EPAF Tip Sheet:
Temporary Help
Electronic Personnel Action Form (EPAF)
What is an EPAF?
The University of Idaho uses the Electronic Personnel
Action Form (EPAF) in BANNER to create employee
records and to update these records when changes occur.
This information is used to generate an employee’s
timesheet and to ensure that the employee is paid timely
and accurately.
Descriptors for Positions
FTE – This will be left blank for all TH positions.
Hours – The typical amount of hours expected that the
employee will work for the position.
PCN – The Position Control Number is a 6 digit code
assigned to each position. Temporary Help positions
have designated PCNs that must be used according to the
job type worked by the employee.
Suffix – The 2 digit code assigned to each position to
clarify the type of position (05 non-student and 06
student).
Job Location – The physical location of the job. This
location is needed for taxation purposes and worker’s
compensation by the Payroll Office.
Appointment Types
It is important to know the appointment type for an
employee in order for CALS Administrative Services to
select the correct Approval Category in BANNER. Use
BANNER to determine the job history for an employee.
Go to NBIJLST and change the query date to 01-01-96 to
search for all previous job history.
Original Appointment – The employee has never held a
position with the University of Idaho.
Additional Appointment – When an employee adds a
second job while already holding an active position.
Reappointment – When the employee has a break in
service.
Continuous Appointment – When the department wants
to extend a position without a break in service.
Dates
Jobs Effective Date – The date the EPAF will take effect.
Personnel Date – The date meant to show when a
particular employee transition should have taken place.
Since you cannot update job information prior to the Last
Paid Date, you may not be able to change it on the actual
date of change.
What PCN Should I use?
Temporary Help
Is it PERSI-eligible? PERSI is an acronym for Public
Employee Retirement System of Idaho. Positions are
PERSI-eligible if they are non-student and work 20 hours
or more hours for 5 or more consecutive months.

Explanation – Provide a brief explanation as to the
purpose of the EPAF.
Financial Calculations – Calculations will assist with
verification that the employee information is entered
correctly into BANNER.
Hiring Method – The hiring method should include the
People Admin search number or any waiver information.
Retroactive Pay Request – Any RPR information and
calculations are needed. An RPR will be required for
any late pay that will be added to the next paycheck. An
RPR Form will be required with timesheets.
Special Check Request – Any special check information
and calculations are needed. A Special Check will be
required for any late pay that needs to be issued prior to
the next paycheck. There is a $75 fee and an Special
Check Form will be required with timesheets.

If the employee is a student with the University of Idaho,
the PCN will be followed with an 06 suffix. All other
Temporary Help positions will use an 05 suffix. If the
employee has another Temporary Help position in the
BANNER system, the suffix will increase by 10 (05, 15,
25, 35…)

Comments
When requesting an EPAF, comments must be entered
that clearly explain and document the intent of the EPAF.
Comments are required and serve as a legal record.
