CONSULTANT IN GENERAL ADULT PSYCHIATRY

Applications are invited for the post of Consultant in General Adult Psychiatry. This is a
vacancy created by a re-design of Mental Health Services in NHS Forth Valley.
The successful candidate will join the south sector area multi-disciplinary mental health team
based in Falkirk and will have joint responsibility for providing a comprehensive clinical service
in Forth Valley. You will jointly provide inpatient and outpatient care for sector patients and
work with the multidisciplinary team. The team provides care to a catchment area population of
approximately 75,000. Participation in the out of hours on call rota cover is essential (1:15) pro
rata. The appointment will be subject to the terms and conditions of service of the Consultant
Grade (Scotland).
NHS Forth Valley serves the council areas of Falkirk, Stirling and Clackmannan, a population
of 310,000. The area is served by Forth Valley Royal Hospital, where we have our Acute
Mental Health Inpatient Unit, and four Community Hospitals. Both Stirling and Falkirk have
good rail and motorway access to Glasgow, Edinburgh and the north. There are excellent
sporting and leisure facilities, along with a wide variety of schooling and housing.
Candidates will be expected to have broad general psychiatry training. Candidates must
possess the MRCPsych or equivalent. Applicants must possess or be within 6 months of their
CCT date or CESR (CP) at the time of interview for the post.

INTRODUCTION TO NHS FORTH VALLEY
NHS Forth Valley is a single, integrated healthcare system comprising acute care facilities and
community based services, which are delivered through Forth Valley Community Health
Partnerships.

NHS Forth Valley is the largest employer in the area, with approximately 8000 staff from a wide
range of professional and support occupations. Currently, services are provided in one acute
hospital, four community hospitals and fifty-six health centres. Acute Services are based in
purpose built 860 bedded Forth Valley Royal Hospital, which opened in 2011 and provides
inpatient and outpatient services for a population of approximately 310,000.
THE FORTH VALLEY AREA
The working environment is excellent, as is the quality of life that Forth Valley has to offer them
and their families. The area has stunning scenery, such as the Trossachs and Loch Lomond.
It is steeped in history with Callander House in Falkirk, Stirling Castle, Bannockburn and the
Wallace Monument to name but a few of the sites in the area. It also has many cultural and
leisure facilities such as the Falkirk Wheel (the largest canal barge wheel in the world), the
MacRobert Arts Centre at Stirling and the National Sports Academy at Stirling University.
Forth Valley also lies equidistant between Scotland’s two largest cities; Edinburgh and
Glasgow. With their respective airports, both are little over half an hour from most parts of Forth
Valley, on the Falkirk, Larbert and Stirling area lines.
House hunters in the Forth Valley area are spoiled for choice. On offer is a large array of
established and new properties in a variety of attractive settings.
Education in the area is first class, with excellent provision of pre-school, primary and
secondary education. State schools in the area have strong reputations and there is also easy
access to the area’s private schools in Bridge of Allan, Dollar and Crieff.
On the further education front, Stirling boasts an excellent University and access to the
University cities of Glasgow and Edinburgh is easy. There are also further education Colleges
in Falkirk, Stirling and Alloa.
In addition to its scenery, history, culture and shopping facilities, residents in Forth Valley have

NHS Forth Valley catchment area covers approximately 1,015 square miles of Central
Scotland. The area includes three major towns namely Alloa, Falkirk and Stirling. There are
expanses of rural countryside with scattered villages and smaller towns.
For some years now, Psychiatry services in Forth Valley have developed along the lines of two
geographical sectors. A North sector including Stirling, West Stirlingshire, Alloa and
Clackmannan and a South sector including Falkirk, Bonnybridge, Denny, Grangemouth and
Bo’ness. These sectors relate closely to local authority areas. Forth Valley Royal Hospital
incorporates acute Psychiatry and some outpatient facilities. The Intensive Home Treatment
Team and liaison psychiatry service are also based there.

