee is not available, ask the caller if he or she would like to
leave a traditional message (paper version) or a voicemail message
When transferring to voicemail use the following procedure to avoid any
further rings for the caller
 “Transfer”

Deal with irate callers appropriately – follow the ASAP system
o ACKNOWLEDGE that the caller is upset
 I can (tell, see, hear) that you are upset; do not say you understand
how the caller feels
o Tell the caller that you will work with him or her to arrive at a SOLUTION
o ASK the caller if she or he has ideas for a solution
O Practice PATIENCE

When ending a call you should:
o summarize the conversation to make sure you heard things correctly
 Okay, Bart, we’ll see you and your mother at the Open House on
October 22 at about 10:00 a.m.
o give a directive, next steps
 Your next step is to meet with your adviser to find out what classes
you should take.

NEW STAFF ORIENTATION CHECKLIST
This checklist includes recommended skills, knowledge, and other items for which new
employees should receive an orientation. Many of the items on the checklist can be covered
within your unit. If you need collegewide assistance, please contact the senior associate
dean (rwl2@psu.edu).
Prior to the first day of employment and start of the orientation process listed below, all new
employees should contact the Human Resource Office (898-7233) to complete all

The Personal Counseling Office provides critical support
services for students as they confront the developmental tasks
concomitant with their educational experience. By providing
psychological services with a psychiatric component, outreach,
consultation, and supervision of graduate interns, the Personal
Counseling Office strives to meet the needs of students on an
education-prevention-remediation continuum. The office’s
primary mission is to be an essential resource for students who
seek assistance in dealing with matters ranging from transient
concerns to major crises. In addition, the Personal Counseling
Office contributes to the educational mission of the University:
 by establishing consultative liaison opportunities with
faculty, staff, student life personnel, student organizations,
and other services located on and off campus which serve
as additional resources for student success;
 by providing internship experiences for graduate students
in the helping professions.

 WP$E AM 1450 is a 1,000-watt commercially licensed radio
station serving Erie County, Pennsylvania. WP$E centers its
programming on business issues. (See also individual

 Educational outreach programs, such as Minority College
Experience, Women in Science and Engineering, and Math
Options.
 Pennsylvania Sea Grant promotes public awareness and
solution of coastal-related environmental and economic
issues in the Commonwealth’s Lake Erie and Delaware
Estuary watersheds. (See also individual description.)
 Knowledge Park at Penn State Erie, a 100-acre area of
campus reserved for knowledge-based organizations, allowing
them to locate near and take full advantage of the college’s
intellectual and physical resources. Park tenants are closely
linked to Penn State Behrend.
The office also oversees a series of outreach centers:
 Applied Research & Design Center provides state-of-theart applied research and technology transfer to benefit
industry in areas related to computer, electrical, mechanical,
and software engineering
 Economic Research Institute of Erie (ERIE) collects,

analyzes, interprets, and disseminates data and the resulting
knowledge related to Erie County’s economy to provide an
enhanced understanding of the regional economic structure
and its relation to the national and international economies.
 The Institute on the American Dream explores the bright
and dark sides of individual, ethnic, and national dreams.
The institute defines, analyzes, and compares dreams, seeks
their origins, and evaluates who wins and who loses under
the various definitions.
 K-12 Engineering Outreach Center coordinates the
school’s Science, Technology, Engineering, and Math (STEM)
outreach activities to school-aged youth.
 Medical Plastics Center of Excellence focuses on
education and applied research related to the use of polymers
in the medical field. Activities include material testing,
computer modeling and process simulation technology, and a
simulated modular clean room that houses a liquid silicone
rubber-molding machine.
 PA Aggression Reduction Center focuses on promoting
positive developmental outcomes by providing cutting-edge
research, education, training, and resources to educators,
social service providers, students, and parents in the area of
bullying prevention and prosocial behavior development.
 Partnership Erie provides non-profit organizations in the
Erie region with complimentary Web planning, development,
hosting, and maintenance services while providing Penn State
Behrend students with practical Web development
experience.
 Susan Hirt Hagen Center for Community Outreach,
Research, & Evaluation (CORE) provides high quality
research and evaluation for the social service base of
northwest Pennsylvania through cutting-edge evaluations of
program effectiveness, identification of best practices, and
grant-writing services.
 Young People’s Chorus of Erie (YPC) provides children of
diverse abilities and backgrounds a comprehensive choral
music experience as a way to further their personal and
artistic growth and to foster cross-cultural understanding.
