Background
IRC is one of the only humanitarian organizations to maintain an independent Women’s Protection and
Empowerment (WPE) Technical Unit. This team of experts ensures that IRC’s programs adhere to the
principles of best practice and promote the ongoing evolution of knowledge and practice in the
prevention of and response to violence against women and girls. Together, the WPE Technical Unit
supports 17 country programs working in partnership with communities and institutions to promote and
protect women’s and girls’ human rights through gender equality and to meet the safety, health,
psychosocial and justice needs of gender-based violence survivors.
A cornerstone of IRC WPE’s work is centered on preventing gender-based violence. The IRC WPE
approach to prevention focuses on the importance of changing harmful attitudes and the need for
women to develop their voices and learn leadership skills to be active agents of their own change. The
IRC WPE is seeking a dynamic individual to help spearhead efforts to train field based practitioners in IRC
WPE’s new GBV violence prevention intervention – Engaging Men in Accountable Practice (EMAP).
SCOPE OF WORK
The Engaging Men in Violence Prevention – Capacity Building Officer will work closely with the WPE
Technical Unit to establish an internal roster of individuals trained in the EMAP intervention. This
includes identifying candidates, providing on-site and remote training and mentorship, and developing
guidelines for internal agency training support needs. The Capacity Building Officer will also provide
direct technical support and on-site training on the EMAP intervention to select IRC field staff and
partner agencies in 2-3 target countries with on-going mentorship and technical support. In addition,
the EMVP Capacity Building Officer will be responsible for documenting context specific adaptations
made to the EMAP resources and capturing lessons learned. This position requires extensive travel (up
to 3-5 weeks on-site per country).
Main Responsibilities
 Work with the WPE STAs and TAs to develop strategies for developing an internal EMAP master
trainer pool through on-site and remote training and mentorship.
 Provide on-site and remote technical support for 2-3 countries starting EMAP implementation.





Develop a plan for country specific implementation support. This includes identifying preimplementation support needs; on-site capacity building and training; and post training support.
Provide on-site and remote technical support to 2-3 IRC country teams and partner agencies on
the EMAP model; steps for implementation; and monitoring of the intervention. On-site
technical visits will be from 3-5 weeks in duration.
Conduct a cost analysis to determine the budget required to implement EMAP.
Develop and present the EMAP approach, guiding principles, and intervention to UN and NGO
colleagues through two on-line webinars.
Adapt the EMAP resources as needed.
REQUIREMENTS FOR THIS POSITION
 MA in education, social work or other related field.
 5 years experience in humanitarian, development or similar organizations with direct
experience working on primary prevention programming.
 Direct training and facilitation experience with expertise in participatory and experiential
training techniques.
 Experience with and understanding of best practices for building capacity and mentoring
individuals around issues of violence prevention.
 Excellent oral and written communication, including proven success training in challenging
and cross-cultural contexts.
 Highly organized and self-motivated, able to work efficiently on his/her own
 Excellent technical computer skills
 French language proficiency highly desired