JOB DESCRIPTION
This post is a vacancy created by a re-design of Mental Health Services in NHS Forth Valley.
The post holder will have clinical duties for inpatients and community outpatients. You will have
responsibility for assessment and treatment of new and follow up patients and supervision of
staff. The post holder will be part of the multi-disciplinary new Falkirk West Mental Health team,
which covers the sector. Your administrative base will be at new resource centre based at
Falkirk Community Hospital. The community team will comprise of the post holder, another fulltime Consultant Psychiatrist, a part-time Consultant Psychiatrist, trainee psychiatrists/ GPs,
Community Psychiatric Nurses, Occupational Therapy, Social Work, Psychology and
Pharmacy time. The other full Consultant Psychiatrist working within the new team also has
inpatient and outpatient responsibilities. It is expected that both Consultants will work closely
together to provide continuity of care for individuals known to the team between inpatient and
outpatient services.
Mental Health Services in Forth Valley provide a variety of specialist services which interface
with the Community Mental Health Teams; these include day hospitals, dialectical behavioural
therapy and trauma psychotherapy.
Inpatients are located in wards 2 and 3 in the new Forth Valley Royal Hospital. The Mental
Health Unit is located with the general hospital, close to the A&E department. There are
currently 42 acute open General Adult inpatient beds to cover area wide services and an
additional 12 IPCU beds. The intensive home treatment team and liaison team are located
adjacent to the inpatient unit. The Intensive Home Treatment team (IHTT) is our ‘front door’,
who assess all same day emergency referrals and all referrals for admission to consider
alternatives to admission, where appropriate, and they also work with sector consultants in the
inpatient unit to facilitate supported early discharge. There is no fixed bed number allocated to
South Sector as the beds are accessed on a needs led basis and are shared currently by 5
inpatient Consultants covering the whole of Forth Valley.
Participation in the out of hours on call rota cover is essential (1:15) pro rata. This is on a
second on call non-resident basis. There is a middle grade (ST4-6) rota but this cover is
intermittent and depends on the number of higher trainees allocated to Forth Valley by the
West Deanery. There is a junior doctor on call at the hospital at all times supported during the
day, 7 days per week, by the Intensive Home Treatment Team (same day emergency
assessments) and the General Adult and Old Age liaison services.

Old Age Psychiatry service is undergoing a major inpatient and community service
redesign, therefore the content of the posts will change in the near future.
ADMINISTRATIVE SUPPORT
You will have appropriate secretarial support and office accommodation including a computer
with access to the NHS network. Currently this is based at Dunrowan Day Hospital.
TRAINING AND EDUCATION
NHS Forth Valley places a high priority on training and development across all staff groups and
strongly supports the continuing medical education programme for Consultants. The new
Learning, Education and Training Centre is located within Forth Valley Royal Hospital.
Forth Valley Royal Hospital provides a free library service to all staff working within the Forth
Valley area. Membership is free and registration is available via the NHSFV library website

The library contains a selection of textbooks, teaching/visual aids and provides computer
access to enable access to the Knowledge Networks collection of free text up to date journals
and other educational resources.
Glasgow and Edinburgh with their Royal Colleges, University medical schools and
postgraduate facilities are in easy reach. There are regular division of psychiatry meetings.
TEACHING, AUDIT AND RESEARCH
The Consultant will be expected within his/her N.H.S. responsibilities, to undertake audit, and
to participate in undergraduate and postgraduate teaching as required. The consultant will be
expected to take an active part in the teaching of psychiatry trainees on placement in the
psychiatry service.

CONSULTANT GENERAL ADULT PSYCHIATRY RESPONSIBILITIES
As agreed with the Associate Medical Director, to provide, with Consultant colleagues a
comprehensive Psychiatry service.


colleagues a comprehensive Psychiatric service. You will have a responsibility for the
prevention, diagnosis and management of illness, and for the proper functioning of the
service;
Role of the Consultant Psychiatrist in Community Mental Health Teams in Forth Valley
The Consultant Psychiatrist in the Community Mental Health Team (CMHT) is expected to:















Work as part of a multi disciplinary team
Be a leader of a multi disciplinary team
Care for the most complex, high risk patients known to the CMHT. The goal of
treatment should be stabilisation and recovery to the extent that the patient can be
safely transferred to another member of the team or from the service. Inevitably some
patients will always have to remain on the Consultants case load due to the degree or
risk present and the high chance of relapse. For this reason, Consultants should aspire
to have small caseloads of the most unwell.
Be involved in the managerial responsibilities of the team, particularly helping the team
manage their resources efficiently. This would include managing waiting times across
the service (not just medics), interfacing with GPs, carers and the third sector to
manage referral numbers and expectations of the service. This is an ambassadorial as
well as a managerial role
Be involved in the care of all patients detained under the Mental Health Act and open to
the CMHT
Advise on risk assessment and management of all cases open to the team
Advise the team on relevant matters, particularly when it is safe to discharge the patient
from services
Teach and train other members of the CMHT
Be involved in service development and evaluation, particularly taking part in audits
recommended by management
Notify management of any deficiencies in patient care present in the team / service, and
to work with management to devise and deliver solutions as quickly as possible
Horizon scanning, to anticipate developments in policy and practice, and then
encourage evolution in service delivery
To participate fully in consultant appraisal and personal development planning activities
To ensure the efficient and effective use of the Division’s resources
Participate in 360 degree appraisal and revalidation under new guidance from the GMC
To provide cover for Consultant colleagues during annual and study leave or at such
other times as agreed with the Associate Medical Director (Mental Health)
The posts’ requirements will change through time in line with clinical advances and
developments in services provided by the NHS in Forth Valley.

