A motion was made to approve the January 29, 2013 minutes. The motion was seconded and
approved.
Dr. Anderson was unable to attend. Harry reported that there was no PEHSC MAC meeting
since our last meeting, the next PEHSC MAC meeting is scheduled for May. Rich Constantine
inquired if there has been any additional information from DoH/PEHSC Mac regarding drug
shortages. It is becoming increasingly more difficult for EMS agencies to maintain reasonable
minimums. Discussion followed regarding previous information from DoH, but no new
solutions were offered.

SCCEMS ETomidate Proposal – Tabled.

Trauma Center Update – Dr. Kaulback provided a presentation outlining current numbers and
trends from Paoli’s trauma program. He re-emphasized that Paoli’s trauma program did not
augment our previous trauma system, it essentially replaced it with a different model. His data
showed that when compared to the old system which was heavily dependent on air ambulances
and longer transport times; the new system has in fact allowed more patients to reach trauma
care within the Golden Hour, decreased mortality, and decreased length of stay. A brief
question and answer period followed.

High Performance CPR / 2013 Protocol Revisions – Harry reviewed the limited scope of the
2013 protocol revisions, to include: #180/190 to include Level IV Trauma Centers;
#331/3031 re-tooled with new High Functioning CPR model; # 3080 to clarify cold NSS
infusion id for adults only; and 706/7006 to clarify time of onset and include reference to DoH
Stroke Center list. The DoH High Functioning CPR didactic presentation followed, and the
group held lengthy discussion on many issues related to this new initiative. The focus has to be
on quality, uninterrupted compressions for the first 8-10 minutes. The group pressed for a
“regional standard” related to airway management during the first 8-10 minutes, with the
consensus agreeing that passive ventilation via non-rebreather and oral/nasal airway to be
ideal. Harry will confer with Dr. Anderson and advise ASAP. He will also ensure that all ALS

and BLS agencies have access to the didactic PPT and practical information (i.e. checklists and
pit crew diagrams) ASAP. EMS agencies may begin training any time, and all must be using
the new CPR methods by 7/1/13.
Brandywine Hospital’s Behavioral Health Program – Dr. McCurley introduced Adrienne
MacKenzie, who provided an overview of their program. The Behavioral Health program
includes Adult Psychiatry, Geriatric Psychiatry, and an Eating Disorders unit. She outlined the
Intake process, an overview of the services available, and answered questions related to the
services. It was re-affirmed that all 911 EMS behavioral patients need to be medically cleared
via an ED work-up prior to admission to the Behavioral Health Unit.
Good of the Order

EMS Awards Banquet – Scheduled for Thursday May 23rd (typo on Agenda) at the Red
Clay Room in Kennett Square again. Anyone with award nominations, interest in
helping, or leads on potential sponsors, contact Penny Knotts at KVFD, Keith Johnson, or
any other EMS Council Board member.

County EMS Day at Brandywine Picnic Park – Tammy Whiteman provided an update
on the day’s events, it is formally scheduled now with 12 EMS agencies signed on
and hopefully more to follow. Event will be held Sunday 5/19 at Brandywine Picnic
Park from 10:00 – 16:00. More detailed info. to be released ASAP.

EMS Week Events – If you have EMS Week events please get them to Harry for
distribution and posting on the Council’s website. Honey Brook EMS and Medic 93 will
co-sponsor an EMS Con. Ed. Day on Saturday 5/18 at BWH – details to follow; and Paoli
Hospital will offer Grand Rounds on 5/21.

Assorted Issues – Harry re-emphasized that providers are no longer required to forward
a copy of their current CPR card to their home region. They are still required to have a
current CPR card and the EMS agency is still responsible to have a copy of their current
card on file. Verification of the CPR credential will now be done at the triennial agency
inspection. For those who hadn’t heard, Phoenixville Borough awarded their new EMS
contact to Trappe Fire Co., effective sometime in April. Much confusion exists regarding
“Transition” classes. Harry clarified that for the past several years, word from DoH was
that every provider would at some point be required to take a transition class to bridge up
to the new NEMSES. As of their meeting last week, DoH’s position is now that that
transition will not be “required” in PA, only recommended. Providers who hold a
NREMT credential will still be required to take a transition class by the timeline
established by the NREMT. For personnel who are interested in taking a transition class,
there will be additional versions (i.e. free, LMS) available in the near future.
