ABBREVIATED ACTION PLAN WITH THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR THE NEIGHBORHOOD
STABILIZATION PROGRAM 3
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM COAST, FLORIDA, APPROVING THE ABBREVIATED
ACTION PLAN FOR THE FEDERALLY FUNDED GRANT
AGREEMENT WITH THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT FOR THE NEIGHBORHOOD
STABILIZATION PROGRAM 3; AUTHORIZING THE CITY
MANAGER TO REVISE THE PLAN AS REQUIRED;
AUTHORIZING THE CITY MANAGER TO EXECUTE HUD
AGREEMENT; PROVIDING FOR SEVERABILITY; PROVIDING
FOR CONFLICTS; PROVIDING FOR IMPLEMENTING
ACTIONS AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Palm Coast was identified by the U.S. Department of Housing
and Urban Development for federal funds in order to participate in the Neighborhood Stabilization
Program 3; and
WHEREAS, the City of Palm Coast has received a funding allocation from the U.S.
Department of Housing and Urban Development for the Neighborhood Stabilization Program 3; and
WHEREAS, the proposed NSP3 Abbreviated Action Plan is consistent with both the
local comprehensive and community development plans; and
WHEREAS, the City Council of the City of Palm Coast desires to enter into an
agreement with the U.S. Department of Housing and Urban Development in order to implement the
Neighborhood Stabilization Program 3.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PALM COAST, FLORIDA AS FOLLOWS:
SECTION 1. APPROVAL OF ABBREVIATED ACTION PLAN. The City Council of
the City of Palm Coast hereby approves the Abbreviated Action Plan for the Neighborhood
Stabilization Program 3, as attached hereto and incorporated herein by reference as Exhibit “A”.
SECTION 2. AUTHORIZATION TO
REVISE
ATTACHMENTS
TO THE
AGREEMENT. The City Manager is hereby authorized to revise the Plan and attachments to the
Plan as required by the U.S. Department of Housing and Urban Development.

SECTION 3. AUTHORIZATION TO EXECUTE. The City Manager, or designee, is
hereby authorized and directed to submit any additional information and to approve any
documentation needed to complete, or comply with, the grant award agreement as may be required
by HUD.
SECTION 4. SEVERABILITY. If any section or portion of a section of this Resolution
proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the
validity, force, or effect of any other section or part of this Resolution.
SECTION 5. CONFLICTS. All resolutions or parts of resolutions in conflict with any of
the provisions of this Resolution are hereby repealed.
SECTION 6. IMPLEMENTING ACTIONS. The City Manager is hereby authorized to
take any actions necessary to implement the action taken in this Resolution.
SECTION 7. EFFECTIVE DATE. This Resolution shall take effect immediately upon
adoption by the City Council.
DULY PASSED AND ADOPTED by the City Council of the City of Palm Coast, Florida,
on this 15th day of February 2011.
