Delaware County Air Force Junior ROTC Invitational Drill Meet
1.
The OH-012th AFJROTC Group at Rutherford B. Hayes High School. Delaware, Ohio, will hold
its Invitational Drill meet on 14 February 2015.
2.
The following information contains all rules and regulations for the meet. If you have any
questions, please feel free to contact us at (740) 833-1010, ext. 4201.

Please return the registration form (Attachment 9) or some facsimile thereof with needed
information to OH-012 AFJROTC no later than 16 Jan 2015.
I. GENERAL INFORMATION
(a)
Drill will be performed IAW Air Force Manual (AFM) 36-2203 (Unarmed, Inspection &
Unarmed Knockout), Air Force Instruction (AFI) 36-2903 (Inspection) & Army Training
Circular (ATC) 3-21.5 (Color Guard, Armed & Armed Knockout). Stylized movements in IDR
competition are subject to penalty point. Stylized movements are defined as the performance of
an IDR maneuver that does not conform to the above stated Regulations, Manuals, Instructions
or Training Circulars.
(b)
Events offered are listed on the attached registration form (Attachment 9). $55.00
registration fee can be mailed with registration form or paid upon check-in at Rutherford B.
Hayes High School. Please make checks payable to Delaware County Junior ROTC.
(c)
Commander’s Call for Unit Drill Team Commanders and Advisors will be at 0700 in the
main gym.

There will be a $1.00 charge per cadet for each knockout competition.
All JROTC cadets must conform to current uniform directives IAW AFI 36-2903. Major
dress and appearance violations will be disqualified from competition.
(f)
Everyone must attend Opening & Closing Ceremonies in military uniform.
(g)
Quiz Bowl and Inspection will be combined events and given one set of trophies.
II. ELIGIBILITY/ARMS/UNIFORMS, etc.
(a)
All Advanced IDR teams must consist of at least twelve (12) members, plus a commander
for a total of thirteen (13) cadets. We will use 3 elements of 4 cadets.
(b)
Each member of an armed regulation team must be armed with a replica military style
weapon equipped with cushion recoil (“butt”) pad. Commanders must be armed with a sword,
saber, sidearm or replica style military weapon equipped with cushion recoil (“butt”) pad. The
rifle must weigh at least 8 pounds.
(c)
Each unit may enter only one team in each category except advanced color guard. Due to
time constraints we will only allow teams to have a second advanced color guard with your
“A” team as your team for points and trophies.
(d)
All regulation drill teams will compete in service dress uniforms.
(e)
All First Year IDR teams except color guards must consist of at least six (6) members, plus a
commander for a total of seven (7) cadets. All participants in First Year drill routines must be
cadets in their first year of JROTC or first year on drill team. Please maintain the integrity of
these events. Waivers to allow second year cadets to compete on a first year team may be
granted upon request during commander’s call. However, the commander MUST be a first-year
cadet or first-year drill team member.
III. EXHIBITION DRILL EVENTS

Team exhibition events must be a minimum of four minutes and a maximum of eight
minutes long. Time starts when the team enters the drill floor and stops when the last member
exits the drill floor.
Each exhibition team will consist of at least eight members plus a commander.
Each Armed Exhibition team member must be armed with a sword, saber, or a replica
military style weapon equipped with cushion recoil (“butt”) pad, and it must weigh at least 8
pounds.
Each unit may enter only one team in each team exhibition category.
IV. COLOR GUARD

