WASH Project Manager:
REGION: MEER (Middle East, Eastern Europe Region)

REPORTS TO: Area Manager
PURPOSE OF POSITION
 To provide overall management and supervision of the project.
 Provide technical expertise on the project’s operations related to the
sector in question.
 Ensure project deliverables and manage budget (e.g. oversight of water and wastewater
infrastructure, as well as promoting good hygiene practices to refugees and hosting
communities in Lebanon).
 Lead project activities, such as needs assessment, technical designs, coordination with local
partners, private contractors and vendors, and government authorities, monitoring, weekly
and monthly progress reporting and weekly planning.
 Liaise between the project’s stakeholders and its beneficiaries.
EDUCATION AND EXPERIENCE
 Essential: Bachelor Degree or Post-graduate Diploma in Civil Engineering (preferable
specialization in water and environment).
 Essential: Minimum of5 years of proven experience in large-scale water/wastewater
infrastructure projects (design, planning, implementation, budgeting, reporting, and
evaluation and monitoring).
 Desirable: 2 years experience in NGOs in the work of implementing or managing programs in
any field related to water, sanitation, health or shelter: involving assessments, design,
planning, implementation, budgeting, reporting, and evaluation and monitoring.
MAIN DUTIES AND RESPONSIBILITES:

Assess water/wastewater needs, available resources, and the capacity of existing systems.
Consult with local partner’s representatives (including women) about access, design and
management of water systems, as well as hygiene promotion and water use needs.
Look for available hygiene promotion materials, contextualize or develop new materials
for project staff, community and Refugee in conjunction with our health team.
Deliver training on efficiency water use, water treatment, water quality testing, hygiene promotion,
to partners, host-community and refugees.
Prepare technical drawings and Bill of Quantities (BOQ) specifications for water/wastewater
infrastructure.
Develop, negotiate and manage contracts with service providers (e.g. preparing tender
documentation and evaluating capacity and quality of contractors).
Supervise contractors.
Liaise with other NGOs/Civil, water establishment, local authorities and donors to ensure
coordination, ownership and approval of works.
Represent World Vision at interagency coordination and donor meetings on WASH.
Coordination and project management
 Consult World Vision WASH and Health Specialists to plan, implement, and manage the
project.
 Ensure coordination of activities with World Vision’s Child Protection, Finance, Health,
Logistics and Security members and teams.
 Ensure that gender and protection are mainstreamed in all activities and within the
community.
 Ensure timely ordering, purchase and transportation of goods to the project.
 Provide monthly reports on usage and stocks of WASH supplies and petty cash.
Capacity Building/Training
 Mentor and train partners, host-community and refugees.
 Document training program results.
Humanitarian Accountability:
 Ensure the programs take into account local capacities of local personnel and local
community groups, ensure open community participation and consultation.
 Support implementation of information provision mechanisms.
 Establish and support implementation of context-appropriate ‘complaints and feedback
mechanisms’.
