Note:
Currently all the interested companies are requested to submit their RFQ for survey and design only, once survey
and design is completed, RFQ for construction will be re-announced
Topography Survey:
1. Before going to the site contractor must have a meeting with IR engineer and some other key staff.
2. Contractor is required to do detail Topography survey of the site as per the requirements, the attached
plan shows us the location of which topography survey is needed.
3. For find a well graded and smooth access road some further topographic survey may be needed shall do it.
4. Contractor shall do the survey of the land in which we can easily implement the shelter program.
5. Streets width shall be (8 to 10) meter but still contractor is required to discuss the issue with the City
Development Directorate Bamyan.
6. Plot size should be large enough for implementation of the attached UNHCR shelter plan but shall be
discuss with the City Development Directorate Bamyan.
7. Some possible access road locations are shown but still contractor is required to do a detail survey to find
an easily gradable and cost effective alignment and location.
8. The access road width shall be 10 to 15 meter but still contractor is required to discuss this issue with the
City Development Directorate Bamyan.
Design
1. Once contractor collect site survey data he/she must arrange a meeting with IR engineer and some other
key staff.
2. For making the project more feasible contractor is required to share his ideas with IR engineer and some
other key staff.
3. Water tank shall be large enough to give water to the whole town at least for 2 days when submersible
pumps is damaged people will use the water for some time.
4. Water tank shall be constructed on top of the hill in reasonable height.
5. Water tank shall be strongly designed and to avoid water freezing water tank shall be designed well
isolated.
6. The attached shelter design is done by UNHCR and it shall be adopted but some of the drawings are in PDF
file format and some are in Excel format contractor is required to draw them in Auto Cad file format then
convert to PDF file format.
7. Apart from hard copy Contractor is required to submit all the drawings in soft ( Auto Cad and PDF ) format.
8. The design shall includes but not limited to ( water supply net work, surface water drainages, culverts,
retaining walls, street roads, cut/fill of roads, streets design, toilet and shelter based on UNHCR standard,
water tank, well house, tube well, hand pump on tub well, shelters, toilet, finding of submersible pump
capacity ,… etc.)
9. Proper and standard calculation and detailed estimation shall be done for each part of project.
10. Beside of technical design and calculations contractor is required to make 3D model of single shelter, 3D
model of the whole town, rendered images and single shelter and whole town, people, and care animation
videos for all possible items of the project.
11. Detail quantities and survey shall be submitted to IR office.
12. Contractor is required do the design works in Civil 3D, and Auto Cad 2010/2014.
13. The design works shall be completed in five stages (20%, 40%, 60%, 80% and 100%) and after finishing of
each stage contractor shall have a technical meeting with IR engineer and some other Staff for dong further
work.
14. Contractor shall follow all the instruction which will be given in the documents and meeting without adding
and thing in the cost of designing work contract.
15. Walls of the shelter shall be made of sun dried brick.

2.0
Instructions to Bidders
2.1 Bid Price
Local taxes as under will be applicable and deducted at source:
(i) Business Receipt Tax @ 7% of contract value for bidders not registered in Afghanistan and @ 2%
of contract value for bidders registered in Afghanistan (With AISA)
a) The bid will be for the design of 200 shelter colony including road ways and water supply system
in Bamyan .
b) The Prices shall be quoted in Afghanis only.
2.2 Validity of Quotation
Quotation shall remain valid for a period not less than 10 to 20 days after the deadline date
specified for submission.
2.3 Terms and Conditions of Supply
BOQ of Shelters provided in ANNEX A, Design of the Shelters provided as a separate attachment
in a folder.
Deep well pipeline system detailed is attached named as an ANNEX B.
2.4 Documents to be submitted along with quotation
You are requested to submit the following documents signed by a duly authorized representative
of your firm with your quotation:
(i)
Price/Delivery Schedule
(ii) Terms and Conditions of Supply
(iii) Business Registration Certificate issued by Ministry of Commerce
(iv) Catalogue/Technical leaflet /Specifications of the product offered.
2.5 Deadline and address for submission of quotations
You are requested to submit your quotation for full quantities along with all the documents listed
above latest by 02.00PM hours Afghanistan Local Time on May 18 , 2014 at the address given in
Para 6.0 below. Offers received after this date and time will not be considered. Quotation shall be
in writing and submitted in hard copy by post/courier/in person (in sealed envelope)
3.0
Qualification Requirements of the bidder
The bidder shall be an established distributor/retailer/dealer of the Equipments.
4.0
Evaluation of Quotations
4.1
The Purchaser will evaluate and compare the quotations which are determined to be
substantially responsive and conform to the specifications and terms & conditions
stated in this quotation.
4.2
The Quotations will be evaluated (ranked) on Afghani Kabul Price.
5.0
Award of contract
5.1
The Purchaser will award the contract to the bidder whose quotation has been
determined to be substantially responsive and who has offered the lowest evaluated
price.
5.2
Notwithstanding the above, the Purchaser reserves the right to accept or reject any
quotations and to cancel the bidding process and reject all quotations at any time prior
to the award of contract.
5.3
The bidder whose bid is accepted will be notified of the award of contract by the
Purchaser prior to expiration of the quotation validity period. The terms of the accepted
offer shall be incorporated in the purchase order.

Annex. “A”
Terms and Conditions for Supply of Goods
Project Name: Islamic Relief Worldwide, Country Office Afghanistan
1.
Price Adjustment: The prices indicated will be firm and fixed and are not subjected to any
adjustment for the duration of the contract.
2. Country of Origin: The supplier will be required to furnish at the time of delivery a Certificate of
Origin for each item evidencing the origin of the items.
3.
Delivery Schedule: The time is the essence of the contract and therefore the delivery of goods
should be completed within 1 weeks of purchase order.

5.
Warranty: Manufacturer’s commercial warranty / guarantee of at least three years shall be
applicable to the supplied goods. The manufacturer shall also be required to have service facility
in Afghanistan or in an adjacent country.
6.
Failure to Perform: The Purchaser may cancel the Purchase Order if the Supplier fails to deliver
the Goods, in accordance with the above terms and conditions, in spite of a 21 day notice given by
the Purchaser, without incurring any liability to the Supplier. If the Supplier fails to perform, the
Supplier will be blacklisted and not eligible to participate in any Government procurement
tenders/bids for a period of two years.
