INTRODUCTION These papers are designed to give you as much information as possible to allow you to prepare for the races and to assist you with the planning of your arrival at the race ports. Each port has provided specific information which you will be required to follow. The Arrival Arrangements for Varna should be studied very carefully. Further detailed information will be provided later for follow-on ports. Because of the volume of paper that will build up as the races begin, it is strongly recommended that each vessel appoints one officer to be responsible for the paperwork. He should advise the Captain/Master on what affects him. He should ensure that everyone on board gets the maximum benefit from the many invitations and arrangements that have been made for the vessels taking part. Liaison Officers will be available in each port to come on board and assist in the interpretation of the papers issued by that particular port. 2. If you have an earlier edition, destroy it! Copies of the Rules are also available online on the Captains’ Page at www.tallshipsraces.com/captainspage 2.2 Advance Notice The Advance Notice was published in February this year and is to bring you information about the plans made so far for SCF Tall Ships Regatta 2014 and associated events. This is also available online at www.tallshipsraces.com/captainspage 2.3 Captains’ Manual Each host port will produce a Captains’ Manual that will have full details of the arrangements in their port. A printed copy will be issued to each ship in the previous port, but the Captains’ Manuals will be available in advance on-line on the Captains’ Page at www.tallshipsraces.com/captainspage 2 2.4 Crew Lists Rule 12.1 of the Racing & Sailing Rules 2014 Edition explains the requirement. Captain/Masters are reminded that no vessel may start a Sail Training International Race until her Crew List has been handed in to the Sail Training International Race Office. Please remember the age rules and how they affect your vessel and no person under the age of 15 is to be on board during a race, cruise-in-company or associated events. The official deadlines for arrival in port are as follows, and there are penalties for being late: Varna Novorossiysk Sochi Constanta - 1200 Hrs (local time) Wednesday 30 April 1200 Hrs (local time) Friday 9 May 1200 Hrs (local time) Wednesday 14 May 1200 Hrs (local time) Saturday 24 May 2.5 Vessel Life Saving Appliances Check List It is essential that the Captain/Master completes the Vessel Life Saving Appliances Check List and hands it in to the Sail Training International Mobile Race Office in Varna, Novorossiysk and Sochi within 12 hours of the stated deadline for arrival in port as published. Failure to do so will incur a Standard Time Penalty or lead to disqualification. 2.6 3. Sail Training International Memorandum on Safety RACE PENNANTS RACE PENNANTS WILL ONLY BE ISSUED TO A VESSEL ONCE A COMPLETED CREW LIST AND VESSEL LIFE SAVING APPLIANCES CHECK LIST ARE RECEIVED BY THE SAIL TRAINING INTERNATIONAL RACE OFFICE AND THE VESSEL HAS PASSED ITS INSPECTION. 4. SHIP’S ENVELOPE On arrival at Varna and Sochi, Captains/Masters are to report to the Sail Training International Race Office and collect their ship’s envelope. Vessels that have done Race 1 and are also taking part in Race 2 must collect a second envelope in Sochi. These envelopes will contain: 4.1 Sail Training International Sailing and Communications Instructions This document includes information about the race start and a list of vessels taking part. An updated communications schedule will be issued at the Captains’ Briefings in Varna which will be held at 1500hrs on Friday 2 May, in Novorossiysk at 1500hrs on Sunday 11 May and in Sochi at 1500hrs on Saturday 17 May. 4.2 Race Declaration Forms A Race Declaration form must be completed, signed where indicated and handed in to the Sail Training International Race Office as soon as possible after finishing the race and arrival at Novorossiysk and Constanta. Failure to do so will result in the vessel receiving a Standard Time Penalty or being treated as having failed to complete the course. It is the Captain/Master’s responsibility to ensure that the Race Declaration Form is delivered to the Sail Training International Race Office. 3 SECTION 2 VARNA WEDNESDAY 30 APRIL – SATURDAY 3 MAY 1. PROCEDURES All vessels upon arrival should advise Varna Traffic Control (by fax +359 52 602317 or e-mail vsltraffic_vn@bgports.bg) and Varna Pilot (e-mail vn.pilot@mail.bg) about their ETA at least 24 hours beforehand. The message shall be prefixed by TALL SHIPS VESSEL and include: Ships’ name Draft Gross Tonnage LOA Date and Time of Expected Time of Arrival of the vessel Requirements for Pilot and/or Tugs Last port of call Origin of message. Vessels should contact Varna Traffic Control (VHF Ch.16/11) 2 hrs prior of arrival pilot’s embarking position. Pilot will embark about 1 n. mile East of breakwater light. However pilots will be available to all ships requesting this service. 