The Department will notify a Christmas/New Year shut down period. Some specified personnel may be required to work during this period however prior approval will be required from their DIBP contract manager.

Specified Personnel service arrangements are 40 hours per week. If it is necessary to exceed the 40 hours in any given week, written approval must be obtained prior to the work being undertaken.

Specified Personnel are required to complete DIBP ICT Contractor

SAP Timesheet which must be submitted prior to close of business at the end of each week or as directed.

The services will include and not be limited to:

Build and maintain effective working relationships with vendors, stakeholders and other members of their multidisciplinary team;

Provide input into draft test artefacts;

Provide input into developing cost estimates for testing activities;

Analyse system documentation in order to develop test case specifications;

Create comprehensive test cases and complex test data for a variety of systems using a range of tools;

Conduct peer reviews with other members of the multidisciplinary team to ensure quality of work;

Execute test cases for a wide range of ICT products;

Provide input into reporting on the quality of the solution and status/progress of work;

Assist in the resolution of defects and take responsibility for monitoring resolution through to completion;

Identify, document and escalate risks and/or issues and apply mitigation strategies where appropriate;

Provide recommendations to Test Leads and Test Manager based on test results;

Adhere to and/or enforce test policies and procedures within the

Department;

Assist with the leadership of a team to successfully deliver testing related outcomes on time and with the highest quality possible;

Mentor and support junior staff within the team as required;

Provide testing related estimates as required; and

Provide timely support to key stakeholders.

Specified personnel will need to adhere to DIBP’s Development framework and work standards.

A performance based agreement will be established on commencement and reviewed periodically during the term of the contract.

Specified personnel will be required to produce relevant testing artefacts/documents in a timely manner to the quality standards expected.

Documents will include but are not limited to:

Test Estimates artefacts;

Test Planning artefacts such as test plans, test case specifications, traceability matrices and test data;

Test execution artefacts such as test results, defects and reports;

Other project documentation such as project dependency agreements, work breakdown structures and weekly status reports, as required;

Creation of quick reference guides for test team members for new and existing functionality.

Specified Personnel will be expected to transfer skills and knowledge to DIBP staff and ensure appropriate documentation is stored in accordance with DIBP’s recordkeeping policy and practices.

Mandatory/Essential Criteria:

Specified Personnel must hold a current security clearance

(Baseline Vetting as a minimum);

Specified Personnel must be willing to undergo and obtain an

Employment Suitability Clearance (ESC);

Criteria do not need to be addressed separately, if clearly demonstrated in CV.

Between one to four years testing experience in an IT environment, including planning, writing and executing tests utilising various types of specifications;

Strong communication and analytical skills;

An understanding of the role of testing and the software development life cycle;

Experience in testing concepts, principles and methodologies;

Demonstrated ability to be proactive in identifying opportunities for improvement;

 Ability to meet deadlines in a test environment or similar environments where there is a continuous impact to what can be done and when;

Desirable Criteria:

Minimum of three years testing experience with the Siebel

Application using the Siebel SDLC model or Business Objects;

Demonstrated ability to undertake technical testing using SQL,

XML, or ETL;

Technical XML / SOAP UI / DB2 skills;

Experience using automated and/or manual test tools such as

Quick Test Pro and Quality Centre;

 Experience or the ability to lead or mentor staff.

DIBP expects the Specified Personnel to adhere to current departmental security instructions.

Security Clearance:-

DIBP requires all specified personnel to have a minimum

BASELINE security clearance prior to commencement unless otherwise specified.

Note: The Contractor will be required to meet the cost of any security clearances that are required.

Employment Suitability Screening:-

DIBP requires all specified personnel to obtain and maintain an

Employment Suitability Clearance.