Units may enter two Advanced Color Guard teams and one First Year Color Guard team and
one Female Color Guard. Female Color Guard team members may either be first year or
advanced members. Please maintain the integrity of these events. Color Guard members must
compete using different apparatus than they did if they were also on a First Year or Advanced
Team, i.e., a competitor who carried a flag in one event must carry a rifle in the other event and
the carrier of a rifle in one event must carry a flag in the other. Uniform latitude will be given
providing good military appearance is preserved. (Accessories, skirts, slacks, etc.).
Each team must consist of four members.
Each team will consist of two guards carrying replica military weapons weighing at least 8
pounds, and two flag bearers.
The commander will carry the American flag.
(e)
Color Guard will be conducted IAW Army T.C. 3-21.5 and will march at quick time (100120 steps per minute) throughout the routine. Slow time will incur a 20 point penalty.
(f)
Female Color Guard members must compete using different apparatus than they did if they
were also on a First Year or Advanced Team, i.e., a competitor who carried a flag in one event
must carry a rifle in the other event and the carrier of a rifle in one event must carry a flag in the
other.
V. INSPECTION TEAM INFORMATION
(a)
Each team must consist of thirteen (13) cadets. Team Commander will be asked three
questions and all other team members will be asked one question by the judge who is inspecting
them. Questions will be asked about any of the following: Chain of Command, rank, uniform and
uniform items, and current event information. See attachment 8 Study Guides. (Study reference
material courtesy of PA-791 and OH-041). Once inspection is complete the team will proceed to
the quiz bowl room. We have allocated 30 minutes for Inspection and Quiz Bowl combined.
(b)
1620 Service Dress is required. Each team must maintain uniformity (including the
commander). Corfam shoes and shoe taps are not authorized.
(c)
Teams will be evaluated on the proper execution in preparation for and completion of team
inspection.
(d)
Quiz Bowl and Inspection will be combined and given one set of trophies.
VI. ACADEMIC QUIZ BOWL
(a)
Each team must consist of thirteen (13) cadets. The examination will consist of fifty (50)
multiple choice questions to be answered on standard Scantron forms. Please ensure all erasures are
thorough if applicable. See attachment 8 Study Guide
(b)
Each team will be given 10 minutes to complete the examination
VII. IDR KNOCKOUT
(a)
Unarmed Knockout will be IAW AFMAN 36-2203, Armed Knockout will be IAW
ATC 3-21.5. CADETS WILL BE KNOCKED OUT IF THEY SPEAK THE WORDS “AS
YOU WERE” as this practice does NOT conform to any published military drill standards.
Only the commander can revoke a preparatory command by saying “As you were”. If an
improper command is not revoked, the personnel execute the movement in the best manner
possible, or if execution is impossible, stand fast.
(b)
There will be two separate unarmed knockouts: A first year knockout, and an open knockout.
There will be one Armed Open Knockout. Both first and advanced members may enter the two
open knockouts. Only Rifles that are authorized above may be used in this event (See Sec. II.
For details). Rifles used must have the mechanical capability for the carrier to actually perform
Inspection Arms, or the carrier must mimic the hand motions of inspection arms. Again, this
year don’t bang the Rifle after executing the movement. This will result in one warning and then
you will be knocked out if it happens again. We need to prevent damage to the main gym floor.
(c)
A unit may enter the knockout events with as many cadets as it sees fit. There will be a
charge of $1.00 per each knockout per cadet who wishes to enter knockouts.
(d)
Decisions made by the competition judges are final. Do not question the judge on why a
competitor was knocked out. Competitors will be given a legitimate reason for their
elimination. Trick commands will not be given. However, improper commands may be
given. Elimination of the last ten finalists will require the majority decision of all judges.
(e)
Judges have the authority to eliminate competitors for obvious Dress and Appearance
discrepancies. But, knockout will NOT be preceded by inspections of competitors.
(f)
Cadets who are first year may participate in all three knockouts: First Year, Open and
Armed. Cadets who are advanced members may only participate in Open and Armed
Knockouts
VIII. JUDGES AND SCORING
(a)
Judges will be assigned for each class of competition and informed on their jobs and
knockout standards.
(b)
Each team event will receive meet points for determination of overall winner. Point scoring
will be 50, 40, 30, 20, and 10, with 50 for first place. No meet points will be given for teams
placing below fifth place.
(c)
Exhibition trophies will be awarded for 1st through third 3rd place and this year for the first
time we are adding your top team exhibition score, either armed or unarmed, to your overall
points for the day.
(d)
Knockout will not count toward overall points. Knockout medals will be awarded for 1st
through 10th place.
(e)
In the event of a tie for Overall Grand Champion Winner, the team with the highest total IDR
scores will prevail.
(f)
In the event of a tie in any single event, the team with the highest score in the Inspection
event will prevail.
(g)
Boundary violations will result in 5 points deducted for each infraction.
(h)
All teams are required to verbally report in and report out. With the exception of 1st year
Armed and 1st year Color Guard, who report out by doing the “Eyes Right” before exiting the
floor.
(i)
Scores given by the judges are final. Absolutely no appeals will be voiced directly to judges.
IX.
LOGISTICS:
(a)
Please inspect your rooms before your team enters and report any unusual conditions to the
command post.
(b)
Food will be provided from the start of the drill meet until the start of knock-out session.
Food /drinks must be consumed in the cafeteria, as they are not permitted in the rooms.
Revenues will be used for administrative costs, so please do not bring in food from outside
sources.
(c)
Room Usage and Security:
Please leave the room as you found it upon arrival to the room. Classroom items
and items belonging to the school, i.e. office supplies, TV/VCR, computer, and etc. are not
to be touched. An exception would be the chalk/dry erase markers and board to be used
for information purposes only but do not erase information left on the board by the teacher.
a.
Room security is necessary at all times. Room guards will be provided by the
host unit, and can be consulted for any needs, which they will pass on to the responsible
event managers. Room guards will watch for obvious, suspicious activities, but they
cannot possibly recognize each member of a team by sight and identify a member of
another team entering your room. Please make sure that a chaperone or authorized
individual is in your room at all times to the maximum extent possible to ensure room
security. To the maximum extent possible, secure valuable personal property out of sight
in closed or locked bags or containers. Extremely high value items such as cash, credit
cards, etc. should be given to a chaperone or authorized individual or carried on the cadet’s
person. Common sense protection of personal property must prevail.
b.
As your team leaves the building, please make sure that the room you have
occupied for the duration of the meet is cleaned to the highest standards, as if you were
never in the building. Leave all classroom items untouched, as they were when you first
entered the room. Any missing or destroyed items will be noted and that team may be
contacted and possibly fined for the cost of the items.
c.
No shoe polish is to be used anywhere in the building, if you must do so please
step outside the building.
d.
No body sprays, cologne, perfume, etc. are to be sprayed inside the building
please.
(d)
Cadet Behavior
a.
Military image must be maintained. If any act unbecoming of a cadet/drill team
member is reported and substantiated, the unit could be penalized 50 points from the final
score of their best event. This includes not maintaining an orderly atmosphere in the
hallways and in the cafeteria. Event totals will be re-evaluated for positions. If that
change causes the team to lose a trophy, the trophy will be recalled and re-awarded.
XI. AWARDS

Grand Champion: The grand champion is the team with the highest total meet points. This
year we are adding your top team exhibition score in either armed or unarmed into the overall
Grand Champion.