6. PILOTS Pilotage is compulsory for vessels above 100 GT. Pilotage is free of charge. 4 7. TUGS Tugs will be available on request and/or according to pilot’s recommendations. Tugs must be informed 2 hrs before arrival/departure (please, see Arrival Procedures above). Tugs are free of charge once in and once out. 8. IMMIGRATION & CUSTOMS PROCEDURES IMMIGRATION Please note the following information on Immigration is applicable to vessels entering the port from a foreign voyage outside the country. As Bulgaria is not yet in Schenghen area the rule for minimal or non check of ships coming from EU ports is not valid. All ships are obliged to pass a border check on their first arrival/departure to/from Bulgaria. Case A According to Bulgarian legislation the registry documents of the vessels are checked by border police on entry in Bulgarian territorial waters or in the ports. If the vessel is written as “Passenger/Cruise vessel”, “Training vessel”, “Cargo vessel”, “Offshore support vessels” or other cases when the vessel has to have a professional crew, the ships are treated in a similar way and they need to present all the documents listed in the IMO convention. (2 crew lists with seafarers documents, 2 passenger lists, IMO general declaration, Nil list, Last 10 ports of call list). Case B In cases when the vessel is written as a “Pleasure craft”, “Pleasure boat”, “Pleasure yacht” or in another way connected to pleasure or free time, when the crew has to have the necessary documents for steering a vessel, but does not have to be professional crew, the vessel is treated as pleasure craft. The owner or the “Captain” of the vessel has to present before the border police authorities 2 copies of the “Control Form for Pleasure Boats” form, copies of registration and ownership documents. Case C In cases of Military Vessels you will find the applicable rules described below. Applicable rules for the vessels described in Case A: Crew and trainees which are in possession of seafarers documents should be entered in Crew List as Crew Members. Passengers, if any and other people present on board should be listed in Passengers List. Crew members/trainees/ listed into the Crew List and holding a Seaman’s Passport/Seaman’s Book do not need a visa, except if they are joining or leaving the vessel. Passengers and other people on board holding international passports, listed in a passenger list should have a visa for entering and stay in Bulgaria in their international passports in all cases different from: They are EU country citizens (EU citizens may enter Bulgaria with passport or ID) They are not EU citizens but are in possession of valid Schengen Visa, or valid EU Residence Permit: They are citizens of countries in the following list: Australia, Albania, (el. Passport), Andora, Antigua and Barbuda, Argentina, Barbados, Bahamas, Bosnia and Hertsegovina (el. Passport), Brazil, Brunei, Vatican, Venezuela, Guatemala, El Salvador, Israel, Canada, China (Makao), China (Hong Kong), South Korea, Costa Rica, Mauritius, FYROM, Malaysia, Mexico, Monaco, Nicaragua, New Zealand, Panama, Paraguay, Puerto Rico, San Marino, USA, St Kitts and Nevis, Seychelles, Singapore, Serbia, Taiwan, Uruguay, Honduras, Chili, Japan. Those trainees (without Seafarer’s documents) and passengers, both citizens of countries different from the above listed, need visa and should come to Bulgaria with International passport. 5 Note that it is responsibility of every individual to obtain any visa that may be necessary for the ports visited by the ship. Also according to the Bulgarian legislation it is responsibility of the ships captain/crew to check if the passengers listed in the passenger list have all the documents needed for the ports visited by the ship and failure to be in possession of such documents may result in penalties for the ship’s captain or ship owner. Regulations governing visas are liable to change. Availability of copies of the visa or visa number, issuing country and validity will be highly appreciated in order to reduce the time for formalities. If there are any crew changes during ship’s stay in the port the captain/ship owner should inform for those the border police authorities via the Agent of the vessel. Applicable rules for the vessels described in Case B: According to Bulgarian legislation all people present on board a pleasure craft are treated as passengers and should fulfil the above requirements concerning passengers. This includes persons with seafarers’ documents: all persons, regardless of position on the vessel, will require a visa if not a citizen from exempted country. The information about the vessel and the people present on it is to be written in the “Control Form for Pleasure Boats” (details are on the Captains’ page of the Sail Training International website and will be in the Captains’ Handbook published on the Sail Training International website in due course). During the boarder check the border police authorities may need copies of other documents like registration, ownership documents and other. Applicable rules for