ABOUT US
The Western Maryland Resource Conservation and Development (WMRC&D) Inc. is a nonprofit company in business since 1993. We are involved in projects dealing with environmental
restoration, alternative energy, carbon sequestration, research on beneficial uses of fly ash
from coal fired power plants, remediation of acid mine drainage impacts, improvements of
wetlands, and projects addressing forestry, fisheries, wildlife, conservation and agriculture.
WMRC&D will be hiring two Administrative Assistants to provide direct assistance to their
partner agency USDA Natural Resources Conservation Service in Annapolis, MD.
CONTEXT OF THE POSITION
USDA’s Natural Resources Conservation Service (NRCS) helps America’s farmers and ranchers
conserve the Nation’s soil, water, air and other natural resources. We need people who want
to apply their education and experience to make sure we all enjoy the benefits of productive
soil, clean water, clean air, and abundant wildlife that come from a healthy
environment. “Helping People Help the Land” www.nrcs.usda.gov. Specifically NRCS
Maryland is in need of 2 Administrative Assistants. The incumbents will provide similar duties,
one in direct support to the Assistant State Conservationist for Field Operations and one in
direct support to the Technical Support Teams comprised of the State Engineer and State
Resource Conservationist. The incumbents will assist in coordinating the administrative work
of a complex organization with centralized and decentralized offices.
ESSENTIAL FUNCTIONS
These (2) positions will perform and assist with assigned duties, responsibilities and functions
for the duration of the NRCS funding grant, not to exceed two years. Essential functions are
as follows;




Studies administrative procedures and implements improvements to ensure
administrative effectiveness.
Assists with automating and streamlining procedures to serve the best interests of the
organization.
Studies established rules and regulations to ensure that administrative activities are
procedurally compliant and that all required tasks are being performed correctly.
Assists in the resolution of common administrative program issues and problems.




Carries out administrative and clerical support functions and coordinates with other
staffs to implement office procedures.
Assists in facilitating new staff and partner onboarding, quality assurance, training,
program support, website, technical standard development and spread sheet
maintenance.
Follows established methods and procedures to ensure these programs run smoothly.
Performs other duties as assigned.
PROFESSIONAL EXPERIENCE AND QUALIFICATIONS
Candidates with education and/or experience commensurate with this administrative position
are preferred. Background and experience in the fields of administration, agronomy, forestry,
restoration, and conservation support is a plus. Proficiency in use of computers (Microsoft
Office) is required.
Strong communication and organization skills are essential to the success of candidates within
this position. Must possess a mature and professional demeanor capable of working with team
members within and outside of the organization with a friendly and pleasant personality.
Capable of prioritizing and executing multiple tasks and projects in a dynamic, deadlineoriented environment. Candidates must show prior experience that demonstrates this
capability.
The ability to work independently while effectively managing multiple priorities is mandatory.
A valid driver’s license is needed for work related travel.
US Citizens and Nationals may apply; no prior Federal experience is required.
A clean criminal record verified by a standard background check with local, state, and national
law enforcement agencies. A security clearance is not a requirement.
Interest in natural resources conservation and agriculture a plus.
