A regular meeting of the District of Wells Council was held Tuesday, July 15, 2014,
at 7:00 P.M. in Council Chambers, 4243 Sanders Avenue, Wells, BC V0K 2R0

BUSINESS ARISING FROM THE MINUTES / UNFINISHED BUSINESS:

Wells Barkerville Community School Use Policy: Report to Committee, July 3,
2014
Councillor Wilkins provided a verbal overview of the report and of the meeting.
The minutes from the last meeting will be provided to Council after the
September 16, 2014 meeting. The Mayor noted that the Committee is doing a
very good job. Discussion ensued in regards to where the Daycare should be
located in the school. Councillor Wright noted that educational programs should
be the first priority and he further noted that the policy drafted by the
Administrator was excellent.

Jack O Clubs General Inc. Liquor Licence Application
Councillor Wilkins noted that no one that she talked to knew about the notice
and further noted that when the Legion wanted a patio the neighbours were
notified. The Deputy Clerk noted that the Legion was in a residential zone
which required neighbour input when applying for an outdoor patio. Councillor
Wright noted his concern in regards to a 2 AM closing time and further noted
that if people were asked to do a quiet exit that the Jack O Clubs would comply.

MOVED Councillor Wallace Seconded Councillor Wilkins THAT Council receive
the Jack O Clubs General Inc. Liquor Licence Application report and THAT
Council approve a resolution recommending the issuance of a Liquor Primary
Licence to Jack O Clubs General Inc.

ArtsWells Noise Bylaw
The Administrator provided a verbal update stating that IMA had decided to end
at 10 PM which is what the Noise Bylaw allows and not to apply for an
extension to 11:30 PM.
MOVED Councillor Wallace Seconded Councillor Wilkins THAT Council receive
the information re: ArtsWells Noise Bylaw.

Referral from BC Timber Sales
The Mayor suggested that Council discuss this at the August 19, 2014 Council
meeting.

Letters of Support for Church Foundation Restoration
MOVED Councillor Wallace Councillor Seconded Councillor Wright THAT
Council receive the report and THAT Council write letters of support for the
grant applications to the Heritage Legacy Fund and the Northern Development
Initiative Trust.

3.
ArtsWells Festival - Water Demand and Festival Parking
The Superintendent of Public Works noted that he would talk to IMA in regards
to getting a certified drinking water hose to attach to the hydrant at the baseball
diamond. He also noted that the refillable1700 gallon water tank truck that will
supply the casino campground will help. The Superintendent of Public Works
also noted that he would monitor the water usage carefully during ArtsWells.
MOVED Councillor Wallace Seconded Councillor Wilkins THAT Council
receive the report and THAT Council approve the recommendation that, if
water demand exceeds the Water Treatment Plant capabilities during the 2014
ArtsWells Festival, water supplied to the baseball diamond and casino
campsites will be reduced or shut off.

Community Planning & Smart Planning for Communities (SPC)
MOVED Councillor Wallace Seconded Councillor Wilkins THAT Council
receive the Community Planning & SPC report and THAT Council support the
process of engaging the Wells Community in a community sustainability
planning process by accessing the resources of the Fraser Basin Council`s
Smart Planning for Communities.

District of Wells Elections Procedures Bylaw No.134, 2014
The Administrator noted that the Elections Procedures Bylaw No.134,
2014 needed to be approved by August 5, 2014.

the first three readings to the District of Wells Elections Procedures Bylaw
No.134, 2104.

of Council be held on July 16, 2014 at 6:00 PM for the fourth reading of the
District of Wells Elections Procedure Bylaw No.134, 2014.

H. REPORTS:
1.
Marketing & Economic Development Officer Report
The Marketing & Economic Development Officer (EDO) provided a verbal
overview of her report. The EDO noted that Multiculturalism Day followed a
different format in 2014 which was enjoyed by all who attended. The EDO also
noted that the bridge project is the replacement of the Blair Street Bridge and
decking the Hard Scrabble Bridge and will ideally accommodate all the user
groups. HMC had offered to do some repairs on the snowmobile bridge but the
bridge does not accommodate the snowmobile groomer. The EDO has been
working on the trails plan with Desi Cheverie, District Recreation Officer,
Ministry of Recreation Sites and Trails BC. Councillor Wright noted that the
Friends of Barkerville might be able to come up with funds to assist with trails
work. Councillor Wilkins suggested that Barkerville Gold Mines (BGM) may be
willing to replace the bridge on Hard Scrabble Road that could accommodate
the groomer.

