INVITATION Service providers with relevant and appropriate skills, experience and empowerment profiles are invited to submit proposals to the Cradle of Humankind World Heritage Site Management Authority (COH WHS MA), Dinokeng Trading Entity and Gauteng Tourism Authority (GTA) to undertake to provide full-service digital agency services in all the following areas of expertise: Content Development & Maintenance; Website Optimisation, Design, Development & Maintenance; Digital Advertising & Campaigns and Social Media & Engagement Management. 2. BACKGROUND Gauteng Tourism Authority (GTA), the Cradle of Humankind WHS and Dinokeng have merged and the respective organisations’ websites are currently part of www.gauteng.net. A main focus area of the combined organization is to position Gauteng as a globally competitive destination of choice and to promote the province’s flagship projects, including the Cradle of Humankind WHS and Dinokeng. Key in this is to use technology and social media to increase its marketing capabilities. 3. PROBLEM STATEMENT In order to promote the destination and its products to its various target markets digitally, GTA’s major digital channel, the www.gauteng.net website, is used. Social media channels, and various other digital channels on the Internet, such as TripAdvisor, Google, WAYN, etc. are also used to achieve these goals. Some 2 of these channels are established and require maintenance and constant improvement, some need to get established, and the non-GTA owned channels invite digital marketing and advertising. Overall, destination marketing is extremely competitive in the digital environment, which itself is continuously evolving to meet increasingly demanding users’ needs. A further use of the digital channels and platforms, is to promote the work that GTA, the Cradle of Humankind WHS and Dinokeng do and to encourage stakeholder engagement and the facilitation of stakeholder participation in meeting key objectives. The development and management of digital channels and the optimal use of digital platforms requires the expertise of an experienced digital agency, situated in Gauteng, which can work closely with GTA, The Cradle of Humankind, Dinokeng and its relevant appointed agencies, such as the Marketing and Communications’ body shop of agencies, to meet its destination marketing and communications objectives. 4. AIM The aim of this bid is to appoint a single full-service digital agency specialising in the areas of content development & maintenance; website optimisation, development, design & maintenance; digital advertising & campaigns; and social media & engagement management to provide digital agency services to meet the combined GTA, Cradle of Humankind WHS and Dinokeng destination marketing, corporate communications and e-marketing objectives. 5. OBJECTIVES The primary objectives of the digital services, as per the 2013/4 Marketing and Communications’ APP’s are to: Facilitate and promote the Gauteng City Region as an investment, trade and tourism destination Establish Gauteng as a globally recognised, tourism competitor Build the destination marketing capabilities through the use of technology and social media Attract, engage, convert and retain visitors through owned, paid and earned digital channels on multiple platforms by 2016 The digital performance indicators for 2013/4 are: Attract 300,000 unique visitors to the website by March 2014 Launch a mobisite to attract mobile users by 31 March 2014 Attract and engage visitors to the website by reducing the quarterly bounce rate to an average of 40% in Quarter 4 of 2013/14 Attract and engage 14 000 followers to owned properties on all social media channels by 31 March 2014 The digital marketing and communications’ APP’s for 2014/5 have not yet been determined, but meeting those objectives will be the responsibility of the 3 appointed digital agency, who is being appointed for the following two fiscals, 01 April 2013 – 31 March 2015. 6. SCOPE OF WORK & QUALITY REQUIRED CONTENT DEVELOPMENT & MAINTENANCE SCOPE: Website: www.gauteng.net, which includes www.gauteng.net/ cradleofhumankind, www.gauteng.net/dinokeng, a business tourism site and a corporate site Development of high quality, user-centric website content incl. research, writing and sub-editing of articles, blogs, press releases about digital developments, etc. as per requirements – approx. 580 articles and news pieces; and 480 blog posts Sourcing of external written, video & photo content where needed Producing visual content, including videos and taking photographs Developing and implementing content development and maintenance plan Development and maintenance of content for other digital channels and campaign sites, such as advertorial microsites, mobile apps, mobisite, promotional videos, digital collateral for events, etc. Optimizing content for search engine ranking, including following the SEO strategy and plan Maintaining and updating Monthly project management 1. E-marketing strategy It should further be noted that this contract will be awarded as a fixed price contract with provision for part payment against deliverables. However, in order to allow for comparative evaluation the proposal must include unit costs for activities to be carried out as identified as key deliverables by the appointed service provider. The proposal must also include a table of persons allocated to the assignment (and where possible to each task), and hourly rates to be charged per person. Failure to include this in the proposal will lead to disqualification. 13. RULES OF BIDDING The rules of bidding for this assignment are as follows: a) b) c) d) e) The service provider must be a single legal entity with all other necessary expertise secured via subcontract. The client will enter into a single contract with a single firm for delivery of the work set out in these terms of reference. Original tax clearance certificates dated within 6 months of the closing date of this bid must be submitted by all firms or individual consultants submitting bids as part of a consortium or joint venture. The client reserves the right to withdraw or amend these terms of reference by notice in writing to all parties who have received the terms of reference. The client reserves the right to call interviews with short-listed bidders before final selection. The client is not bound to accept any of the proposals submitted, and reserves the right to call for best and final offers from short-listed bidders before final selection. The client reserves the right to negotiate price with the preferred bidder. Service providers may ask for clarification on these terms of reference or any of its annexures up to close of business 48 hours before the deadline for the submission of the bids.
