CODE OF ETHICS FOR TECHNICAL OFFICIALS
INTRODUCTION
A Technical Official is defined as any person who controls the play of a
competition by applying the rules and regulations of the sport to make
judgments on rule infringements, performance, time or score.
A Technical Official acts as an impartial judge of sporting competition. This
involves an obligation to perform with accuracy, consistency, objectivity,
fairness and the highest sense of integrity.
The purpose of the EWF Technical Officials Code of Ethics is to provide a set of
guidelines for Technical Official’s professional conduct and standards of
practice. The purpose is also to provide to the others – athletes, coaches,
administrators, fans, media etc. – criteria by which to judge TOs actions as
professionals.
The EWF Technical officials Code of Ethics is based on the principles of IWF
Code of Ethics (IWF Constitution and By-Laws 2013-2016; By-Law to 6.1.4
Ethics Commission pages 71-81).
They are as follows:
Fairness: Operating within the spirit of the rules, never taking an unfair
advantage and making informed and honorable decisions at all times.
Respect: Recognizing the contribution which people make to the sport, treating
them with dignity and consideration, as well as caring for the property and
equipment they use.
Responsibility: Taking responsibility for one’s actions and being a positive role
model at all times.
Safety: Encouraging healthy and safe procedures, preventing and reporting
dangerous behavior, while demonstrating concern for the others.
Integrity: Comprising the personal inner sense of “totality” deriving from
honesty and consistent respectability of character.

Equity: Practicing fairness and applying social justice to all situations and
decision making processes. Ensuring that all individuals are respected, have
equal opportunities and have their rights protected.
Transparency: This is a fundamental principle of any form of modern
governance.
Accountability: This is also an essential principle of particular importance.
THE EWF TECHNICAL OFFICIALS CODE OF ETHICS AND BEST
PRACTICES
As responsible Technical Officials we will:

















Respect the rights, dignity and worth of all people involved in the sport,
regardless of their race, gender, nationality, ethnic origin, religion, sexual
preference, philosophical or political opinions, ability or any other
grounds.
Place the safety and welfare of the athlete above everything else.
Show concern and caution towards sick and injured athletes.
Conduct ourselves in accordance with the highest ethical standards and
be a positive role model in behavior and personal appearance.
Avoid physical contact with athletes and Team Officials.
Condemn unsporting behavior including inappropriate language by
others.
Refrain from any form of sexual harassment towards athletes or other
officials.
Not allow any intimate personal relationship to develop between
ourselves and any athlete aged under 18 years.
Work in a spirit of cooperation with other officials and do not interfere
with their responsibilities.
Offer guidance and support to less experienced Technical Officials
whenever appropriate.
Treat other officials with professional dignity and courtesy and recognize
that it is inappropriate to criticize other officials publicly.
Not make any public statements to media relating to officiating.
Avoid any situation which may lead to or be construed as a conflict of
interest.
Refrain asking, proposing or accepting directly or indirectly, any kind of
undeclared payment or advantage, in exchange for the performance as a
TO´s duties. Declared payments are those made by the IWF / EWF /
Host Organizer and announced to all participating Technical Officials.
Accept responsibility for our actions and decisions.
Be impartial, consistent, objective and courteous when making
decisions.
Refrain being intoxicated when being on duty and not drink or supply
alcohol whilst competitors under the age of 18 are participating.

Keep up to date with the latest IWF Technical & Competition Rules and
Regulations (TCRR) and the EWF Constitution Annex 3 – TCRR
concerning EWF Championships and principles of their application.
Update our referee license and follow the instructions of the TO`s
uniform descriptions.
Attend the Event from the start to the finish, including Technical Officials
Meeting(s).
Be ready to work any position to which we are appointed.
Keep up to the required languages skills (basic English).
Be present at respective assigned positions/working locations thirty
minutes prior to duty roster.
Disaffiliate from team responsibilities; we shall not be involved in
coaching or assisting athletes during the competition.
Be fully prepared for the officiating task that is assigned to us.
Condemn doping in all forms.
Please note this Code of Conduct is written in accordance with the laws of
the countries of the European Union and those associated by Treaties.
However, Technical Officials should be aware that some countries may be
different because of local laws. Technical Officials should be aware of
these changes and revise the Code of Conduct accordingly
