Minutes
Thursday May 28, 2015
The James Island Neighborhood Council held its regularly scheduled meeting on Thursday, May
28, 2015 in the Council Chambers of the Town of James Island. The Meeting was called to order
by chair Alan Laughlin. The following members were in attendance: Vance Alexander, Ashley
Blythe, Inez Brown-Crouch, Marilyn Clifford, Barbara Evans, Anna Fludd, Norty Glover, Ken
Godwin, Fred Battle for Robin Hardin, Mark Johnson, Debby Benders for Colleen Kemener, Alan
Laughlin, Troy Mullinax, June Murray, Lyndy Palmer, Zennie Quinn, and Richard Schramm. Also
attending were Mayor Woolsey, Code Officer James Hackett, Administrator Ashley Kellahan,
Cheryl Jones, Ron Scott, Desmoy, Councilman Garrett Milliken, Fred Whittle, and presenter
Sasha Fimiani.
New members June Murray and Barbara Evans were recognized.
New Code Enforcement Officer James Hackett was introduced.
The April 2015 minutes were approved.
Crime Watch
Alan displayed an article about kid’s short-cut computer language and encouraged everyone with
teens to learn some of it. (Attached)
He also reviewed the crime map used in the March program and a table showing the JI crimes
since the last meeting. (Attached)
Program
This month is about the Smart911 program
During the presentation we discussed the Charleston County Consolidated 9-1-1 Center
history, consolidation partners, some basic numbers, employment & training,
accreditation, calls processing, how can you be prepared to call 9-1-1?, 9-1-1
challenges, Smart911, Citizen Alert Notification System and Text-to-9-1-1.
Smart911 is a new service to help you when you call 9-1-1. Once you've signed up, 9-11 call takers will be provided important information that will help them address your
emergency. This information - including photos, medical issues and current location can help Police, Fire, and EMS locate and help you.
Citizen Alert Notification System is a powerful tool that allows Charleston County to
quickly send mass notifications that keep everyone informed before, during, and after
any emergency incidents.
At the meeting, we were able to register for free and create a safety profile which is
private and secure.
Neighborhood Concerns
County Council Finance Committee has selected S. Grimball Rd for the new library.
As part of the Island Government Activities we had a short discussion about the PSD budget and
the fact that the solid waste pickup would change from 2 days per week to 1 day per week,
beginning in January 2016. A request was made to try to have a presentation about this at a
coming meeting.
Emergency Preparedness
The Tip for May is about summer weather awareness
 Thunderstorms – keep an eye on the sky – strong winds , rain and lightning
 Flash Floods – normally the ground is super saturated –


Heat and heat index – stay inside as much as possible and stay hydrated (starting
before you go outside)
Review the Charleston County Hurricane Plan online at the Charleston County website
