The Aviation Safety subgroup had 14 attendees from 10 economies: China, Malaysia, Indonesia, Republic of Korea, Philippines, Singapore, Chinese Taipei, Thailand, United States, and Viet Nam. 2. We heard from the United States with respect to the Airport Safety Evaluation Site Visit Program. The AEG-SAF will repeat the program in 2013 and is currently in the bid evaluation process for the expert consultant to lead the effort. 3. Ambidji provided a briefing on the Performance-Based Navigation project. Reports were provided on CDs. The Philippines and Malaysia were the host economies for the program. The subgroup endorsed this program for a repeat effort in 2014. 4. The Chair gave an update on the Aviation Inspector Training Guidelines. Standardized Training Profiles will provide a means to promote minimum level of technical capabilities for technical personnel. 5. The United States reported that the new program for Emissions Reduction through Air Traffic Modernization is currently in the bid-evaluation processes. The program will study benefits of improving air traffic flow in Thailand and Malaysia. 6. The Chair briefed the group on a new program to support an Asia Pacific Flight Standards Conference in Washington, DC the week of 12 August. The Concept Note was endorsed inter-sessionally and the program is pending final funding approval. 8. The group developed three preliminary draft statements for the Transport Ministerial Meeting in Japan this September. 9. Finally, the team updated the Safety Subgroup Work Plan and reviewed input for TPTWG work plans and ministerial actions. Ministry of Transport of the Socialist Republic of Vietnam Page2 7. The group heard from the Republic of Korea on their efforts to improve aviation safety through human factors research on air traffic controller operations. 37TH APEC TRANSPORTATION WORKING GROUP MEETING Ho Chi Minh City, Viet Nam 8-12 April 2013 ----------------------------------------- INTRODUCTION: Ms. Emily White, Chair from the United States, opened the meeting, followed by introductions from 14 attendees from 10 economies: China, Malaysia, Indonesia, Republic of Korea, Philippines, Singapore, Chinese Taipei, Thailand, United States, and Viet Nam. The Chair asked for additions to the agenda. Korea asked to give a presentation on Human Factors Research and Aviation Safety. Ms. White added presentations on ICAO Language Proficiency Implementation and on ICAO Performance-Based Navigation (PBN) Implementation within APEC economies. The agenda was adopted with those modifications. ONGOING PROJECTS: APEC Airport Safety Evaluation Visit Program – Don Ward gave an update on the AVSEP round 2. Because of the success of the previous project, the Safety Subgroup endorsed a second round for AVSEP at the last meeting. The program will incorporate improvements based on lessons learned from round 1 (conducted in Viet Nam and Indonesia), to include more time at each airport. The host economies for round 2 are Malaysia and the Philippines. Mr.Ward reported that the program was funded by APEC, the Request for Proposal was released in March 2013, and we are working to sign a contract with the selected consultant. When the consultant is under contract, the name will be published and the consultant will work with Malaysia and Philippines to establish dates for the site visits. Ambidji received very positive feedback on the program. No negative feedback was provided by the participants, and both economies asked for more work along the same project line. The APEC program was designed to be merely a starting point. Ministry of Transport of the Socialist Republic of Vietnam Page3 Performance-Based Navigation (PBN) Regulatory Review and Evaluation Program – Ambidji Bob Kennedy (Ambidji) provided a presentation on the PBN Regulatory Review and Evaluation Program. The program is focused on the regulatory aspects of PBN. The PBN team consisted of Ambidji, MITRE, ICAO/AeroThai, and ANA. Site visits took place in September 2012 for Malaysia and in November for the Philippines. The project started with a plenary session with all stakeholders, then a review of PBN regulations, followed by site-specific work. 37TH APEC TRANSPORTATION WORKING GROUP MEETING Ho Chi Minh City, Viet Nam 8-12 April 2013 ----------------------------------------Program Recommendations and Observations for a possible repeat program: Existing structure involved all necessary stakeholders and had sufficient flexibility. Expert assistance on the program was valued by both host economies. The PBN program does enable an acceleration of the program. The “hands-on” approach by the team was particularly valuable and enabled real progress during the site visits. General observation is that the challenges seen in Malaysia and Philippines are typical for the region and the program should be extended to other economies. ATM Emissions Reduction Project – United States Don Ward (United States) gave an update on this new project. The program seeks to access potential benefits of implementing Air Traffic Flow Management (ATFM) and Collaborative Decision Making (CDM) in flight corridors between Bangkok and Kuala Lumpur. The project will assess