Finance Report – Jody Ketcheside reported in Andy Haussler’s absence. The
available cash balance in the FMCoC account was reported at $44,969. There will be a
balance $18,314 after current invoices are paid.
Action Items & Informational
1. Affordable Care Act Presentation – Esam Abed, a program manager with Fresno
County Department of Social Services, presented on the Affordable Care Act. The
Affordable Care Act or ACA is a United States federal statute signed into law by
President Barack Obama on March 23, 2010, and requires states to offer low-cost health
coverage through benefit exchange markets. Early registration will begin October 1st, for
the Medi-Cal Expansion. According to a Berkley study, its estimated Fresno County will
approve 45,000 applicants for Medi-Cal Expansion and another 70,000 residents for
Covered California. The registration period is from October 1st, 2013 to March 2014.
Coverage will begin January 1st 2014.
The Medi-Cal Expansion will cover individuals whose income at maximum 138% of the
Federal Poverty Line (FPL). Childless, non-disabled, non-elderly adults will now qualify
for medical under the ACA. Individuals with incomes between 138% to 400% of the FPL
will be eligible to receive tax subsidy exchange coverage through the state’s Covered
California program.
Individuals applying for Medi-Cal Expansion will have to apply through Fresno County.
Individuals above 138% of the FPL will apply through Covered California. CalViva,
Health Net, and Kaiser Parmanente are the providers for the Medi-Cal Expansion.
Anthem, Blue Shield, and Kaiser Parmanente are the providers, with different levels of
coverage, for Covered California’s tax subsidy exchange program. More information can
be found at www.coveredcalifornia.gov.
Fresno County Department of Social Services will have the task of accepting and
processing 45,000 Medi-Cal applications in a matter of months. Community
organizations can become enrollers to assist the county by registering their clients.
Applications are online at www.mybenefitscalwin.org. If Agencies are interested in
becoming an enrollee, please contact Esam Abed at (559)600-2258.
Kevin Hamilton added enrollment will be available at all Clinica Sierra Vista sites.
Clinica will have a Street Outreach Team equipped with 7 laptops with air cards that will
be used to enroll individuals. Clinica Sierra Vista has set a goal of registering 10,000
individuals.
2. 2012 HUD CoC Funding Update – The results for the 2012 HUD CoC funding process
have been announced. All of the renewal projects in Tier 1 and Tier 2 will be awarded
funding. The application included a request for funding for CoC planning dollars (as a
new project under Tier 1), bonus dollars for Permanent Supportive Housing, and the
Coordinated Access Program. The Coordinated Access funds and the Permanent
Supportive Housing bonus projects were not funded. HUD stated their priority was to
fund renewals and planning. A HUD sponsored CoC briefing will occur in the future.
3. Approve Assessment Fee for 2013 HUD CoC Funding Process – An assessment fee
will need to be instituted to pay for the creation of the Exhibit1, for the quickly
approaching 2013 HUD CoC process. The anticipated cost should be less than last year
due to a donation by the City of Fresno for the 2012 Point in Time Count, ultimately
freeing up funds for the NOFA. The estimated cost is approximately $24,000.
Approximately $14,000 would need to be assessed for agencies applying for funding
through the 2013 HUD CoC process. The assessment fee would be a calculated formula
based on the agencies requested funding.
A motion was made to accept the assessment fee for the agencies applying for 2013
HUD CoC funds.

4. Discuss and Approve Consultant for FY 2013 Consolidated Application – The
FMCoC is seeking someone to complete the FY 2013 HUD CoC Consolidated
Application. Discussion was held on the manner in which to solicit proposals to complete
the Consolidated Application. HomeBase was the consultant firm used for the 2012
Consolidated Application. HomeBase has made contact with Angie Nguyen in attempt to
schedule Consolidated Application assistance, which would give the FMCoC priority for
last year’s consultant.
A motion was made to continue to use HomeBase for the 2013 Consolidated Application.