CONTRACTUAL DETAILS
Contracted activities for this appointment will be defined and agreed with the post holder and
the General Manager, CHP.
The post holder will be professionally responsible to the Associate Medical Director, and
managerially responsible to the General Manager, CHP.
The Consultants in the department will agree arrangements for cover of duties.
This Consultant post is available on a full-time basis but the Board welcomes applications from
individuals who are unable to undertake a full time commitment and who may wish to work on
either a part-time or job share basis.
The terms and conditions of service applicable to this appointment are the Consultant grade
terms and conditions of service as amended from time to time.
NHS Forth Valley will require each Consultant to agree with the General Manager and
Associate Medical Director, a job plan of fixed and other commitments, which will be reviewed
on an annual basis and revised as necessary to meet the requirements of the local and
national service issues.
Consultants will be required to participate in an annual appraisal.
The post holder will normally be expected to reside within 30 minutes travelling distance of
Forth Valley Royal hospital. If NHS Forth Valley Health Board considers that the there is a
requirement for the post holder to relocate his or her home in order to take up the
responsibilities of the post, relocation expenses will be available in accordance with the Board’s
Relocation Policy. Support to the level of 15% of starting salary up to a maximum of £10,000
may be available, subject to the provisions of the policy.
Formal appointment to this post will be conditional upon satisfactory completion of all preemployment checks, including satisfactory medical screening.
NHS Forth Valley does not negotiate salary placements. On commencement of employment,
salary will be determined in accordance with Section 5 of the terms and conditions of service.
The employment is subject to three calendar months notice on either side.
The successful candidate will be expected to be registered for CPD with the Royal College of
Psychiatry (UK) and to fulfil requirements for annual certification and for appropriate
revalidation.
Annual leave entitlement is six weeks per year (pro rata for part time post holders), with
additional statutory holiday entitlement as agreed by the Local Negotiating Committee and
published annually.

JOB PLAN
The post holder is required to agree a detailed job plan with the General Manager or his / her
deputy and the Associate Medical Director.
Efforts will be made to complete job planning prior to the date of commencement in post, or,
where this is not possible, as soon as possible following this date.
The detail of fixed sessions, including any special interest, will be finalised following
appointment of the successful applicant. It is expected initially that 9 programmed activities per
week will be devoted to direct clinical care, with 1 programmed activity allocated for supporting
professional activities (including audit, professional development, teaching and administration).
Attendance at multi-disciplinary team meetings, pre-procedure consultations, are included
within the 9 programmed activities of direct clinical care and will be appropriately timetabled.
Following commencement in post, depending on the needs of the service and the particular
attributes of the post holder, it may be possible to negotiate additional time for Supporting
Professional Activities.

The outpatient clinic time includes a combination of face to face appointments and time for
clinical administration at the end of the clinic. If the post holder would prefer to amalgamate
administration in one session and have more appointments per clinic this can be
accommodated.
You are entitled to a 20 minute break on each day you work more than 6 hours. You are not
required to remain at your place of work or to remain available to work during this break, other
than on-call availability (if rostered)

 Criminal Convictions – Protecting Vulnerable Groups (PVG) Scheme
In February 2011 the Scottish Government introduced a new membership scheme to replace
and improve upon the current disclosure arrangements for people who work with vulnerable
groups. The duties of this post requires you to undertake regulated work with children and
young people (individuals aged under 18 years) and/or protected adults (individuals aged 16 or
over who is provided with (and thus receives) a type of care, support or welfare service).
Candidates who are successful at interview for this post will therefore be required to be a
member of the PVG Scheme and consent to NHS Forth Valley obtaining a Scheme Record or
Scheme Record Update. Any failure to disclose such convictions could result in the withdrawal

 Health Screening

It is the policy of NHS Forth Valley to discourage the habit of smoking within the organisation and