benefits and make recommendations for implementation steps. The program was approved and funded by APEC and is currently under bid evaluation process. Aviation Safety Inspector Training Guidelines – United States Ms. White provided a presentation to the group on Training Guidelines for Aviation Safety Inspectors. The program promotes standardized training within the region and is patterned after ICAO Circular 298, Training Guidelines for Accident Investigation Inspectors. Many of the CAAs conduct inspector training on an ad-hoc basis and ICAO Critical Element #4 (Qualified Technical Personnel and Training) has historically been a shortfall area during safety audits. Next steps will be to finalize training guidelines, share progress with the international community, and discuss a possible workshop. Human Factors Research and Aviation Safety – Korea Korea (Kwon Hyuk Jin) gave a presentation on a new project proposal regarding “research of human factors and the impact on aviation safety”. The presentation stipulates that aviation safety is highly dependent on human factors. He recommends a new effort to exchange ideas on air traffic control human factors research. As a start, Korea will provide an update at upcoming Safety Subgroup meetings on the subject of human factors research taking place in their country. The U.S. will coordinate with the FAA Air Traffic Operations office to see if a presentation is possible for TPTWG 38 on FAA human factors research for air traffic controls. Language Proficiency – United States Ms. White provided an information update on economy implementation of ICAO Language Proficiency requirements. ICAO has a website that posts current status on language proficiency. The site states whether ICAO members have posted a Compliance Statement or Implementation Plan, or if they have not reported their status on language proficiency implementation. Two-thirds of APEC economies have reported compliance, six have posted implementation plans, and one has not reported. PBN Implementation Status – United States Ms. White gave a presentation which depicted the current progress for APEC economies on PBN Implementation as outlined in ICAO Document 9613 per ICAO 37th Assembly, Resolution 37-11. The Safety Subgroup will continue to track progress in future meetings. One-third of APEC economies are exceeding the world average (42%) for PBN implementation. NEW PROJECT PROPOSALS AND ENDORSEMENTS: Asia Pacific Flight Standards Conference– United States Ms. White provided an update on this project, which was endorsed inter-sessionally between the last TPTWG meeting and TPTWG-37. The United States will host a Flight Standards Conference in Washington DC the week of 12 August 2013. The safety information provided at the conference will be of considerable value to Asia Pacific economies, and to promote attendance, the Safety Subgroup submitted a Concept Note to fund travel to the event for developing economies. The Program Proposal will be submitted this week for funding approval from APEC. Page5 PBN Implementation Project, Round 2 – Open Discussion The first program was very successful and the group opened a discussion about repeating the program for 2014. The subgroup decided to endorse the program for a repeat effort and will move forward with a draft Concept Note. Mr. Ward will contact member economies inter-sessionally to seek new host economies and to valid the co-sponsors. Ministry of Transport of the Socialist Republic of Vietnam 37TH APEC TRANSPORTATION WORKING GROUP MEETING Ho Chi Minh City, Viet Nam 8-12 April 2013 ----------------------------------------PREPARATION FOR TMM-8: Aviation System Block Upgrades (ASBUs) – Open Discussion The U.S. (Donald Ward) gave an overview presentation on the ICAO ASBU program, with a recommendation that APEC develop a statement for TMM-8 that endorses the ASBU program. The group agreed to develop a ministerial statement which encourages states to support the ASBU program. The United States took an action to draft a statement on this topic. Draft Statements for TMM-8 The Safety Subgroup agreed to three draft statements for the next Transport Ministerial Meeting: 1) APEC endorses the ICAO Aviation System Block Upgrade (ASBU) initiative and promotes the implementation of ASBU roadmap as a means of improving aviation global harmonization. The APEC AEG will advocate the program and track progress with member economies. 2) Promote capacity building efforts within APEC to complement international requirements on air safety. Assist member economies to analyze airspace capacity and develop methods to increase capacity of both en route and terminal operations while maintaining safety levels. 3) APEC will collaborate with aviation stakeholders to improve aviation safety and security of operators, air navigation providers, and airports. The draft statements for TMM-8 will be further reviewed post-meeting and refined as necessary for TPTWG inclusion in the ministerial statements. WORK PLAN REVIEWS: The group reviewed updates for the Safety Subgroup 2011-2013 Work Plan, along with the TPTWG 2013 Work Plan, TPTWG Strategic Plan, the TMM-7 Statement Work Plan, and the TEMC Action Agenda.