Superintendent of Public Works and Fire Chief Reports
The Superintendent of Public Works and Fire Chief provided a verbal overview
of his report. Councillor Wright inquired about the status of cougar that had
been reported near the airport. The Mayor responded that he met with the
RCMP, the CEO of Barkerville and the Conservation Office (CO) and it was
decided that the cougar trap would not be set by the CO until there is a firm
sighting of the cougar.

INFORMATION AND ANNOUNCEMENTS:
1. Council Members:
Councillor Wallace noted that the haul trucks from BGM have slowed down and
that one driver was fired. The Mayor noted that a “Slow” sign placed on each end
of town would be useful.
Councillor Wilkins noted that some children on bicycles are not wearing their
helmets even though it is a law. Councillor Wright suggested a call to RCMP to
give the non-helmet warning. Councillor Wilkins noted that there should have
been a cake at Multiculturalism Day to celebrate Canada’s birthday. Councillor
Wilkins also noted that parking on Pooley Street is dangerous on the corner
where it meets Sanders Avenue and she suggested that a “No Parking” sign be
erected on that corner. Councillor Wright noted that it is up to the RCMP to
enforce the parking issues. Lastly, Councillor Wilkins noted that there was a lot of
ATV’s driving around town which she noted was not allowed.
The Mayor noted that there were two accidents on Sunday, July 13, 2014
between Wells and Barkerville. The Mayor also noted that on July 9, 2014 on his
way to Barkerville a truck pulled out to pass him and, at exactly the same time, a
crew truck pulled out of the BGM road and almost hit the truck head on. The
Mayor noted that more signage is needed. Councillor Wright noted that the dust
is becoming an issue, which could cause problems. Councillor Wallace noted that
BGM was considering enforcing a policy of 30 km within the town limits.
Councillor Wright noted that some communities erect “Congested Area Ahead”
with flashing lights.

Staff:
The Superintendent of Public Works (SPW) said thank you to the Mayor for
his help in regards to the accident at Reduction Road.
The Marketing and Economic Development Officer (EDO) noted that she
would talk to the Friends of Barkerville in regards to the trails. The EDO noted
that there was not funding for a cake on Multiculturalism Day but that there may
be another event in the fall or winter with cake. The EDO reported that Dianne
Andreesen, President of the Wells ATV Club had warned some ATV drivers
about driving within the town limits who did not care; Mrs. Andreesen phoned the
RCMP to deal with it. Lastly, the EDO noted that she was involved with WAACA
which presented the first Wells Farmers’ Market on Sunday, July 13, 2014. The
Market was very successful and will continue to run every second Sunday until
September 21, 2014.
The Deputy Clerk inquired as to which Council members would be attending
UBCM. The Mayor, Councillors Wilkins and Wallace along with the Administrator
noted that they would be attending.
3. Public Gallery:
Bill Horne noted that the papers prepped for the School Use Committee were
well done. Mr. Horne thanked the brush clearing crew that worked on trails,
especially Margaret who went on her day off.
Jim Behler noted that he keeps getting stonewalled by the Building Inspector for
Wells, Erin Reed, who has requested engineered drawings for the addition to the
Miner’s Hall. The Administrator noted that Ms. Reed forwarded Mr. Behler’s
drawings and has requested an engineered report on the addition to the building.
The Administrator further noted that the original building permit was given for
foundation only and that a Stop Work Order from September 2012 was still in
place. The Administrator noted that she is having a conference call with the
Building Inspector on July 16, 2014 and will subsequently talk to Mr. Behler and
Mr. May, owner of the Miner’s Hall . Councillor Wright noted that this was not a
Council decision, unlike the original Development Permit, which Council did
approve. Mr. Behler noted that Judy Campbell got a building permit without an
engineer. The Administrator will bring back information to the Special Council
Meeting tomorrow night in regards to the Miner’s Hall and Judy Campbell’s
building.
