Western Regional Community Advisory Committee Meeting Minutes

I.
Topic: Welcome and Introductions
Presenter: Howard Manning
Howard Manning welcomed the participants and everyone introduced themselves.
II.
Topic: Town of Cary CDBG Funds
Presenter: Tracy Stone-Dino
Tracy Stone-Dino provided a presentation on the Community Development Block Grant (CDBG) opportunity
that the Town of Cary is undertaking. The CDBG is a federal funding from the U.S. Dept. of Housing and
Urban Development (HUD) that the Town receives principally to benefit low-and moderate-income (LMI)
citizens in the Town. The purpose of the CDBG program is to develop healthy urban communities by
providing decent housing, a suitable living environment and by expanding economic opportunities, principally
for persons of low-and moderate-income. A CDBG Public Hearing is scheduled March 26, 2015. Community
members are encouraged to attend the meeting. (See attachment)
III.
Topic: Committee Member Procedures
Presenter: Howard Manning
The Executive Committee proposed that the recruitment process for CAC member stand as described in the
Operating Procedures document. Additionally, the executive committee will interview the candidates and
extend an invitation to attend a CAC meeting prior to deciding on the slate of candidates. An executive
committee representative will follow up with the slate of candidates to inform them of the decision by letter.
The EC will serve as the interview committee along with any other interested member, keeping the committee
small.
The motion was properly made and the vote carried unanimously.
Action:
The CAC members will submit the names of potential candidates.
IV.
Topic: Subcommittee Updates Progress and Next Steps
Presenters: Subcommittee Chairs
WIC Subcommittee

Giang Le WC WIC Director or Safa Hamad WIC Program Manager are now attending the WIC
subcommittee meetings.
GSA space study results will be presented on March 20, 2015, staff and subcommittees are
working to get WIC clients to participate in focus groups, planning to conduct focus groups in

June, The team is requesting letters of support from community support leaders, Communication
plan has been developed by WIC and HS staff and WIC subcommittee members.
Executive Subcommittee

The subcommittees have received an excel spreadsheet that will be utilized to develop a
resource database.
The executive committee will create a web page. However, the decision has not been made
whether to have page independent of Wake County Human Services or not.
Affordable Health Care


Tara Robinson, Executive Director of Capital Care Collaborative will be asked to provide a list of
health care providers in Wake County.
The next subcommittee meeting is April 7, 2015 2:30pm (Genesis United Methodist Church,
Cary).
The team will contact the hospitals to identify the number of patients that are uninsured or underinsured.
Food and Nutrition


The team is conducting an environmental scan. The farmers markets, EBT sites, and community
gardens have been identified. The team is in the process of categorizing these retailers and filling
in any missing information (i.e. address).
Advocates for Health and Excellence will host a presentation at the Morrisville Town Hall in April.
The team plans to attend this event.
The team plans to identify food pantry location to households receiving food and nutrition
services.
Action:
Nikki Williamson will look into what resources are available to create a master calendar.
Nikki Williamson will look into accessible options that will support a “master” resource spreadsheet that
will be automatically updated.
The Food and Nutrition team will reach out to the WC Program Manager for Food and Nutrition Services
and Adult Medicaid or Data Analyst, Caroline Harper for additional Snap data.
V.
Topic: Discussion Items
Presenter: Howard Manning
i.
WC Commissioners Presentation- The team will request to present during the May work session.
ii.
WCHS Board Presentation- The team will present to the WCHS Board on May 21, 2015. A
presentation will be developed.
Action:
The executive committee will begin developing a presentation during the March 27, 2015 executive
subcommittee meeting. The presentation will be used for the Commissioners and the WCHS Board
presentations.

Subcommittee chairs will attend the WC Commissioners and WCHS Board Presentations.
VI.
Topic: Updates, Announcements, and Next Meeting Date
The May 20, 2015 WRCAC meeting will be held at White Oak Missionary Baptist Church (1621 White Oak
Church Rd. Apex, NC 27523).
The WRCAC vision statement is complete.
Pastor Charles Tyner, Sr. updated the team on the progress of the White Oak Foundations’ construction
projects.
Regina Petteway is appointed as the WCHS Director.
The WRCAC retreat is scheduled, June 12, 2015, 9-1pm (Bond Park Community Center).
The Human Capital Development Summit is March 27, 2015.
Howard Manning has a meeting set with Charles Foust, COO of Wake County Health Services to discuss
executing the MOU between Dorcas and Wake Health.
Pleasant Grove Baptist Church will host a Family Summit on March 21, 2015. The event is open for all to
attend.
Genesis United Methodist Church will host a 5K run on May 2, 2015. Proceeds will go to Dorcas Ministries.
Club Choice Plus will begin on April 9, 2015 at Pleasant Grove Baptist Church. Child Care is available for
children over 5 years old.
