REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES)

Assignment Title: Consultancy Services for International Accreditation,
Curriculum Adaptation and Training of Faculties for Bukalasa Agriculture
College in Crop and Animal Husbandry Trades
Procurement Reference No: MOES/SERVICES/15-16/00070
1. The Government of Uganda (GoU) has applied for a Credit from the World Bank
(IDA) in the amount of US$.100 million to be used for implementation of the Uganda
Skills Development Project (USDP). The project is expected to become effective in the
third quarter of the financial year 2015/2016 and close at the end of June 2020. The
objective of the Uganda Skills Development Project is to enhance the capacity of
target institutions to deliver high quality, demand-driven training programs in the
sectors of Agriculture, Construction, and Manufacturing.
2. The Government of Uganda through Ministry of Education, Science Technology &
Sports will use part of the loan proceeds to engage an internationally accredited
training institution that will support the transformation of Bukalasa Agriculture
College and its 3 selected network institutes into a Center of excellence in Crop and
Animal Husbandry. The services / assignment is estimated to be implemented from
the award of the contract in the first quarter of 2016 and concluded by 30th April 2020
(two months before the close date of the project).
3. The Ministry of Education Science Technology and Sports now invites eligible
International accredited training Institutions to indicate their interest in
providing the services. Interested Institutions should provide information
demonstrating that they have the required qualifications and relevant experience
to perform the services. The short listing criteria are as follows;





Experience of at least 15 years in international education and training
Specific experience as a twinning institution on at least 3 similar assignments
involving International Accreditation, Curriculum Adaptation and Training
of Faculties for similar colleges
Certification in Crop and Animal Husbandry related trades by the
appropriate Government authority in its home country
Presence of skills among staff in the areas of:
(i) Curriculum development and adaptation,
(ii) Institutional development
(iii) Crop and Animal Husbandry trades’ instruction
(iv)Technical and vocational training Institute management
Experience of at least one (1) assignment working in developing countries
with conditions similar to Uganda
4. The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and
IDA Credits & Grants] by World Bank Borrowers(January 2011, revised July 2014)
("Consultant Guidelines"), setting forth the World Bank's policy on conflict of
interest.
5. Training Institutions may associate with other institutions to form a joint venture
or sub consultancy to enhance their qualifications. The Expression of interest
must clearly indicate the type of intended association as joint venture or sub
consultancy and the lead training Institution in the Expression of Interest.
6. A Training Institution will be selected in accordance with the Quality and Cost
Based Selection method set out in the Consultant Guidelines.
7. Further information can be obtained at the address below during office hours
(0900 to 1600 hours) from Mondays to Fridays.
8. Expression of interest, in English (one Original plus three copies), in a sealed
envelope or via email clearly marked "Expression of interest for International
Accreditation, Curriculum Adaptation and Training of Faculties for Bukalasa
Agriculture College must be delivered in a written form to the Physical address
below in person or by registered mail/ courier, or by email, to reach not later
than 11:00 am (Local time) on 18th December, 2015.