XII. COMMUNICATIONS AND RESPONSIBILITIES:
(a)
A communications network will be maintained by the registration table, and drill meet office
(room 601). If you have an emergency or need assistance/information, make contact with the
SASI, ASI, registration table or drill meet office.
(b)
Group, Squadron and/or Drill Team Commanders are responsible at all times for the conduct
of their personnel, and knowledge of their competition times and drill meet rules. The time to
clarify any uncertainty is at the Commander’s Call. Additionally, if any act unbecoming a drill
team member is reported and found valid, the unit will be penalized fifty (50) points from the
final score of their best event. Event totals will be reevaluated for positions. If that change
causes the team to lose a trophy, the trophy will be recalled and re-awarded. Failure to maintain
proper decorum may result in disqualification and forfeiture of awards.
(c)
Standard customs and courtesies will be practiced during the drill meet – respect will be
afforded to the colors, officers, enlisted, and all cadets and civilians. Loud, uncontrolled,
disrespectful cadets, staff, or visitors will not be tolerated. Violations could result in dismissal
from the meet at the discretion of meet officials.
(d)
Tobacco products, alcohol, e-cigarettes, “vaping”, or illegal drugs in any form will not be
tolerated in any school building, school property, or school transportation vehicle at any time or
under any condition. Any youth in violation of these prohibitions may be reported to our local
law enforcement agency.

Photographers: No photographers will be allowed on the drill floor. All photography/video
recording is to be done in the designated spectator areas.
Camcorders are allowed in the provided seating areas in each of the drill performance areas.

- The service coat sleeve length should extend one-quarter inch from the heel of the thumb when
the arms are hanging naturally at the side
- The service coat should extend 3 to 3.5 inches below the top of the thigh

- Cadets may not wear earphones or headphones while in uniform, unless required for duty

- Female cadets may wear earrings if the earrings are conservative and kept within sensible limits.

- Eyeglasses must not have any ornaments on the frames or lenses
- Cadets in uniform are not allowed to attach or display objects, articles, jewelry, or ornamentation
to or through the ear (except females wearing conservative earrings) nose, tongue, or any
exposed body part (including anything that might be visible through the uniform)
- For female cadets, the hair should be no longer than the bottom of the collar edge at the back of
the neck.
- For female cadets, pins, combs, barrettes, or similar items used in the hair must be plain, similar
in color to the cadet’s hair, and modest in size
- For female cadets, the length of the skirt may not vary beyond the top and bottom of the kneecap
- For female cadets, hosiery must be worn with the skirt and must be neutral brown, black, offblack, or a dark blue shade that complements the uniform and your skin tone
- For male cadets, the hair must not contain large amounts of grooming aids such as greasy creams,
oils, and sprays that remain visible in the hair
- For male cadets, the hair should not exceed 1 ¼ inch in bulk regardless of length
- For male cadets, you may not dye your hair an unusual color or one that contrasts with your
natural coloring
- For male cadets, sideburns must be neatly trimmed and tapered in the same manner as the
haircut—sideburns may not extend below the lowest part of the outer ear opening
- AFJROTC (left sleeve) or unit (right sleeve) patches are ½ to 1 inch below shoulder seam and
centered
-For female cadets, the APT badge is centered above the name tag on the service coat

- Cadet rank insignia on the service coat is placed halfway up the seam, resting on the seam but not
over it. The bottom of the insignia is horizontal with the ground
- Cadet rank insignia on the flight cap is centered top to bottom on the left front of the cap and 1 ½
inches from the front of the cap
- For male cadets, the Awareness Presentation Team (APT) badge on the service coat is 3 inches
below the top of the right welt pocket
-Mark Time is marching in place at a rate of 100 to 120 steps per minute and the balls of the feet
are raised 4 inches above the ground. Normal arm swing is maintained.
- Quick Time is marching at a rate of 100 to 120 steps per minute
- Slow Time is marching at a rate of 60 steps per minute and usually used in funeral ceremonies
- Loudness is the volume used in giving a command
- Projection is the ability of your voice to reach an intended distance without strain
- Inflection is the change in the pitch of the voice
- Snap is the extra quality in a command that demands immediate response
- While marching in Route Step, neither silence nor cadence is required, movement is permitted as
long as dress, cover, interval and distance are maintained
- The element on which a movement is planned, regulated or aligned is referred to as the Base
Element
- A single column of persons placed one behind the other is a File
- Cover is aligning yourself directly behind the person in front of you while maintaining proper
distance