the vessels described in Case C: Military vessels According to the Bulgarian legislation, the corresponding Ministry of the country of origin of the ship should apply for permission for stay in Bulgarian territorial waters and ports from the Bulgarian Ministry of Defence. After this permission is granted the ship will be guarded by Military police representatives. The Seafarers on board of these vessels are not subject to boarder checks but nevertheless a crew list is presented to Boarder police authorities. Only in case of crew changes in the port, a Travel Order, with name, number of military document, for the seafarers should be presented to Border police representatives accompanied by list with the names and numbers of military documents of the seafarers leaving the ship. Please note that all ships will be cleared out by Immigration Officers for departure from Varna to Novorossiysk. NOTE: The ship’s captain is responsible for ensuring that all those on board his vessel have the correct and appropriate documentation. CUSTOMS No luggage, goods or currency can be received from ships ashore or handed to other vessels without the permission of the customs authorities except for loading, unloading or safety equipment. The following are subject to bans, restrictions and specific control: ● Weapons, ammunition, explosives ● Poisonous substances or substances with strong effect ● Narcotics, intoxicating, hallucinate substances ● Protected species of animals and plants ● Artefacts of historical, archaeological and artistic value ● Excisable goods/tobacco and tobacco products, alcohol and spirits, coffee and tea, perfumery, precious metals and precious metals ware, medicines, except for those for medical aid ● Articles for temporary import and those of considerable value are subject to obligatory declaration 6 Import regulations: Free import to passengers and crewmembers arriving by LAND OR SEA from non-EU Member States (incl. Canary Islands, Channel Islands and other similar territories): Prohibited: Products of animal origin, not originating from an EU Member State, Andorra, Liechtenstein, Norway, San Marino or Switzerland, are not permitted to be imported into an EU Member State, with the exception of limited amounts from Andorra, the Faeroe Isl., Greenland, Iceland and small amounts of specific products from other countries. For full details please see Terms & Definitions, section 5. Customs, or refer to the website of the European Union, http://europa.eu/. Pets: Cats and dogs are subject to special regulations (EC) No. 998/2003 of the European Parliament and the Council. Currency rules 1. No restrictions if arriving from or traveling to another EU Member state. 2. If arriving directly from or traveling to a country outside the EU: amounts exceeding EUR 10,000 or more or the equivalent in another currency (incl. banker's draft and cheques of any kind) must be declared. The Master is obliged to deliver declaration for the Bulgarian currency he has received through the ship agent and distributed between the crew. Please note that the Master is totally responsible for bonded stores. Customs officers may inspect ships for prohibited goods. Restrictions There are no restrictions for passing through Bulgarian waters except to follow the separation zones on the appropriate charts. 9. BUNKERS Tax free fuel will be provided by truck or by bunker barge. Payment on delivery. Please contact your Liaison Officer or Agent and order bunker in advance. 10. FRESH WATER Fresh water will be available at berths during the days of visit. Fresh water is provided free of charge, but economy of use is requested. 11. ELECTRICITY Electricity will be available free of charge at all quayside area. 12. WASTE At all berths bagged dry ship’s waste will be collected between 07.00 and 09.00 hrs daily. Large containers in berthing area will be also available. Garbage must NOT be left on the quays, pontoons or on access ways to them. Garbage must NOT be left out overnight or after the daily collection has been made 7 13. POLLUTION Oil pollution legislation imposes strict control over the discharge of oily mixtures and wastes. Any vessel causing or sighting such pollution is obliged to report immediately all details to the port authorities. Your Liaison Officer should be notified. 14. FENDERS AND GANGWAYS Vessels are expected to provide their own fenders and means of access to the shore. 15. LIAISON OFFICERS Your LO will meet your vessel on arrival in Varna. Through the LO we will provide you with essential information, much of which is contained within the Captains’ Handbook, and will keep you up-to-date with any revised or new material throughout your stay in Varna. 