GONZALES PLANNING COMMISSION MEETING

CALL TO ORDER

Chairperson Rios called the regular meeting to order at 6:02 p.m.

PLEDGE OF ALLEGIANCE

The flag salute was recited by all present.

ROLL CALL

1. PLANNING COMMISSIONERS PRESENT

Tim Jackson, Chair Pro Tem Gloria Velasquez, Robert Chavez, and Chairperson Jose Rios.

Cesar Ayon arrived at 6:05 p.m.

STAFF PRESENT

Community Development Director Thomas Truszkowski, Administrative Assistant Paula

Bonincontri, and Administrative Assistant Hortencia Vargas.

Community Development Director Truszkowski introduced Hortencia Vargas who will be taking over for Paula Bonincontri who is retiring the end of the year.

CONSENT AGENDA

Consider Approval of July 14, 2014 Planning Commission Minutes

Action: Commissioner Jackson moved to approve the Consent Agenda. Chair Pro Tem

Velasquez seconded the motion. Approved by vote; Commissioners Jackson, Chavez, Chair

Pro Tem Velasquez and Chairperson Rios, ayes. Absent; Cesar Ayon.

REGULAR AGENDA

4.

Consider Resolution No. PC 2014-04, to Approve an Amendment to Conditional Use Permit

No. 91-11 to Modify Condition of Approval No. 10 that Requires all Mechanical Equipment

and Appurtenances (i.e., gas and water meters, electrical boxes, air conditioners, etc.) to be

Screened from Public View and Adjacent Properties.

Chairperson Rios asked should he recuse himself since he works for PG&E.

Community Development Director Truszkowski stated that he did not see it as a conflict of interest.

Staff Report: Community Development Director Truszkowski presented the staff report.

Chair Pro Tem Velasquez asked have the trees been trimmed.

Bill Shaw, Shaw Development, indicated that he would recommend to the new property owner to trim the trees.

Action: Commissioner Jackson moved to adopt Resolution No. PC-2014-04. Commissioner

Chavez seconded the motion. Approved by vote; all ayes.

Public Hearing to Consider Actions Necessary to Recommend to the City Council the

Adoption of an Ordinance Amending Gonzales City Code Title 12 Zoning Regulations, Part 3

Zoning Districts, Chapter 12.56 Summary of Zoning Districts and Permitted Uses, Section

12.56.040 List of Permitted and Conditional Uses by Zoning District, Table 1 Permitted and

Conditionally Permitted Uses to add Medical Office Use as a “permitted” use in the Public

Facilities (PF) District.

Staff Report: Community Development Director Truszkowski presented the staff report.

Public Hearing: Chairperson Rios opened and closed the public hearing at 6:17 p.m.

Commissioner Jackson asked when the medical facility moves, would the Zoning Ordinance be changed.

Community Development Director Truszkowski indicated no.

Commissioner Chavez asked about the parking.

Community Development Director Truszkowski stated that parking would be on the street and the presence of cars parked there would slow traffic down. Parking is also available behind the facility.

Action: Commissioner Chavez moved to adopt Resolution No. PC-2014-05. Commissioner

Ayon seconded the motion. Approved by vote; all ayes.

Oral Communication

Commissioner Jackson asked, what is happening with the wind turbine.

Chairperson Rios stated that some paperwork has not been submitted by Foundation

Windpower. PG&E needs to install a device on Katherine Street and they are working with

Taylor Farms because the power would be off for about eight hours.

Chairperson Rios noted that there is a possible need for a street light at Alpine Drive and

Gonzales River Road. Also, the possible placement of speed limit signs on Gonzales River

Road.

Community Development Director Truszkowski stated he would let Public Works know about the concerns and report back next meeting.

Chairperson Rios commented that the truck traffic to Taylor Farms seems very heavy. Are traffic impact fees collected?

Community Development Director Truszkowski stated that traffic impact fees are collected at the time new development is approved.

Also, Chairperson Rios questioned that the temporary lights for the parking lot across from

Taylor Farms for their employee are fueled by a generator. Would it be possible that they tap into the City street lights?

Community Development Director Truszkowski indicated that Taylor Farms has made an offer on the adjacent City property to purchase and the City Council has given direction to staff to negotiate with Taylor Farms. They plan to use the property for additional parking.

BUSINESS FROM STAFF

Oral Communication

Community Development Director Truszkowski stated that Sprint is in the process of moving from the temporary pole back onto the City water tower in the next week or so.

Also, the City’s Sphere of Influence amendment is going before LAFCO September 22.

Community Development Director Truszkowski announced that the City is talking to a large user interested in land in the industrial park.

Also, it is possible that Taco Bell may be coming to the City and locating next to the new

Medical Facility.

ADJOURNMENT

Commissioner Jackson made a motion to adjourn. Commissioner Chavez seconded the motion.

Approved by vote; all ayes.

The Planning Commission Meeting was adjourned at 6:40 p.m.
