DETAILED DESCRIPTION OF PROBLEM:
The current maximum value which can be provisioned for SF QoS parameters like the “max sustained rate” is ~4
Gbit/s (232-1 bit/s). With DOCSIS TLVs now being used for configuration of services in DPoE Networks, which
support data rates up to 10 Gbit/s (1G-EPON and 10G-EPON), we need a way to set data rates per SF in excess of
~4 Gbit/s, currently supported by the 32-bit wide TLVs.
This EC proposes a change to extend the range of these data rates in a backward compatible manner, with the
addition of a data rate multiplier TLV

In submitting the Engineering Change Request ("ECR"), the Author(s) [primary author, additional authors, and contributors], individually and as
an authorized representative of the Company, agrees that if CableLabs incorporates this ECR in whole or in part into the relevant Specification,
all intellectual property in the ECR shall be licensed royalty free, and without confidentiality, under the terms of the "Cable Data Services License
Agreement" ("Contribution Agreement"). CableLabs may disclose the content of this ECR to CableLabs' members and such others as is

Notes
1.
The new TLV applies to both US & DS service configuration sets: [24/25]. 35x

The presence of this TLV in the CM config files modifies the basic unit for the Maximum Sustained Rate,
Minimum Reserved Rate and Peak Traffic Rate TLVs. This single TLV changes the basic unit for all 3 TLVs at the
same time.

The supported settings for the new data rate multiplier TLV are as follows: bits/s → Kbits/s → Mbit/s →
Gbit/s, increasing the maximum data rate to the maximum value of 232-1 Gbit/s, sufficient for any systems in the
foreseeable future, without the need to revise multiple TLVs simultaneously.

Additionally, the use of this new TLV will facilitate manual configuration of services, where data rates are
typically expressed in multiples of kbit/s or even Mbit/s, rather than bit/s, eliminating the common source of errors:
