for Approval to Become an
NMLS Approved Course Provider
(formerly the “Instructor Guide”)
Instructions: This document is required as part of the course provider application process and
must be upload as a MSWord document along with the application form in Basecamp as the
“Instructor Guide.” This document will be reviewed as part of the overall application package.
Failure to submit this document and/or provide responses to the questions will result in the
application not being processed.
Organizations seeking to become an NMLS Approved Course provider are required to provide
detailed answers to the questions contained in this document. The intent of the information is to
demonstrate that the organization, in addition to possessing residential mortgage lending
knowledge, also has working for it instructors with good teaching skills, and has in place the
infrastructure and processes necessary to operate as a business entity capable of delivering quality
education to the residential mortgage industry.
Organizations seeking to deliver online courses must identify a Learning Management System
(LMS) and demonstrate that they possess the skills necessary to design and deliver highly
interactive and engaging courses that meet the technical requirements as outlined in the Functional
Specification for NMLS Approved Courses dated November 30, 2012 (Version 4).

1.0 Organization Mission and Values Statement - In this area please state the organization’s
mission and/or values statement:
2.0 Ethics Statement - Most organizations have a code of ethics, which in addition to applying to
members of the internal staff, may also extend to students.
3.0 Organization’s Instructor Qualifications and Experience with the Mortgage IndustryState the qualifications your organization requires of instructors. Explain in detail the
organization’s experience in delivery education to the mortgage or similar industries. See also
NMLS Notice regarding Instructor Qualification and Expectations which available in the course
provider section of the NMLS resource center under the section “notices and examples.”
4.0 Attendance Policies – Provide details on student attendance policies and explain the situations
in which a student may be disqualified or not allowed to complete a course.
5.0 Syllabus and Course Content Requirements - Every course is required to have a course
syllabus that is easily accessible to every student. Providers are required to include a sample of
the syllabus they will use to teach courses. A model course syllabus for every NMLS approved
course format is available in the course provider section of the NMLS resource center under the
section “notices and examples.”
6.0 Evidence of Satisfactory Course Completion - NMLS requires course providers to have a
means to measure/verify that a student has attended the course along with the means to
measure that a student has completed the course. Reference the 2013 Functional Specification
for All NMLS Approved Courses and explain how courses will be configured/offered to meet
these requirements.
7.0 Requirement for End-of-Course Survey/Evaluations - NMLS requires course provides to
have a means by which to measure student satisfaction. Course providers need to be prepared
to demonstrate that end-of-course evaluations/surveys are being completed and that
substantive feedback is being incorporated into the course material. Explain how feedback will
be incorporated to make improvements to your course(s).

8.0 Course Time Requirements - Course instruction must meet the minimum number of hours as
required by the SAFE Act and the minimum number of hours for which the course was
approved by NMLS. Reference the 2013 Functional Specification for All NMLS Approved Courses
and explain how courses will be delivered to meet these requirements.
9.0 Classroom Rules/Policies - Detail the classroom rules/policies that instructors are expected
to enforce to ensure the classroom environment remains conducive to learning. For example,
limiting the use of personal electronic devices, dealing with disruptive behavior, lack of
participation and/or attendance, etc.
