COMMITTEE OF THE WHOLE MEETING
TUESDAY, NOVEMBER 25, 2014
The Committee-of-the-Whole Meeting of the City Council of the City of
Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey,
on Tuesday, November 25, 2014.
The meeting was called to order at 6:40 p.m. by Mayor John Labrosse and
he asked the City Clerk to call the roll.
Present:
Mayor John P. Labrosse, Jr., Deputy Mayor Canestrino,
Councilman Battaglia, Councilman Sims, Councilwoman Rose Greenman, City
Attorney Thomas Scrivo and City Manager David Troast were in attendance.
Ms. Karlsson: “In accordance with the Open Public Meetings Act, Chapter
231, Laws of 1975, adequate notice of this meeting was provided by sending a
notice to The Record and the Star-Ledger and by posting a copy on the Bulletin
Board in City Hall."
Manager’s Report:
Right Turn Prohibition (Vreeland Avenue/Hudson Street) – Scheduled
to be introduced at the Regular Meeting.
2014 Community Development Applications – A listing was provided
for your review, no city funds will be used for these grants.
Rent Stabilization Board – This board needs to be re-energized with
membership and counsel.
Foschini Park Termination of Deed - There will be a resolution on
tonight’s meeting authorizing the manager to sign.
Rules of Order Ordinance 44-2014- Ordinance will be on for tonight’s
meeting.
Pension Funding- Resolution expressing the importance to recognize the
strength of Local Pension Funding will be on the meeting tonight.
2015 Road Resurfacing Program – There is a CDBG Grant for
$566,000.00 for the following streets – Lodi Street, Jackson to Green, South

Newman Street, Lodi to Dead End, East Camden Street, Main to Foschini Park,
Clinton Place Linden to Main
Illegal Dumping Signs - Ordinance to be amended.
Interlocal Agreement with Lodi re Porter Avenue – Agreement has been
reached and we are still waiting to hear from the Department of Community
Affairs to answer a question on this matter.
Fire Department Boiler – It needs to be replaced, we do have the funds.
It is at least 50 years old.
Mayor stated that the road resurfacing is a long time coming.
Councilman Battaglia wanted to know if the hospital would contribute any
funds toward the paving of Prospect Avenue.
Deputy Mayor stated that are there any active members on the Rent
Stabilization Board? Seems they have lost interest, we need to reach out to the
larger apartment buildings for members. Also wanted to know if the Celebration
Committee was still active?
Councilwoman Greenman wanted to know why now are we introducing
the Rules of Order Ordinance.
The City Manager stated that we have been challenged and we need to
have an ordinance in place.
Councilwoman Greenman stated this has been going on for 15 months,
we have had drafts, just why now, why tonight?
A motion was made by Deputy Mayor Canestrino and seconded by
Councilman Sims to open the meeting to the public.
Regina DiPasqua – Parker Avenue – Yeah on the paving of the streets!
Rules are a good thing. Raking of the leaves – you rake your leaves to the street,
then the wind comes blows them all back and sometimes not onto your property
but across the street, depending on the direction of the wind. Can we get some
sort of plastic container? Has there been a leaf pick up yet? I know it ends on
December 13th, not a lot of time. It is a problem.

Mr. Jackson- I never expected to be in the situation that I am in now, but
I am sure it will turn around. I am looking for work. We need a “potty place” in
the parks just like in New York. We can us the CVS restroom, but the homeless
need a place in the park. Can we use the bus terminal? Could we please find
another place in the city to use as a shelter?

As no one else wished to be heard, a motion was made by Councilman
Sims and seconded by Deputy Mayor Canestrino to close the public portion of
the meeting.

A RESOLUTION CALLING FOR AN EXECUTIVE MEETING OF THE CITY
COUNCIL FOR THE FOLLOWING PURPOSES:
WHEREAS, the Mayor and Council of the City of Hackensack deem it necessary to
discuss certain actions under Section 7b7 & 7b8 of the Open Public Meetings Act which pertains
to matters falling within attorney-client privilege, on-going litigation and personnel matters
concerning the employment of a current or prospective public employee(s).
WHEREAS, the Mayor and Council of the City of Hackensack is of the opinion that such
circumstances may presently exist; and
WHEREAS, the City Council wishes to discuss the following issues:
1. Personnel Matters –
2. On-going Litigation – Selective Insurance, Rottino, Heck
3. Matters involving attorney/client privilege

NOW THEREFORE BE IT RESOLVED that the Mayor and Council of the City of
Hackensack deem it necessary to exclude the public from this discussion. The outcome of the
discussion will be disclosed within 90 days or at such time as the interests of the City do not
require confidentiality.
