SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE JOB TITLE: Livestock Manager TEAM/PROGRAMME: Food Security/JFSPSouth Sudan GRADE: TBC (Competitive Package) LOCATION: Bor CHILD SAFEGUARDING: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people ROLE PURPOSE: In line with Save the Children’s values, commitment and strategic priorities, the Livestock Manager provides an overall guidance and support in the up-grading of community based animal health initiatives at State and County levels in Jonglei State. In particular the Livestock Manager harmonizes approaches within the JFSP consortium members (Catholic Relief Services and SCI) in pastoral areas. She/he also strengthens privatized animal health service delivery and participates in pastoralist livelihoods-related forums at various levels to promote sound development practice and policy in pastoralist and agro-pastoralist development within Jonglei State, South Sudan. In collaboration with the Technical Team Leader for Agriculture and Livelihoods, She/he also takes the lead and coordinates Livestock/FSN TWG at the State and County level and plays a key role in addressing thematic issues and assists in the design and implementation of livelihoodbased interventions in the livestock sector. SCOPE OF ROLE: Reports to: Deputy Director Programme Implementation/Dotted line Chief of Party (POCU) Dimensions: South Sudan is one of the most challenging and exciting working environments that Save the Children currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Education rates remain extremely low with less than 10% of the population finishing primary school; and only 200 girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Infrastructure across the country remains virtually none-existent; with 80% of the country – including State capitals – only accessible for half of the year (the rainy season) by small aircraft. Even in the capital – Juba – there are no functioning public utilities, few tarmac roads and limited health services. Aid agencies rely on generators, water trucking and satellite internet to meet their basic needs. The agencies still provide some 75% of the basic services of the South Sudanese population. Parts of the country are still racked by insecurity – tribal militias, rebel militia groups and direct conflict with the North of Sudan all take their regular toll on the civilian population. Save the Children has been active in South Sudan for over 20 years. In 2010, the three active field agencies – Save the Children Sweden, US and UK came together under a unified presence with Save the Children UK as the managing member. We reach and help to meet the rights of hundreds of thousands of children every year through a total of 28 active grants that Save the Children is implementing across thirteen field offices. The expected yearly expenditure of these grants is expected to reach over US$30 Million during the course of 2012. Staff directly reporting to this post: TBC KEY AREAS OF ACCOUNTABILITY: Managing Program Implementation: SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE Assure effective joint planning, coordination and implementation of all livestock activities in consultation with the State Government Ministries of Livestock and Fisheries and Agriculture and Forestry. Coordinate all animal health interventions for the JFSP, particularly SCiSS implementation, and produce best practice guidelines and document lessons learned for policy briefs. Provide technical assistance and provide support to project based extension officers to design and establish Community Based Animal Health Services in pastoral areas. Organise ToT for CAHWs and Agro Vets on Livestock Health Value Chain. Participate actively in State and County Livestock TWG among Food Security & Livelihoods partners and play key role in addressing Livestock thematic issues. Establish and develop linkages between research, university education and extension departments to share lessons learned/best practices with institutions in Jonglei and the region. Assist the enhancements of State and County technical forums such as the Livestock Policy Forum; Community Animal Health Workers forum at State or County Level. Coordinate with the Programme Manager on working with donors, government at different level (National, State and County, local and international NGOs, UN organizations). Coordinate the presence of JFSP and contribute in national meetings, workshops, debates regarding natural resource development (with a focus on livestock as core livelihood strategy). Develop conceptual, strategic, operational quality designs to bring together and mainstream the lessons learned from the past. Assists in the on-going privatization of veterinary services through the Agro Vet support approach proposed under the JFSP. Help in building and maintaining strong links between the State Ministry responsible for Livestock Development, FAO and other project stakeholders to improve/harmonize animal health services. Provides the Programme Manager JFSP with quarterly reports of all Livestock related Interventions; animal health issues, progress and challenges. Performs other related tasks as required and as assigned by the Programme Manager JFSP. Develop technical guidelines and manuals on livestock related activities including livestock health servoce, pasture development, restocking, voucher system and animal husbandry. Representation and Networking: Represent the Programme in all Livestock related forums at the State and County Levels while taking a leading role in sharing the programme learning and strategy approach. Represents the programme in Donor meetings and visits in coordination with the Food Security Livelihood Advisor, Programme Manager and Donor Relations Manager Training and capacity building: Supervise the Training of CAHWs, County Livestock department officials on decentralized animal health services. Coordinate the Training of Agro Vets on Livestock Health value chain, business skills development and linkages to the CAHWs. Working Contacts Internal: The post-holder will be expected to work with senior management, technical support, other sector advisors and , Field Managers, Programme Managers and staff throughout the programme. The Candidate will work in the consortium External: The post-holder is expected to develop and maintain links and effective relationships with NGOs, Government, the UN, partners, donors and other key stakeholders. Experience in Natural Resource Management and Disaster Risk Reduction Programmes with focus to Livestock Programming. Experience in developing and implementing gender sensitive programming activities Experience as an Advisor or Technical Assistant. Experience in the development and implementation of training modules, procedures and establishing monitoring and evaluation systems, and leading teams. Thorough knowledge of USAID, WFP or USDA donor requirements, policies and procedures, especially as they relate to commodity management. Proficiency in team work in multi-disciplinary and culturally diverse teams. Desirable Previous experience in South Sudan Skills and experience in Household Economy Approach (HEA), and/or Integrated Food Security Phased Classification. Knowledge of database management tools and data analysis tools. Experience in promoting children’s participation in programme design and monitoring.
