Job Description of Utility Director/ City Engineer-Planner
Positions Purpose
Directs, coordinates, and administers the City’s Water/ Wastewater Utility. Also
serves as the City’s Engineer-Planner. This is a critical professional and
administrative position managing both the Utility and Engineer/Planner
Departments.
Job Functions
- Reports to the Mayor and the Water/Wastewater Commission President with the
ultimate authority being the Common Council.
- Advises the Water/Wastewater Commission, Mayor, Common Council, and Planning
Commission.
- Coordinates the activities of the departments with all other city departments and
applicable government agencies.
- Attends City Council, Utility, Planning, and Public Works Committee meetings.
- Represents the City on the Landfill Standing Committee.
- Serves as Industrial park liaison working with Brokers, Developers, Clients, Contractors,
and Attorneys to accomplish land sales etc.
- Serves as Planning Commission and Water/Wastewater Commission Secretary and staff
person to carry out Planning Commission directives and requests.

Updates, or coordinates the updating of the Master Plan and associated documents.
Coordinates preparation and compliance with Subdivision Development Agreements.
Prepares the annual budget for the Utility and Engineer/ Planner departments.
Prepares cost estimates for Utility and Engineering projects including long-range
planning for capital improvement projects.
- Supervises and oversees Utility and engineering projects.
- Coordinates engineering and inspection contracts with engineering and architectural
firms.
- Serves with the Building Inspector to administrate zoning.
- Participates in the recruiting and selection of new employees.
- Serves as primary public contact for all matters related to engineering and
development; makes presentations at public hearings and informational meetings;
meets with citizens and developers; follows up and resolves complaints related to
assigned departments.
- Establishes work programs, standards, policies and regulations for the Utility.
- Monitors department’s budgets.
- Responsible for all Wisconsin DNR, EPA, and PSC regulatory compliance including the
wastewater facility permit, industrial wastewater flow monitoring program and water
cross connection program.
- Communicates with the Director of Public Works on a regular basis regarding issues and
needs of the Public Works Department.
- Reviews, inspects and reports pavement condition rating for all City roadways using the
PASER system.
- Performs other related job duties as required.
License/Certification/Experience Requirement

Must possess a valid Wisconsin driver’s license
Must possess at a minimum a basic Wisconsin wastewater license.
Must possess a Wisconsin DNR water license in groundwater distribution.
Minimum of 3 years of experience with municipal wastewater/water operations.
Must have all or be able to obtain all sub-licenses for a treatment plant and water
distribution within 12 months of hire.
- Minimum of 3 years of experience in Municipal engineering and planning.
- Must have experience in managing personnel and a budget.
- Must have an Advanced Wastewater Certification within 5 years of hire.
Education/Continuing Education
-
Bachelor of Science in a water related field and or civil engineering or equivalent.
Skills, Knowledge and Abilities
- Basic knowledge and/or experience regarding the operation, maintenance and
construction of streets, storm water collection systems and ponds, water distribution
systems and well towers, booster stations, iron filter systems, sanitary sewer collection
system, lift stations, treatment facilities, and municipal buildings.
- Ability to network with consulting engineering firms and prepare request for proposals.
- Ability to review engineering plans for infrastructure projects and develop specifications
for materials and workmanship for said projects.

Ability to supervise and direct a diverse workforce.
Ability to organize and manage priorities within the water/wastewater department.
Ability to analyze and prioritize utility needs with the road improvement program.
Knowledge and experience with word processing, spreadsheets and databases.
Excellent oral and written communication skills.
Ability to make clear presentations at public meetings.
Knowledge of Wisconsin DNR, State Department of Transportation and PSC rules and
regulations.
- Ability to prepare budgets and develop capital improvement plans.
- Effectively handle utility emergencies.
- Ability to establish and maintain an effective working relationship with Common
Council, City employees and the public.
- Familiar with land surveying principles and practices.
- Familiar with legal descriptions and utility easement descriptions.
- Familiar with zoning regulations.
Supervisory Responsibilities
- Evaluate the performance of all employees working within the Utility department on a
regular basis. Recommend salary and wage scales for the employees of the Utility.
Assure employees have proper working conditions. Promptly resolve personnel
problems and grievances. Assure that employees receive adequate opportunities for
training, conferences, meetings, schools, etc. provided funds have been budgeted for
these activities.

survey reports, time and equipment records, blueprints and maps.
- Must provide a high level of customer service to City residents and business owners by
promoting a friendly, courteous and professional work environment.
- Must be able to assume responsibility and work with independence and work as a team
member and understand timeliness.
Annual Job Review
- The Mayor and Water/Wastewater President will jointly conduct a job review on an
annual basis.