16. ARRIVAL PROCEDURES Information of vessel’s approach shall be forwarded to the General Agent of Regatta (see above) for presenting to Novorossiysk Harbour Master’s office through 48, 24 hours prior to arrival and further updated 4 hours prior to approaching the port limits. This preliminary information should contain following data: - IMO Number of vessel; - Name of vessel; - Call sign; - Flag of vessel; - Name and IMO Number (if applicable) of the vessel-owner (operator); - Basic characteristics of vessel (year of build, gross tonnage, LOA and breadth, draught fore and draught aft); - Number of crew members; - Number of passengers on board; - ETA; - Necessary amount of required replenishment of vessel supplies; - Necessary amount of waste liable to delivery and their name; - Planned changes of crew members; - Information on sanitary and epidemiological conditions on board; - Information about any malfunctions of vessel’s equipment and other restrictions influencing safety of navigation. NOTE: Yachts less than 20m LOA, and any other vessel unable to transmit this information at the 48 hours/24 hours point, will have previously made arrangements with the the appointed General Ship Agent for the Regatta in Novorossiysk for this information to be passed, before departing Varna. When entering the VTS area, vessel should call Novo Traffic Control and transmit following data: - IMO Number; - Name of vessel; - Flag of vessel; - Maximum operating draft; - Number of crew and passengers on board; - Precence of vessel equipment malfunctions and other restrictions influencing safety of navigation. 11 Clearance inward/outward from port of Novorossiysk of arrived vessel is carried out by the Harbour Master following border-guard, customs, and sanitary-guarantee control. For inward/outward clearance following documents should be presented to Harbour Master via vessel’s Liaison Officer: - The General Declaration (includes the data stipulated by item of B. 2.2.2 of Section 2 of the Annex to the Convention on facilitation of the international maritime traffic); Crew list; Crew Certificates; Passenger List; Certificate of Vessel Sanitary Control / Certificate of Exemption of Vessel from Sanitary Control; All applicable and valid vessel’s certificates. The General Declaration will be handled by the appointed General Ship Agent for the Regatta while in Novorossiysk. For detailed information vessels should contact with General Agent via e-mail agency@portagent.ru. 6. PILOTS The pilotage is free of charge (Once in and once out of port). Pilotage is compulsory for all shipsparticipants and effected throughout 24 hours a day. If impracticable to embark a pilot the pilotage may be carried out by leader method on mutual agreement of Shipmaster, Traffic Control and pilot. Pilot boarding point: Latitude: 44°37.8 N Longitude: 37°52.1 E Vessel should call Novorossiysk Pilot Station on VHF Channel 09 two hours before arrival at pilot boarding point. 7. TUGS Tug assistance available and free of charge (Once in and once out of port). Details are to be found in the Captains’ Manual. 8. CUSTOMS A Customs Officer may board your vessel on arrival to complete Customs control. Please contact with General Agent of Regatta via e-mail agency@portagent.ru for detailed information about Custom clearance procedure of your vessel. 9. IMMIGRATION Following documents to be presented for immigration control: - Crew list; - Passengers list; - Valid passport with Russian visa when necessary or Seaman’s Identification Book. Immigration Officers will board your vessel upon berthing. NOTE: The ship’s captain is responsible for ensuring that all those on board his vessel have the correct and appropriate documentation. 12 10. BUNKERING Details of bunkering are to be found in the Captains’ Manual. For bunkering in the port of Novorossiysk vessel should inform General Agent of Regatta at least 24 hours before arrival as it is indicated in arrival procedures above. 11. FRESH WATER Fresh water will be available free of charge. Vessel should contact Liaison Officer for water supply. Details are to be found in the Captains’ Manual. 12. ELECTRICITY Electricity will be free of charge. When possible Vessel will be connected to shore power. Details are to be found in the Captains’ Manual. Vessel should contact Liaison Officer for shore power connection. It is strictly prohibited to connect shore power without permission by crew only. 13. WASTE Containers for waste disposal will be placed in designated areas. Waste sorting is not required. For gathering other waste products (e.g. sewage waters or bilge waters) ask your Liaison Officer to arrange the relevant facility. No waste may be let out in the harbor. 14. POLLUTION Oil Pollution legislation imposes strict prohibition over any discharge of oily mixtures. Any vessel causing or detecting such pollution is obliged to immediately report all details to the Port Authorities. The Liaison Officer should also be informed. 15. FENDERS & GANGWAYS All vessels are expected to provide their own fenders and means of access to the shore. 16. EMERGENCIES Police and ambulance will be on duty in the event area throughout The Tall Ships Races 2014 events in Novorossiysk. All emergencies should be reported immediately on VHF Channel 09 to the Novo Traffic Control and VHF Channel 77 to the Regatta’s Port Committee or directly to the emergency telephone number 112. 