5. FY 2013 HUD CoC Funding Process Preparations – Angie Nguyen will be sending out
a request for the FY 2013 HUD CoC funding process preparations via email. Requests
will include renewal information, Project type, and funding amount. The purpose is to
create a preliminary grant worksheet in preparation for the request by HUD.
The budget renewal amount is expected to exceed the amount available to the
community. The renewal amount will be a higher percentage than the last fiscal year
which may require projects to be categorized in a “Tier 3”. Annual Performance Reports
(APR) will be requested of all agencies. If a program year has been completed, agencies
need to complete their APR as soon as possible. For the time being agencies are asked
to send their previous APR until their current operating year closes, and a current APR
can be submitted.
Angie anticipates registration will open in August with the Notice of Funding Availability to
be release in early-to-mid-September with a possible closing deadline of late
October/early November, whereas last year the NOFA was not released until November.
6. Fresno First Steps Home & Outreach Encampment Clean Up – Doreen Eley
expressed her gratitude for the overwhelming success made possible by Poverello House
and volunteers with the Fresno First Steps Home and Outreach every week. Doreen’s
goal is to hold one more outreach before the encampment clean up. To date Housing
Authority funds have been used to house 39 individuals from the outreach events, and
have not yet begun to tap into the Fresno First Steps funds. Linkages are being made
across agencies to assist those being assisted through the outreach.

Unscheduled Public Announcements – Robert Marbut discussed his involvement with the
Fresno Restoration Center. Robert is a consultant contracted by the Fresno Business
Council and has been tasked with investigating the hospital, criminal justice, mental health,
and primary care systems as they relate to the Emergency Room and the homeless system.
Mental health is the focus of the investigation. The Hospital Council’s goal is to reduce
unnecessary emergency room visits. This work is tied to the Fresno Restoration Project.
Robert has met with several agencies so far, and would like to meet with the remaining
agency representatives after the meeting today.
Misty Gattie-Blanco announced the EOC video for the EOC’s Safe Place story was published
on Facebook in a competition for a national campaign. The video won the competition with a
total of 737 “likes”. It will be professionally edited and become a PSA for National Safe Place
and be viewed across the nation.
Cristina Hathaway announced she will be taking on a new role with Central California Legal
Services (CCLS) and will no longer be attending meetings. Christina introduced Inna
Volkova, a new staff attorney with CCLS. Inna will be the new designated alternate for
CCLS.
Alicia Keblier from Community Impact Central Valley (CICV) announced CICV is currently
expanding in the Fresno, Modesto and Merced areas. The CICV has 6 emergency housing
units in Fresno they will be looking to fill at the end of August. Qualified individuals must be
homeless and disabled with an income. Self-sufficiency counseling will be mandatory.
Flyers were available for those interested.
Lynn Pimentel announced the new FMCoC Vista member has arrived. Her name is Amanda
Brear. She will be stationed at the Housing Authority and her duties will include assisting
Doreen Eley and the FMCoC, as well as develop and strengthen policy. Angie Nguyen
added one of her assignments will be to document the steps and timeline of the Consolidated
Application process, so that in upcoming years the FMCoC can be prepared. Angie also
introduced Dave Brenner, and AmeriCorps Vista member with the Housing Authority. Dave
is assigned to Resident Services.
Kevin Hamilton announced Convoy for Hope is coming back to Fresno on November 23rd at
the Fresno Fairgrounds. The Commerce building will be entirely dedicated to medical
services for individual’s mental and physical health. Housing and food stamp application and
California Identification procurement assistance will be available. A team will be onsite to
assist individual enrolling in the Medi-Cal Expansion process. Meals will be served the night
before the event, as well as breakfast and lunch provided the day of the event. There will be
job development, food preparation, reading workshops and an area for children to play.
Kevin is coordinating health services this year. If agencies are interested in participating
please contact Kevin Hamilton.
Laura Moreno announced Heather Renfro is revamping the contact/listserv lists. They will be
separated into lists for FMCoC Directors, Alternates, listserv, and service list. The service list
will serve to get information to line staff regarding services for clients. Heather has sent an
email to the current listserv to determine which list the recipients would like included in.
Laura asked members to respond to the email request.
Naomi Sosa announced Clinica Sierra Vista has a community outreach worker, Juan Gamez,
will be doing rapid HIV testing. He can come to organizations to do a presentation on HIV as
well as do confidential rapid HIV testing. Linkage to case management with Fresno
Community Hospital’s Specialty Clinic is provided along with testing. Please contact Naomi
at (559)457-5962 or Juan at (559)457-5966. Testing can’t determine if an individual has fullblown AIDS, but it can determine a possible HIV positive status which will need to be
followed up with further testing.
Jody Ketcheside reminded committees to record minutes/notes of the work they do during
the breakout committee sessions.
