INSTRUCTIONAL PERSONNEL PERFORMANCE APPRAISAL SYSTEM

Terminology

Annual Evaluation:

All instructional personnel receives an annual evaluation in the spring that reflects the collected evidence of formal and informal observations. The points attributed to the annual evaluation of professional practices is 45 points. The original signed copy is submitted to the District.

Formal Observation:

The supervisor observes the evaluatee’s classroom teaching practices for a minimum of 20 minutes. The formal observation is scored by the supervisor. Additionally, the supervisor is required to have a pre-conference, where the evaluatee can explain the lesson, as well as a post-conference, where the supervisor provides specific feedback to the evaluatee. The postconference must take place within 10 days of the formal observation.

Evaluatee:

Instructional personnel who is being observed or evaluated.

Informal Observation:

The supervisor and/or a colleague observes the evaluatee’s classroom teaching practices ideally for 15 minutes. The informal observation is scored by the supervisor; however, only written feedback is provided if the informal observation is completed by a colleague. A pre-conference is not required. If the supervisor conducts the informal obsesrvation, he/she is required to give specific feedback to the evaluatee within 5 days of the informal observation.

Interim Evaluation:

Any instructional personnel, with 3 or more years of experience (instructional personnel in their fourth year or beyond), who is experiencing difficulties within any one or more dimensions of the professional practices receives an interim evaluation. This can take place at any time during the school year. A teacher who is experiencing difficulties is defined as earning an overall score of 4.5 or less within any one dimension. This document is kept at the school/site.

Midterm Evaluation:

Any instructional personnel with 0-2 years of experience (instructional personnel in their first through third year) receives a midterm evaluation in December that reflects the collected evidence of formal and informal observations. The points attributed to the annual evaluation of professional practices is 45 points. If support is necessary for a dimension of 4.5 or less, the midterm evaluation thus becomes the interim evaluation. This document is kept at the school/site.

Professional Development Assistance Plan [PDAP]:

The Professional Development Assistance Plan may be given to any teacher who may be experiencing difficulties in any one or more dimensions. A PDAP is triggered by a score of 4.5 or

less in any one dimension. An evaluatee could have more than one PDAP depending on the areas of weakness. All PDAPs are kept at the school/site.

Summative Evaluation Part 1:

The evaluation piece that totals the professional practices points, which is 67 points. This portion of the evaluation is completed in the spring of the current school year. The Summative

Part 1 evaluation includes: Professional Practices Dimensions (45), Professional Growth Plan

[PGP] Development (8), PGP Implementation (10) and Collaborative and Mutual Accountability

[CMA] (4). The original signed copy is submitted to the District.

Summative Evaluation Part 2:

The evaluation piece that totals the professional practices points with the student achievement points for a total score of 100 points. The student achievement piece, also known as the Value

Added Model [VAM], is worth 33 points. The summative evaluation part 2 determines whether the evaluatee is highly effective, effective, in need of improvement or unsatisfactory. This portion of the evaluation is completed in the fall of the next school year. The original signed copy is submitted to the District.

Supervisor:

The instructional leader who scores the informal and formal observations. The supervisor completes the evaluation for the evaluatee.