17. SECURITY The Port of Novorossiysk is expected normally to operate at MARSEC Level 1 during the event. In case the level is changed, the Captains will be advertised and will take the adequate measures of security on their board. There will be 24 hour patrolling by Police, Municipal Police and licensed Security Company however each Captain is responsible for their ship’s security and control access to their vessel. 18. LIAISON OFFICERS Liaison officers (LO’s) for each vessel in The Tall Ships Races – 2014 are assigned in the port of Novorossiysk. More of that, most of them will also assist the same vessel in port of Sochi. They are all cadets of Admiral Ushakov Maritime State University. Through the LO’s, we will provide you with essential information, much of which is contained in the Captains’ Manual, and will keep you up-to-date with any revised or new data throughout your stay in Novorossiysk. 19. It is not permissible to conduct communications which have no relation to vessel traffic management and safe navigation, using VTS and Port control working channels. ARRIVAL PROCEDURES Information of vessel’s approach shall be forwarded to the General Agent of Regatta (see above) for presenting to Sochi Harbour Master’s office through 48, 24 hours prior to arrival and further updated 4 hours prior to approaching the port limits. This preliminary information should contain following data: - IMO Number of vessel; - Name of vessel; - Call sign; - Flag of vessel; - Name and IMO Number (if applicable) of the vessel-owner (operator); - Basic characteristics of vessel (year of build, gross tonnage, LOA and breadth, draught fore and draught aft); - Number of crew members; - Number of passengers on board; - ETA; - Necessary amount of required replenishment of vessel supplies; - Necessary amount of waste liable to delivery and their name; - Planned changes of crew members; - Information on sanitary and epidemiological conditions on board; - Information about any malfunctions of vessel’s equipment and other restrictions influencing safety of navigation. NOTE: Yachts less than 20m LOA, and any other vessel unable to transmit this information at the 48 hours/24 hours point, will have previously made arrangements with the the appointed General Ship Agent for the Regatta in Sochi for this information to be passed, before departing Novorossiysk. 15 When entering the VTS area, vessel should call Sochi Traffic Control and transmit following data to be prefixed by TALL SHIPS VESSEL: - IMO Number; - Name of vessel; - Flag of vessel; - Maximum operating draft; - Number of crew and passengers on board; - Precence of vessel equipment malfunctions and other restrictions influencing safety of navigation. Clearance inward/outward from port of Sochi of arrived vessel is carried out by the Harbour Master following border-guard, customs, and sanitary-guarantee control. For inward/outward clearance following documents should be presented to Harbour Master via vessel’s Liaison Officer: - The General Declaration (includes the data stipulated by item of B. 2.2.2 of Section 2 of the Annex to the Convention on facilitation of the international maritime traffic); Crew list; Crew Certificates; Passenger List; Certificate of Vessel Sanitary Control / Certificate of Exemption of Vessel from Sanitary Control; All applicable and valid vessel’s certificates. The General Declaration will be handled by the appointed General Ship Agent for the Regatta while in Sochi. For detailed information vessel should contact with General Agent of Regatta via e-mail inflot@sochi.com. 8. PILOTS The pilotage is free of charge (Once in and once out of port). Pilotage is not compulsory for sports and pleasure boats. Pilot boarding point: Latitude: 43°32.7 N Longitude: 39°43.0 E 9. TUGS Tug assistance available and free of charge (Once in and once out of port). Details are to be found in the Captains’ Manual. 10. BERTHING The general plan for berthing appears in the Captains Handbook. Every participating vessel has a berth designated when she arrives to Sochi. A number of order has been assigned to each berth for the purpose of identification and control for A and some of B Classes; most B, C and D Classes berthing in order of arrival. On the berthing plan you will find the name of your vessel marked right on the position that your ship will be berthed. In order to facilitate the access to the berth for most B, C and D Classes, an inflatable dinghy properly identified (Follow me) will accompany ships from the entrance of the port to her designated berth. All Captains and skippers are kindly requested to berth in the indicated mooring for their ships in the plan. Any problem in relation with berths must be communicated to the Organization, through the designed liaison officer 16 11. CUSTOMS A Customs Officer may board your vessel on arrival to complete Customs control. Please contact with General Agent of Regatta via e-mail inflot@sochi.com for detailed information about Custom clearance procedure of your vessel. 