MINUTES FOR THE REGULAR MEETING OF BIG VALLEY VILLAGE COUNCIL
HELD THIS 27th DAY OF JUNE, 2013, AT 6:30PM

CALL TO ORDER: Mayor Knudson called the meeting to order at 6:30 pm.

AGENDA ADDITIONS AND APPROVAL:
Moved by Councillor Miller
“that the agenda be adopted with the following amendments: 7.d.
Clearview remediation report; 8.h. flower bed at south entrance 8.i.
advertising vacant lots for sale; 8.j. water well future use.” CARRIED
MINUTES APPROVAL:
Moved by Mayor Knudson
“that the minutes of the regular Council meeting of May 23, 2013 are
adopted as presented.” CARRIED
VISITORS & DELEGATIONS
BoomTown Trail – Ken Duncan presented to Council regarding
BoomTown Trail activities, including a Down Town revitalization project.
There is the potential for Big Valley to be the Village component of a pilot
project for down town revitalization. Council directed the CAO to explore
partnership with the Society to become the lead municipality on this
project.
OLD BUSINESS:
Metro Paving – A post construction inspection was done and paving
deficiencies on Railway Ave were noted for repair under warranty.
Cemetery – tabled to next meeting.
Human Resources Policy – first quarter of the policy is to be reviewed at
July meeting.

“The Village will enter into an agreement with the Board of Trustees of
Clearview School Division No. 71 for the purpose of closing the matter of
remediating land located at Lot 19; Block 2; Plan 435AF” CARRIED
NEW BUSINESS:
Drop-In – 152 Main Street W. is not for sale at this time. The drainage
problem at the Drop-in was noted and will be looked at as part of an
overall stormsewer project.

“the Village will continue to pick up compost weekly from spring to fall
each year. Only clear bags of compost will be picked up.” CARRIED

“There is to be a Yard Clean-Up done once each spring and fall for the
purpose of removing residential appliances and/or furniture at no
charge.” CARRIED

“that the Village only enter into an online banking agreement with the
ATB.” CARRIED

“The Village of Big Valley will carry out complaint based bylaw
enforcement, requiring residnets to file a complaint form for any bylaw
issues. A timeframe of 14 days from the initial complaint is to be given
before the village takes action.” CARRIED

“that the utilituies transfer as of July 3 .” CARRIED

“that the Village will get out of safety agreement with County .” CARRIED

COMMITTEE BOARD REPORTS:
MAYOR KNUDSON: Gail suggested each Councillor do a write up re: how
much of a time commitment each Council appointed board takes. June
20th to a Stettler Housing meeting;
COUNCILLOR TIZZARD: Art is scheduled for knee surgery on July 10th!
Attended the Elnora Founders Day Parade.
COUNCILLOR MILLER: Recreation meeting; Shirley McClellan tech
meeting and regular meeting

“that the financial statements be accepted and Accounts Payable
approved as presented.” CARRIED
