New Opportunities for Renewable Energy Projects
Recently enacted legislation in Massachusetts expands the incentives to produce electricity
through the development and financing of wind, hydro, solar and anaerobic digestion
projects. How have current incentives been changed and expanded? Which projects will
qualify and what will the process be to get qualification? What will these projects mean for
future market prices for renewable power? What other new policies will be studied in the year
ahead and what might these policies mean for renewable energy development?
For this joint Environmental Business Council (EBC) and Northeast Energy and Commerce
Association (NECA) event, former DOER Commissioner David O’Connor will moderate
presentations by key legislators, project developers, utility managers and financiers who will
describe the details of this new legislation and offer their assessments of its impact on the
regional marketplace for renewable energy.

David O’Connor is the Senior Vice President for Energy and Clean Technology at ML
Strategies, a subsidiary of the law firm Mintz Levin. He helps energy companies understand
and influence emerging public policies to improve their competitive position. Most recently,
he served as the Commissioner of the Massachusetts Division of Energy Resources where,
among other things, he was responsible for designing and directing the state’s energy
efficiency and renewable energy programs.
Prior to this, David founded and directed the Massachusetts Office of Dispute Resolution, the
first state agency in the U.S. created to resolve non-labor, public and environmental disputes.
He also served as chief mediator for the New England Environmental Mediation Center, the
first regional environmental mediation service in the United States. David received his
undergraduate degree from Middlebury College in Vermont and his Masters in Public
Administration from Harvard’s Kennedy School of Government.

James Daly is Vice President Energy Supply at Northeast Utilities (NU). In this capacity, he
is responsible for managing power and natural gas supplies to some 3.0 million electric and
0.5 million natural gas customers in CT, MA and NH. Mr. Daly is also responsible for
renewable energy and fuel supplies to circa 1,200 MW of power generation as well as
representing NU in various industry forums charged with the development of efficient and
competitive energy markets.
He has 32 years of experience in the energy industry in Europe, Asia and North America. He
has held executive level positions in consulting, competitive and regulated energy
companies. He graduated from Trinity College Dublin, Ireland with a Bachelor Degree in
Electric Engineering and from University College Dublin with a Masters in Industrial
Engineering.