12. IMMIGRATION Following documents to be presented for immigration control: - Crew list; - Passengers list; - Valid passport with Russian visa when necessary or Seaman’s Identification Book. Immigration Officers will board your vessel upon berthing. 13. BUNKERING Details of bunkering are to be found in the Captains’ Manual. For bunkering in the port of Sochi vessel should inform General Agent of Regatta at least 24 hours before arrival as it is indicated in arrival procedures above. 14. FRESH WATER AND ELECTRICITY FRESH WATER Fresh water will be available free of charge. Vessel should contact Liaison Officer for water supply. Details are to be found in the Captains’ Manual. ELECTRICITY Electricity will be free of charge. When possible Vessel will be connected to shore power. Details are to be found in the Captains’ Manual. Vessel should contact Liaison Officer for shore power connection. It is strictly prohibited to connect shore power without permission by crew only. 15. WASTE Containers for waste disposal will be placed in designated areas. Waste sorting is not required. For gathering other waste products (e.g. sewage waters or bilge waters) ask your Liaison Officer to arrang the relevant facility. No waste may be let out in the harbor. 16. POLLUTION Oil Pollution legislation imposes strict prohibition over any discharge of oily mixtures. Any vessel causing or detecting such pollution is obliged to immediately report all details to the Port Authorities. The Liaison Officer should also be informed. 17. FENDERS & GANGWAYS All vessels are expected to provide their own fenders and means of access to the shore. 18. EMERGENCIES Police and ambulance will be on duty in the event area throughout The Tall Ships Races 2014 events in Sochi. All emergencies should be reported immediately on VHF Channel 14 to the Sochi Traffic Control and VHF Channel 77 to the Regatta’s Port Committee or directly to the emergency telephone number 112. 17 19. SECURITY The Port of Sochi is expected normally to operate at MARSEC Level 1 during the event. In case the level is changed, the Captains will be advertised and will take the adequate measures of security on their board. There will be 24 hour patrolling by Police, Municipal Police and licensed Security Company however each Captain is responsible for their ship’s security and control access to their vessel. 20. LIAISON OFFICERS Liaison officers (LO’s) for each vessel in The Tall Ships Races – 2014 are assigned in the port of Sochi. More of that, most of them will also assist the same vessel in port of Novorossiysk. They are all cadets of Novorossiysk Admiral Ushakov Maritime State University. Through the LO’s, we will provide you with essential information, much of which is contained in the Captains’ Manual, and will keep you up-to-date with any revised or new data throughout your stay in Sochi. 21. ARRIVAL PROCEDURES For any further information, when approaching call to Constanta VTS Constanta VTS Zone contains the maritime zone limited by a sector circle of 12 nautical miles, with the centre at Lat. 44°10'.2N, Long.028°39'.6 E (Constanta VTS office) General procedure Vessels are requested to establish contact Constanta VTS, 4 hours in advance of approaching to north cardinal light buoy: 1. Must confirm their ship’s name, ETA, flag registry, LOA, máximum draft, ship’s agent; 2. Class A, B, C & D vessels should request the service of a pilot, pilotage service is free of charge in Constanta for this event 3. Crew and passengers holding EU or Schengen passports do not require a visa. Vessels and crews arriving from Sochi are required to complete IMO standard FAL documents mentioned below. For all members on the Crew List who hold Seaman’s Book or Passport will be issued Shore Passes. For those who are not on the Crew List and they do not hold EU/ Schengen passport, Visas are required to be obtained in due time. Crew lists: Ships calling at Constanta must forward a crew list at least 24 hours prior to arrival. The crew list must include at least Full Name, Nationality and Passport Number Crew lists from ships in Sochi will be collected through Sail Training International who will supply copies of the submitted crew lists for the race to Constanta. This crew list must include Full Name, Nationality, Date of Birth, Place of Birth, Passport Number, and details of a person to be contacted in an emergency. 8. BUNKERING Class A Fuel must be refilled by bunker barge in the port, contact with Liaison Officer for this question. Class B, C and D Fuel must be refilled by truck between 00.00 hrs to 06.00 hrs, contact with Liaison Officer for this question. 9. FRESH WATER, ELECTRICITY, WASTE & POLLUTION Fresh water Electricity Waste Water supply is free of charge, although the maximum economy in its use is requested, in view of the restrictions in Constanta Ships may connect hoses to the supply system existing on the pier. In case of needing special connectors, consult the Liaison Officer. Electricity is free of charge for Class B, C and D Electrical terminals are available on quays and pontoons.
