Board of Directors Meeting of October 11, 2012
Makawao Elementary School’s CPD Facility
MINUTES
Board Members Present: Jeremy Baldwin, Mike Foley, Cindy Warner, Judy Mertens, Sunny Jordan, Erin
Starr, Robert Santry, Theresa Thompson and Duane Hamamura. Also present was Hugh Starr.
The meeting was called to order by President Jeremy Baldwin at 7:10 pm. Duane Hamamura was
introduced as a new Board member.
Approval of Minutes: The minutes of the Board’s Sept. 6, 2012 were presented. Mike approved the
minutes and Theresa seconded the moved that they be approved as written. Second to the motion was
by Theresa. Motion carried.
Makawao Third Friday Events: It was reported that there was a very large crowd for the September
event and that the October event will be October 19. The Christmas tree will be lit at the November 16
Third Friday event.
Bus Shelters: Sunny handed out photos of the new bus shelter on Papa Ave. in Kahului. The design was
criticized as being too open to rain and wind, having too few seats and costing too much. Theresa
added that the new trash cans at the proposed Makawao bus shelter block the view of oncoming
traffic. Mike agreed to talk with Rick Hansen about whether to write to the County regarding our
concerns.
Joint Water Meeting with Kula, Haiku, Olinda, & Makawao Community Associations: The meeting
with County Water Director Dave Taylor will be October 23, 2012 at Kalama Intermediate School’s
cafeteria at 7 pm. Mr. Taylor will discuss County water issues, including the Upcountry Water list. Hugh
described the three Ordinances being considered by the County Council.
Cultural History Project: Judy said that she had recently talked with several people who are interested
in working on this project to preserve Makawao’s history with interviews: Dorothy Pyle, Laurel Murphy
& Gail Ainsworth. Judy had also reviewed a book of very old photographs owned by Lavinia Schwartz.
Judy said that Dorothy could manage the project; Laurel would be an interviewer and Gail would write
an introduction for a book of interviews. Jeremy asked if the goal was to have a Makawao Museum and
suggested that the old cookhouse on the Barto’s property behind Kamoda’s Bakery might be a great
site. Duane said that the building would require a lot of repair before it could be used as a museum.
Hugh Starr said that there is a traveling exhibit of Paniolo History items that his daughter Amber has
been associated with. Hugh added that he has maps and documents from the 1800s. The Board agreed
to postpone any decision concerning interviews and a museum.
Makawao Pedestrian Access “Hot Spots”: The Board discussed the desire to improve access to Kalama
Intermediate School from Maha Road. Theresa discussed the need to revise the traffic direction at
Makawao Elementary School. The Board agreed to send a letter of support for Theresa’s proposal and
to postpone discussion of other pedestrian circulation improvements to the Board’s November 8
meeting.
Becoming a 501 C-3 Non- Profit: Cindy said that Shan Shay Hodges is available to help with the 501
paperwork and also to write grants. Mike said that Mary Orwig, a CPA, is also available to help with
paperwork. A lengthy discussion followed concerning the advantages and disadvantages of becoming a
501 C-3 versus staying with Tri-Isle. Hugh said that the MCA might eventually want to become
connected to the National Maui Street Association. Mike agreed to collect information from other
Community Associations.
Recruitment of New Board Members: Mike suggested that Board members suggest people at a Board
meeting before such prospects are invited to a meeting. The Board agreed with this procedure.
Dog Park: Bob Santry said that there are volunteers to help clear the site next to the Recycling Center,
but the County Parks Director and a Council member are opposed to the proposed Makawao Dog Park.
The Board agreed to send a letter supporting the Dog Park to Mayor Arakawa.
Act 55: Hugh reported that the County Councils of Kauai and Hawaii have passed resolutions opposing
this State Legislation and that the Maui County Council has sent a similar resolution to Committee. He
said that there is growing opposition to this Bill which would allow development without any County
review or regulation.
Maui Island Plan: Mike Foley reported that the County Council will be taking public testimony Monday,
October 15 at 1:30 pm on the maps showing Urban Growth Boundaries. The Council plans to adopt the
MIP before Dec. 31, 2012.
Sidewalks: Cindy said that the County Public Works crew has been grinding down sidewalk ridges on
Makawao Ave. near the Baltazar Bridge and suggested that the Board send a letter of thanks to the
County. The Board agreed.
Next Board Meeting: November 14th at 7 pm.
